Question: One immediate question we would have is how large is the area they would like to have topographic surveyed? I presume they would have a general sense of a minimum area needed in their mind to be surveyed to determine the watershed boundary. When we draw a conservative box around the area it comes out to be about 300 acres roughly which is fairly large but that’s about what shows on the BLM exhibits. Could you ask for clarification on that item please?

Answer: As shown on Figures 1, 3, and 4 in Attachment A of the solicitation there are two different general locations of the watershed boundary. It is the contractor’s responsibility to use their professional judgement to ensure that enough data is collected to allow the Government to evaluate both general locations as well as determine the current location of the watershed boundary.

Question: We will not perform any surveys or data acquisition, but will perform the processing of topographic mapping. Could you please specify the types of input that will be provided for Scope A and Scope B?

Answer: As stated in Scope A of the Statement of Work, the contractor must coordinate with the Government for access and to set control points. The type, location, and number of control points will be determined in coordination with the Government. The contract will require on-site surveys and data acquisition by the contractor. The Government is not specifying types of input. It is the contractor’s responsibility to use their professional judgement to determine types of input required to allow the Government to evaluate both general locations shown in Attachment A as well as determine the current location of the watershed boundary. This includes the historic topographic surface in Scope B.

Question: What will be the GSD of the imagery for Scope A and Scope B?

Answer: The Government is not specifying GSD. It is the contractor’s responsibility to use their professional judgement to determine types of input required to allow the Government to evaluate both general locations shown in Attachment A as well as determine the current location of the watershed boundary. This includes the historic topographic surface in Scope B. Scope A does provide a requirement of positional accuracy of the mapping.

Question: Could you please provide the feature list for topographic planimetric extraction?

Answer: The Government is not specifying a feature list for topographic planimetric extraction. It is the contractor’s responsibility to use their professional judgement to determine a feature list for topographic planimetric extraction required to allow the Government to evaluate both general locations shown in Attachment A as well as determine the current location of the watershed boundary.

Question: We will be conducting processing offshore from India.

Answer: The contract will require on-site surveys and data acquisition by the contractor.
