140L1724Q0009 BLM - CO Raptor Surveys

BLM: Robert Hall – Contracting Officer; Nathaniel West – Contracting Officer Representative

Attendees: Amy Gaddy, Ben Eddy, Bryce Marshall, Chris Jones, Corinna Photos, Eric Webb, Jarrod Hill, Katherine Barnes, Kirstie Lawson, Katheryn Albrecht, Logan McConnell

Notes:

Meeting started at 10:01 am MST.

Nathaniel West COR reviewed the Contract Administration. The Google Earth KMZ files for call points was presented and viewed in Google earth to provide a general location/orientation of the overall project area.

Questions:

A question was asked about the topography of the project areas. The project area is extremely varied and contractors should do what research they can to determine how that will impact their bid. The BLM will post Google earth KMZ files of the call points.

A question was asked about cross-country travel on ATVs. In the Tres Rios Field Office all motorized travel is limited to existing routes. In the Gunnison Field Office all motorized travel is limited to designated routes.

Are there any seasonal closures in place? There are not seasonal closures that will impact the Tres Rios

Field Office. Seasonal closures in the Gunnison Field Office for Gunnison Sage-grouse are from March

15-May15, see map.

There were no further questions.

Notes:

Robert Hall discussed the contract submission time frame and requirements. Robert reminded everyone that a signed SF-1449 and technical response is due by April 5th.

Q1. What are the data accuracy requirements for points, lines, and/or polygons collected based on field observations? Our cost can vary depending on the required accuracy and our equipment needs may change based on the need for sub-meter or better accuracy.

A1. Cell phone accuracy collected using Field Maps, Avenza, Survey 1,2,3, or whatever app you choose is sufficient. It really only needs to be within 30 feet or so, easily attainable with a cell phone.

Q2: Based on the August 31st deadline and the quick turnaround I am wondering what the expectations for the deliverables on the backend are? Looking at the RFQ, it looks like we are only providing weekly updates, spatial data, field forms, and photo documentation of findings. Do you have an expectation or desire for any technical reports that detail the project(s) and the findings?

This has the potential to impact our price point significantly.

A2: The Government does not require your analysis of the data, all I need is to be able to verify that you went to all the points, the response or lack thereof at each point and any nests/nest searches. The statement of work identifies the deliverables.

The Contractor shall provide all materials and labor to conduct woodland raptor surveys and record gps tracks and locations. GPS data deliverable requirements include:

• GPS tracks of nest searches for all positive call responses,

• GPS call locations and data attributes for all locations (see point data survey requirements table),

• nest locations, photos, and completed nest data forms.

All GIS data needs to be provided in the form of an ESR .shp file UTM NAD 83 Zone 13. The contractor will provide data forms for all call points and nest locations in paper and/or electronic formats (excel, word, or PDF). Nest site photos need to be electronic .jpg or .tiff files.
