About this file
This document is a set of Questions and Answers related to the repair, replacement, and removal of fences for the Eagle Lake Field Office (ELFO) Multiple Use Fence Contract.
The key details include:
- Topographical maps are available showing elevation bands, though the fence materials list erroneously references a "Buffalo Berry fence" that is not actually part of the contract.
- For the Cottonwood fence, the government does not anticipate the entire fence needing to be replaced, and will work with the contractor to determine which posts and wire can be reused versus replaced. The contractor will use their judgment on when replacement is more cost effective than repair.
- Much of the fenceline is accessible by tracked skid steer equipment, though the Wood Individual Fence and Norton Drift Fence will require more handwork due to limited road access and rocky terrain.

Text version
Q: Can we get topographical maps that show the elevation bands numbered, or a scale? (are they 300 ft bands?
A: See attached maps
Q: In the materials list it mentions a "Buffalo Berry fence" that I don't see referenced anywhere else, just making sure an additional fence wasn't forgotten or anything.
A: The Buffalo Berry fence listed in the materials list is an error. It is not a part of this contract. I just missed it when editing the SOW. see amended SOW.
Q: What is the threshold for determining what’s to be repaired vs replaced? Is that up to the contractor's discretion? It sounds like it would be cheaper and more time/labor effective to just replace the entire Cottonwood fence vs repairing it.
A:The fence should not need to be completely removed and replaced. If the contractor feels differently, I (COR) will conduct a field consultation with them. If the wire and posts are still in usable condition, we will reuse those materials. If the wire has been spliced many times and is beyond repair (contractors judgement) it will be replaced. If posts (t-posts or brace posts) are bent, rusted through, rotten, etc, those posts will be replaced. If the posts in place are still usable, they will be reused. All wooden braces will be replaced with steel pipe (provided by BLM). Let down clips (provided by the contractor) will be replaced if necessary.
Q: How much of the fence lines are accessible via tracked skid steer? There appear to be several steep areas that may need to be all handwork.
A: The majority of the Cottonwood Fence should be accessible with equipment/vehicles. If is aligned fairly closely to a road. The Wood Individual Fence will mostly be handwork, however there is a road that the fence ties into and it is very accessible. The Norton Drift Fence will have the most limited access. There is very limited road access and the terrain, while not very steep, is extremely rocky.
