About this file
This statement of work outlines requirements for near real-time satellite-derived wildland fire monitoring products for the Bureau of Land Management Alaska Fire Service. The University of Alaska Fairbanks, Geographic Information Network of Alaska has provided these services since 2003 and will continue to do so under a sole source, firm-fixed price contract award of $1,121,107 effective September 1, 2022. Specifically, the University must produce and distribute near real-time VIIRS Fire Heat Detection Points as ArcGIS Online and OGC map and feature services, as well as text files. It must also provide an ArcGIS Online VIIRS Fire Image Collection service and associated GeoTIFF files, updated within 15-35 minutes of satellite passes. Both services must reliably support 20-60 concurrent users during peak fire season. The University must notify the Bureau of any outages or changes impacting delivery and respond to service issues within two hours.

Near real-time (NRT) VIIRS Fire Heat Detection Points and VIIRS Fire Image Collection Statement of Work
1.0 Background
The use of remotely sensed data products is commonplace in the wildland fire community. Instruments such as VIIRS[footnoteRef:2] provide managers and fire behavior analysists with a wealth of near real-time information including approximate location of new fire starts, fire activity levels, rate and direction of spread, and the spatial extent of area burned. These satellite-based instruments are especially valuable in remote and roadless areas in Alaska where fires are typically monitored and mapped using aircraft. [2: Visible Infrared Imaging Radiometer Suite]
The University of Alaska Fairbanks, Geographic Information Network of Alaska (UAF-GINA) has provided near real-time (NRT), satellite-derived fire monitoring products to the Bureau of Land Management, Alaska Fire Service (AFS) since 2003. The products are critical for AFS and our interagency partners because they provided NRT information on wildland fire location, spread direction, behavior, and potential intensity several times per day. Access to this NRT information has changed the way AFS identifies, maps and monitors fires, significantly reducing cost and exposure to agency personnel.
In recent years, UAF-GINA has been a VIIRS Fire Image Collection and providing these products to AFS and our partners in near real-time. The VIIRS Fire Heat Detection Points and Fire Image Collection are derived from the same instrument. When taken together, the VIIRS Fire Heat Detection Points and Fire Images provide fire managers and fire behavior analysists with a clearer understanding of fire extent and behavior. This is especially true for wildland fires burning far from population centers.
The ability to easily incorporate the VIIRS Fire Heat Detection Points and Fire Image Collection into the existing ArcGIS Online web applications significantly reduce the technological barriers encountered by users needing access to this information. Because AFS has built multiple web mapping application using the ArcGIS Online platform, an Esri REST[footnoteRef:3] Image Service is the preferred solution. [3: Representational state transfer]
2.0 Objective
This statement of work is seeking to ensure that AFS and the broader wildland fire community have ready access to VIIRS Fire Heat Detection Points and Fire Image Collection available in NRT. The specific objectives are:
· Produce and distribute VIIRS Fire Detection Points text files.
· Produce and distribute VIIRS Fire Detection Points as an ArcGIS Online compatible and Open Geospatial Consortium (OGC) map and feature services.
· Produce and distribute ArcGIS Online-compatible VIIRS Fire Image Collection in near real-time.
New VIIRS-derived data products are currently in development and additional VIIRS instruments are planned for launch. It is not known how the suite of VIIRS-derived data will evolve, but it is possible that some of the new data products will be useful to AFS and our interagency partners. The data products that make up the VIIRS Fire Image Collection may change over time.
The VIIRS-derived data products should be accessible on Bureau of Land Management furnished equipment and accessible and discoverable by the public without the need to establish a user account or register to access these data.
3.0 Requirements
NOTE: For this scope of work, near real-time (NRT) delivery is defined as 15 to 35 minutes after satellite pass.
