About this file

This amendment to solicitation 140L1223Q0056 provides additional clarification to contractors. It specifies that the groundwater well inventory survey for the Bureau of Land Management California Region should plan for monitoring of thirty wells, rather than the one hundred fifty listed in cost worksheets. Contractors have the flexibility to either collect baseline monitoring data during well identification or to separate those tasks between field mobilizations, whichever is more efficient. The amendment answers two additional questions clarifying the well selection process and timing of data collection. The period of performance for the contract is from September 1, 2023 through September 30, 2025.

The purpose to amendment 2 is answer additional questions.

Q: Task 2: Monitoring. The cost work sheet provided specifies a unit cost for 150 wells, but the text of the solicitation say that 30 wells should be assumed. Which should we price for?

A: Thirty is our best estimate for the number of either monitoring wells or abandoned supply wells without pumps -- the types do the Government expect to have water levels collected from. So, thirty is our best estimate for the number of "monitoring" wells to be priced.

Q: The text says that for efficiency's sake monitoring data could be collected during the

140L1223Q0056/0002 initial survey. However, if the wells need to be carefully selected across the entire geography to provide the best understanding of groundwater conditions, then it would seem to better to collect the survey data and then select suitable wells based on construction, use, and location and not waste too much time in the field during

Task 1, other than perhaps collecting a water level. Does that sound correct?

A: That does sound reasonable-whichever way sounds most efficient to the contractor works. On one hand, in some areas it might be more efficient to be prepared to collect baseline monitoring data during the well identification phase (eg, an isolated remote well). On the other hand, collecting all the survey data first may enable more planning and efficient monitoring.

The contractor can choose whether to do the survey entirely first or to combine some of task

1 with task 2 during the same field mobilization.
