About this file

This document is a Performance Work Statement (PWS) that outlines the requirements for a federal contract opportunity to provide radio telemetry survey services in support of monitoring Sierra Nevada bighorn sheep and greater sage-grouse populations in eastern California and western Nevada.

The PWS specifies the overall objective is for the contractor to conduct on-call radio telemetry surveys to collect population density, seasonal movement, and mortality data for the target species. The contractor will be responsible for scheduling surveys, providing personnel to conduct the telemetry, and delivering survey data and GPS coordinates to the government within 24 hours. The period of performance is a one-year base period with two 12-month option years. The government will provide telemetry receivers, antennas, maps, and collar frequencies to assist the contractor. The PWS includes a Quality Assurance Surveillance Plan that defines the acceptable quality level and consequences for unsatisfactory surveys.

PWS 1.0 Background on the Government’s Requirement

Radio telemetry service is required to monitor population density, seasonal movement, and mortality data for the Sierra Nevada bighorn sheep and Bi-State greater sage-grouse populations throughout their entire range.

PWS 2.0 General Scope of Work

To secure contract services to conduct radio telemetry surveys of radio-marked Sierra Nevada bighorn sheep and greater sage-grouse within the Bi-State Distinct Population Segment (DPS) of eastern California and western Nevada and any other species that may need monitoring in parts of eastern California and western Nevada.

Place of Performance:

Radio telemetry surveys for radio-marked Sierra Nevada bighorn sheep would be conducted in bighorn sheep heard units in the Sierra Nevada mountains between Lone Pine and Bridgeport, California.

Radio telemetry surveys for radio-marked sage-grouse would be conducted in the South Mono, Bodie/Mount Grant, Desert Creek/Fales, and White Mountains Population Management Units as defined in the 2012 “Bi-State Action Plan” for conservation of the Bi-State Distinct Population Segment (DPS) of the Greater Sage-Grouse. Surveys would occur east of the Sierra Nevada range between Bishop and Walker, California. Some surveys would also extend into immediately adjacent portions of the White Mountains and western Nevada (Map 1).

Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:

Base Year: Date of Award—March 31, 2025 Option Year I: April 1, 2025— March 31, 2026 Option Year II: April 1, 2026— March 31, 2027

PWS 3.0 Overall Objective(s)

The Contracting Officer’s Representative (COR) from the BLM Bishop Field Office (BLM) would coordinate with the Contractor to conduct radio telemetry surveys for Sierra Nevada bighorn sheep and Greater Sage-grouse on an on-call basis. The contractor would be responsible for 1) scheduling surveys, 2) providing all on-board personnel to conduct the telemetry surveys, and 3) providing the BLM COR with GPS coordinates and ancillary data collected during telemetry surveys.

PWS 4.0 Specific Tasks

Task 1: The Contractor would be responsible for coordinating with the BLM to determine survey schedules and survey areas.

Task 2: The contractor would be required to acquire at least 90% of collar locations on any given assignment. The contractor would coordinate with BLM to develop a realistic survey schedule to meet this goal.

Task 3: The contractor would be required to provide the BLM with survey data within 24 hours of completing any telemetry survey.

PWS 5.0 Delivery / Performance Schedule

The performance period would begin upon the award date of the contract and surveys would be conducted on an on-call basis for approximately 90 hours of survey, or approximately 8 to 10 surveys per year. The contractor would be required to provide BLM with the coordinates for all radio-marked Sierra Nevada bighorn sheep, greater sage-grouse, and any other species recorded during each survey. GPS data must be provided in an excel spreadsheet format that includes the following information: collar frequency of each animal, mortality information (whether animal is dead or alive), X- UTM Coordinate, Y-UTM Coordinate, Date and Time. In addition to the spreadsheet, location data must also be sent in ESRI shapefile or KML format. The contractor would also be required to provide BLM and CDFW with ancillary data specific to any Sierra Nevada bighorn sheep and/or Greater Sage-grouse visually observed during each survey. Ancillary data should include the following information: GPS Location, group size, sex and age of individuals (if possible), and date and time. All GPS coordinates must be provided in UTM 11, NAD 83.

PWS 6.0 Government-Furnished Property, Materials, Services

General:

The contractor shall furnish all personnel, equipment, and transportation needs to and within the survey area except for those items specified as government furnished.

Equipment:

If necessary, the government (Bureau of Land Management & California Department of Fish and Wildlife) shall furnish the following equipment to assist the Contractor in meeting the requirement of this contract, including a telemetry receiver and antenna, maps of specific survey areas, and the collar frequencies for the sage-grouse and bighorn sheep.

EXHIBIT A: QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

Acceptable Quality Level Method of Surveillance Consequences, Remedies, and/or Deduction(s)

Task(s) 1-3 Review Monitoring Plans and Assessment Strategies.

No more than 1 unsatisfactory telemetry survey.

BLM will determine acceptable quality of survey results within 1 week of each completed survey.

For 1 unsatisfactory survey, BLM will meet with Contractor to determine the reason for underperformance and will develop strategies and remedies to help achieve acceptable quality surveys.

For 2 unsatisfactory surveys, BLM will determine if improvement strategies and remedies were implemented by Contractor.

For 3 unsatisfactory surveys, Government may take further action such as Termination for Cause.

Map 1: The orange and yellow polygons represent the geographic extent of the population survey areas. Specific locations and fine scale maps within this range would be provided by BLM and/or CDFW prior to each survey until the Contractor becomes familiar with population units.
