About this file

This document contains a combined synopsis and solicitation for a 1 gigabit internet connection between the United States Geological Survey offices in Santa Cruz and Moffett Field, California. The solicitation seeks fixed-price quotes for the base year and four option years of service. Quotes are due by January 19, 2024 and should include pricing, technical qualifications, and SF-18 and SAM registration information. The connection is estimated to begin on March 1, 2024 through February 28, 2025 with option years subject to funding. The document provides responses to vendor questions confirming there is no incumbent, at least one static IP is required with a preference for two, and evaluation criteria are of equal importance with no separate volume requirements.

140G0324Q0039 Q&A

Q: The solicitation says it connects Santa Cruz and Moffett fields but shows only the address for Santa

Cruz. Is this a point-to-point or fiber internet access only for the Santa Cruz location?

A: No, it is a direct internet connection.

Q: Is this a new requirement, or is there an incumbent?

A: I don’t think it is a new requirement, other USGS offices request the same thing.

Q: How many static IP addresses required?

A: at less 1, prefer a 2nd for any future proofing.

Q: Reference – Statement of Work, C. Scope (page 4 of the RFQ)

Can the USGS specify the Public Usable Static (IP) Internet Protocol address requirements for this 1G

Direct Internet Circuit?

A: We don’t have any specific public IP.

Q: In 52.212-2; Evaluation criteria, the Government lists four evaluation factors. Please clarify the weighed value and/or order of importance, if applicable, of each evaluation factor that will be applied to determine best value.

A: all Evaluation criteria are of equal importance.

Q: Does the Government require separate volumes for pricing, technical proposals, and contractual documents? Please clarify.

A: It is not required to provide separate volumes. However, the sections should be clearly identified for ease of review.
