SOURCE SELECTION PROCES
It is anticipated that the “Best Value” to the Government will result from the technically acceptable proposal with the lowest evaluated price.
Award will be made to the Lowest Price Technically Acceptable proposal. To be considered for award, the offeror must meet or exceed the minimum standards set fourth for all non-cost factors:
1. Schedule: Submit your proposed schedules demonstrating ability to complete project within the period of performance of 120 days after notice to proceed. Proposed schedule should outline how work will be completed within the timeline of the contract.
2. Past Performance
A minimum of 3 and a maximum of 5 past performance questionnaire reports and/or references demonstrating completion of work of a similar size and scale. Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other construction activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement. If available, offerors may submit a Past Performance Information Retrieval
System (PPIRS) evaluation report in lieu of the Past Performance Questionnaire.
Submittal process for the Past Performance Questionnaire is as follows:
1) Complete Sections I and II only of the attached Past Performance Questionnaire and forward to your client reference. The reference shall be someone who was substantially involved with the project and can provide a complete, objective assessment of your performance. Direct them to complete and email the survey to the
Contracts specialist: jluangkhot@blm.gov by the due date and time for proposal receipt.
2) Submit copies of the questionnaire that you forwarded to your references with their point of contact information with your proposal.
3) Submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. Describe pertinent facts, circumstances and any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances could result in an unfavorable assessment of the offeror's past performance record.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
3. Provide a Bid Bond valued at 20% of bid amount and demonstrate ability to obtain
Performance and Payment Bonds (i.e. Letter from Surety).
4. Price
(a) Reasonableness. Techniques and procedures described under FAR 15.404-1(b), Price
Analysis, will be the primary means of assessing proposal reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through cost and price analysis techniques as described in FAR 15.404, Proposal
Analysis. For additional information, see FAR 31.201-3, Determining Reasonableness.
(b) Unbalanced Pricing. All offerors’ priced line items shall be analyzed to determine if prices are unbalanced. An offer may be rejected if it is determined that the lack of balance poses an unacceptable risk to the Government. After review, if the Government determines that an Offeror has included an unreasonable escalation rate for subsequent option years, the Offeror may be deemed ineligible for award.
(c) Affordability: An affordability assessment will consider if the proposed price is within the Government’s funding profile
