About this file
This document contains the questions and answers from a pre-bid site tour for solicitation number 140L2623Q0047 from the Department of the Interior Bureau of Land Management Idaho Region to construct a jack leg fence along Chilly Slough. Key details include that the period of performance start date is September 5, 2023, there will be two staging areas provided for materials and equipment, both 6-foot and 5-foot jacks can be used, rails are to be unpeeled, bracing is required at gates, corners and junctions, and the contractor will be permitted to camp on designated BLM land with authorization from the Challis Field Office. Private landowners have also granted access for equipment and to existing roads to reach the project sites. The Q&A document clarifies fence and installation specifications, use of lag bolts versus screws, and the need for single and double mud sills due to the natural slough in the area aligning with historical fence builds.

There will have to be a letter of authorization from the Challis Field Office for stays longer than 14 days. Dumping of black water, grey water, or garbage will be prohibited. Out of season use of the Joe T. Fallini campground will be authorized for the Contractor. There will be power but no water at the campground during the scheduled period of performance.

Q16. From the staging areas if a semi driver is willing to drive further into the project site will that be allowed?
A16. Pending permissions from private landowners, there is not an issue with further entrance by semi drivers as long as there is limited soil moisture and reduced likelihood of ground disturbance. There is permission from the north side private landowner to access with semi-truck but it would be at the risk of the contractor and there are areas that hold moisture into the fall. We also have permission from the south side landowner to access project with semi but still working to get that permission in writing. It shall be the responsibility of the Contractor to fix and rehab any damages on private or BLM due to the travel of the sei-trucks.
Q17. Can the Government clarify why single/double mud sills are needed instead of the uniform ack fence that is used everywhere else?
A17. Due to the existing natural slough located in the area, the BLM has selected the use of single and double mud sills as the best approach for fence construction. This build also keeps with the historical fence builds that exist on BLM in that area.
