About this file
This statement of work describes mud containment and disposal services required by the United States Geological Survey for groundwater monitoring well drilling projects in California's Central Valley between 2023 to 2025. The contractor will provide 20-yard bins for solid cuttings containment onsite, transport solids to the California Department of Water Resources facilities in Coalinga or Lost Hills for disposal. The contractor will also provide vacuum trucks to transfer drilling mud liquids from frac tanks to the same CADWR facilities for disposal. The statement of work outlines estimated solid and liquid waste volumes by site totaling 1,304 tons of solids and 1,301 tons of liquids to be removed. The contractor must have capability to respond within 48 hours of notification and work may occur seven days a week from 7am to 7pm. Pricing is required for bin delivery and rental, solids and liquids transportation and disposal per load, and vacuum truck standby rates.

STATEMENT OF WORK
Containment, transport, and disposal of drilling solids and fluids generated during the drilling of Groundwater
Monitoring Wells in the Central Valley of CA
I. General Information:
INTRODUCTION: the United States Geological Survey (USGS) Research Drilling Program (RDP) has the need for a vendor to provide materials and labor for the management of drilling fluids and solids resulting from the drilling and constructing monitoring wells at multiple sites in the southern half for the California Central Valley during calendar year 2023 – 2025. The vendor will need to provide a 20-yard bins to contain the drill cuttings and drilling mud generated during the well installation process. Then transportation of both bins and fluids (vacuum truck) to a local California Department of Water Resources (CADWR) facilities. As part of the management process the vendor will be required to coordinate disposal with (CADWR) facility (site contacts will be provided).

• II. BACKGROUND:
The USGS RDP will begin drilling and construction of monitoring wells September 22, 2023. Sites listed and mapped below (Map 3).
At each site, solid debris and liquids will be generated from the mud-rotary drilling process. The solid phase is composed of moist clays, silts, sands, and gravels from the borehole; this debris will be collected and contained in 20-yard bins provided by the vendor. On some occasions, a liquid component composed of sediment-laden bentonite clay drill mud, will need to be vacuumed (skimmed) from the same bins and transported for disposal.
This task shall be charged at the *standby hourly rate quoted.
The liquid phase is composed of local city potable hydrant water, bentonite mud, and groundwater. These fluids will be generated during drilling and well development and store at each site in a 20,000-gallon Baker tank. This tank will be provided by the USGS (RDP). The actual weight of solids and liquids generated at each site is not known. Actual volumes depend on depths drilled, how many holes (some sites may be eliminated, or some added), lost circulation issues can decrease fluids, well development discharge volumes are variable. NOTE: All additives used during the drilling process are NSF60 drinking water approved.
Solids: Will be contained in 20-yard bins will be transported and dumped at either the Coalinga or Lost Hills (CADWR) yards. (See table 1).
Liquids: Will be stored in frac tanks. The vendor shall supply vacuum trucks to suck fluids from frac tanks then haul to one of the (CADWR) yards (See table 1). NOTE: some liquids may need to be vacuumed from the 20-yard bins on occasion. This cost should be charged at the *standby hourly rate.
The solids and liquids generated during the drilling process are expected to be free from contamination. One sample of the drilling mud will be collected by the USGS and sent off to a local laboratory for analysis (see table 3). The results will be shared with the vendor.
QUANTITIES/LOCATIONS:
Coalinga Region: Estimate of 842 tons of solids and 548 tons of liquids will need to be disposed of from 3 sites (2 holes next to each other. All solids generated in this region will be disposed of at the Coalinga CADWR facility. Liquids from the Coalinga region will be dumped at the CADWR Coalinga facility until the holding area is full.
Lost Hills: Estimate of 462 tons of solids and 753 liquid tons will need to be disposed from 4 sites (table 1&2). Both solids and liquids will be transported to the CADWR Lost Hills facility.

III. WORK REQUIREMENTS
a. Delivery of at least two 20-yard rock bins to the site on the first day of the project. Plastic bin liners will need to be installed. Additional bins may need to be delivered during the project with a 48-hour notice.
Vendor will install all plastic liners.
b. Pickup, transport, and dispose of solids. Dual axle trucks with trailer are preferred for maneuverability around site and to negotiate off road conditions. A 40-foot trailer may be use for deliveries if site conditions permit. Bins will be filled by the USGS to about half capacity to avoid overweight loads and spills during pick up. Vendor will take appropriate measures to avoid or mitigate spills during pickup.
c. Vacuum truck to recover, transport, and dispose of liquids. Solid and liquid material generated during the drilling process will be picked up by, transported by, and disposed of by the vendor at (CADWR) yards.
d. Vendor must coordinate all activities with the local (CADWR) facility Including advance notice to facility contact and verifying location to dump solids vs liquids.
e. Vendor must be able to provide services with 48-hour notification.
f. Work may be completed on site by the vendor between the hours of 7am and 7pm seven days a week. The vendor will not be required to complete work on weekends or holidays.
Vendor will complete all invoicing within 60 days of the completion of the project. Invoicing will include an itemized listing of the charges per line item.
IV. Supporting Information (for vendor)
a. No Government-owned property or services will be provided to the vendor, except for a 20,000 Baker tank.
The vendor will provide all related equipment needed to complete the Work Requirements. Space will be made available for staging and work performance.
b. The full PERIOD OF PERFORMANCE will begin as early as September 22, 2023 and expected to be completed September 21, 2025.
c. A two-week advance notification will be provided to the vendor regarding the precise location, start date, and anticipated end date, of the project.
