About this file
This document is a federal contract amendment (Amendment 0003) for the GAOA Ringing Rocks Road Renovation project solicited by the Bureau of Land Management. The amendment provides a comprehensive set of questions and answers for potential contractors, addressing critical project details such as road renovation specifications, signage requirements, construction constraints, and performance parameters. The project involves road renovation work on Road 5109, with a defined performance period from 06/09/2025 to 08/08/2025, and includes multiple components like road realignment, signage installation, cattle guard replacement, and potential optional items such as an upper parking lot surfacing.
Key technical specifications include installing custom signs (including a trapezoid-shaped Ringing Rocks Recreation Site sign), replacing cattle guards using True North "BLM Cattle Guard" specifications, and managing traffic control with specific limitations on road closures and delays across different mile post segments. The government will provide construction staking, culvert construction staking, and final pipe lengths, while contractors are responsible for meeting horizontal and vertical alignment tolerances. The project emphasizes flexibility in construction methods, with no strict phasing requirements, and allows contractors discretion in survey staking, potentially using electronic surface data in equipment.

Q2 Q: What are the dimensions of the new cattle guard. What materials to be used and how long?
Including wingwalls?
A: New Cattleguard paid per pay item 61903 Remove and Replace cattleguard, wing walls, concrete base and sign package. Work includes any repair or replacement of fencing tying directly into the structure. 16 ft wide with sign package. Per FP-14 619.07 Cattle Guards.
Width is 16 ft, provide True North “BLM Cattle guard” or approved equal.
Bureau of Land Management cattle guards are made using 3”x2” square high-strength steel and are fabricated to BLM specifications. These cattle guards are typically painted using Federal Safety Yellow but can be painted per project specifications as they are made to order.
Holes are provided for multiple cattle guard assembly.
Dimensions: • Width – 8’ • Lengths –12’, 14’, 16’ https://truenorthsteel.com/construction-products/cattle-guards/
Q3 Q: Can the CAD files for the GAOA Ringing Rocks Road Renovation project be provided?
A: BLM can provide a land.xml file please contact if this is not sufficient.
Q4 Q: Section 713.04 in the specs state only government provided seed mixture is to be used on federal lands. Will the owner be providing this seed? If not, can you provide specs for the seed mix, fertilizer, and mulch needed for the restoration?
https://truenorthsteel.com/construction-products/cattle-guards/
A: The seed will be government furnished. With contractor furnished labor paid indirect to Pay Item 21101 Obliteration.
NOTE: There is NO mulch or fertilizer in this project. Vegetation is to be salvaged from 202 Pay Items to be placed on 21101 Pay Items.
Q5 Q: The Estimate is $500,000 - $100,000,000. What is the complexity that drives that?
A: The Independent Government Estimate sets the estimate for the project that information is not released. For federal procurement there are different rules between contract ranges. If a solicitation including all option items could be anticipated to be over the $500,000 threshold contracts are solicited in that range. An award could not be made over the threshold if it was not solicited in that range, the solicitation would have to be pulled and resolicited.
Q6 Q: Where will the waste soils be designated for the project?
A: Waste will be as agreed with the COR within the realignment or paid to be hauled elsewhere within the project area.
Q7 We noticed that there is no pay item for survey and staking. Is this something we would need to perform or does the government plan or already completed this?
- Please see question 1 Q8 Would we need to dispose of the clearing and grubbing off site or can we dispose of it onsite?
-Clearing and grubbing disposal per Payitem 20205 Special Clearing and Grubbing, Disposal method J. Per FP-14 Specification /Supplemental specification 203.05 Disposal methods J -removal to designated locations.
Sheet 2 of the plan set under Demolition Notes #2 “Clearing and grubbing material shall be used for rehab or piled in designated areas identified on the plans or on site per the government direction” Roadway & Trail Notes #5 “All vegetation removed shall be stockpiled for use on road obliteration paid indirect to 201, 202 payitems”
Rehab is primarily intended to be the work under 202 payitems Q9 For the sign systems, there are no drawings or spec sheets that I have seen, are new signs to be provided by the government or are we to reuse existing signs?
-Please response to question 1 and the “Sign Listing” table on Sheet 2 of the plans.
Sign system is paid per the sign including the posts whether that is 1 or 2 posts as defined in Sign Listing Table.
Q10 Clarification for option Item 6: 20703 Drive pad, Permeable Geogrid.

Q11 Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
SSHO- A Site Safety and Health Officer is not directly required as a position in the FAR or FP- 14.
Note: Section 153 Contractor Quality Control subsection 153.02 Qualifications is replaced in the supplemental specifications.
There are no requirements in FP-14 for these duties to be separate personnel.
Q12 Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
There is a possibility to extend the period of performance without consideration from the contractor for the delay. Using FAR 52.249-10 (xi) - Delays of subcontractors or suppliers at any tier arising from unforeseeable causes beyond the control and without the fault or negligence of both the Contractor and the subcontractors or suppliers.
• BLM has recently checked lead times with recommended vendors or local vendors and does not anticipate lead times either stock on hand or more than a week or two.
This lead time is not anticipated to be of concern to build into the project timeline.
Q13 Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
See Sheet 2 of the plan set under Roadway and Trail Notes, #6. “Contractor is responsible for negotiation of a ware source. Pipestone quarry is a potential.”
Q14 Does this project require phasing?
Phasing is not a requirement of the project. Depending on the contractor’s capabilities work may need to be done in phases.
Q15 Please provide a lay down/staging area for construction.
Contractor may use the main pipestone trailhead where the concrete planks are staged, there is a smaller area at MP 3.66 or the upper parking lot at MP 4.6
Q16 Can we shut down roadway access or do we need to maintain one lane for travel?
It is preferable to leave one lane open but not required. See Q17 for delays and closures.
Q17 Please confirm the following with regard to the map provided. "The purple and blue areas during working may be closed up to 60mins at a time during traffic control. The white and black area BLM will have a plan to shut it down for 5 days. The black and grey area BLM has plans to shut down the road for 30days."
