Contractors Questions and Government Response

Question 1: Attachment 1 to Amendment No. 5, #3. The amendment states that the Base and Option Periods will extend from April 1 through May 31. Did the government intend to have each period extend from April 1 to March 31?

Government Response: Yes, this was an error. Each period extends from April 1 to March 31.

Question 2: As a result of providing a revised Forward Pricing Rate Agreement, is the Government requiring contractors to revise and resubmit their cost proposal (to account for any changes) as a part of our response to Amendment 5?

Government Response: No, the government is not requiring a revised cost proposal as a result of revised Forward Pricing Rate Agreement. However, if the revised FPRA reflect lower rates than are being proposed, the government could question any higher costs included in proposed costs.

Question 3: Is the Offeror only to provide the Cost Volume in response to Amendment 5?

Government Response: Yes, please revise and resubmit only your cost proposal.

Question 4: Is it acceptable for an Offeror to provide their DCAA approved Forward Pricing Rate Proposal in lieu of the FPRA?

Government Response: Yes, if there is no current FPRA, the approved FPRP is acceptable.

Question 5: What specific format is the Government requesting for the offeror to provide Amendment 5 revisions? For excel files, is a complete file replacement acceptable?

Government Response: Offerors shall follow instructions as provided in solicitation provision GS2150 Proposal Format and Submission Instructions and GS 2170 Business Management Proposal Instructions (Volume II-Cost Proposal) for revisions. As indicated in GS 2170, Business Management Proposal Instructions, (c) Cost/Price Proposal, an Excel readable file is required. A complete excel file replacement is acceptable. Offerors shall clearly identify changes made in their resubmission.
