STATEMENT OF WORK
Determining the Watershed Divide Along the Crest of the Bitterroot Mountains
Bureau of Land Management Montana/Dakotas
I. INTRODUCTION
The Government has a need for topographic surveying and mapping services to determine the current and historic watershed boundary near where Interstate 90 crosses the Montana/Idaho state line.
II. BACKGROUND
The watershed boundary along the crest of the Bitterroot Mountains forms the northerly boundary of Protracted Block 49, Township 20 North, Range 32 West, Principal Meridian, Montana. This boundary also forms the State Line between the States of Montana and Idaho.
The State Line was originally surveyed by the General Land Office (GLO) in 1904. At that time, the Northern Pacific Railroad (NPRR) had already been built. NPRR plans show the State Line as being close to the GLO survey. Construction of Interstate I-90 through this area may have caused the watershed boundary to be altered moving it further southerly of the GLO surveyed line. There appears to be two different general locations of the watershed boundary, one is the Historic Line generally representing the 1904 survey, and two, the Current Line used by Mineral County, Montana, for assessment purposes. See Attachment A for background information.
III. SCOPE OF WORK
A. Perform a topographic survey to be used to evaluate the two different general locations of the watershed boundary and to determine the location of the current watershed boundary.
1. Requirements
a. Provide the needed personnel, equipment, and software to map said boundary. The positional accuracy of said mapping shall not exceed 0.05 meters at the 95% confidence level.
b. Government will provide an ESRI shapefile of the approximate boundary. See also Attachment B. It is the responsibility of the contractor to ensure enough data is collected to perform said evaluation and positively identify the current watershed boundary.
c. Coordination with the Government to access the site and set initial control points. Initial control points will be used to ensure coordination and acceptance of coordinate system.
2. Deliverables
a. An ACAD line or ESRI shapefile of the current watershed boundary.
b. An ACAD compatible drawing showing the surveyed surface at 1 foot contour intervals.
c. The digital terrain models and/or other data used in determining the current watershed boundary.
d. A narrative report detailing the surveying and mapping process as well as the quality assurance methods used to achieve the 95% confidence level.
B. (Additive) Prepare an historic topographic surface to be used to determine if manmade alterations have altered the watershed boundary.
1. Requirements
a. Provide the needed personnel, equipment, and software to develop, using historic aerial imagery, a topographic surface of the area around the watershed boundary.
b. The preferred date range of aerial imagery is pre-1960.
c. Coordination with the Government to discuss accuracy and limitations of data.
2. Deliverables
a. A digital terrain model and/or other data used in determining the topographic surface.
b. A narrative report detailing the mapping process as well as an analysis of the accuracy and errors associated with the mapping.
IV. SUPPORTING INFORMATION
A. Place of Performance: Northwesterly corner of Mineral County, Montana; where I-90 crosses the Montana, Idaho state line.
B. Period of Performance Commencement Date: July 1, 2024 Completion: October 31, 2024 C. Government Furnished Property (GFP):
1. Assistance with ground control as listed above.
2. AutoCAD line and ESRI shapefile of the approximate watershed boundary.
D. Special Considerations.
1. The dates work performed must coordinated with the Government. A two-week notice is requested to coordinate a field crew being available.
