WORK STATEMENT
Transcription of Magnetic Data Tapes General Information Introduction: The U.S. Geological Survey Central Energy Resources Science Center (CERSC) has a need to have magnetic data tapes transcribed into digital format through a bit-for-bit, byte-for-byte copying process. These data tapes consist of a combination of 9-track, 8 mm, and DLT tape media, all containing seismic reflection data. Due to the age and condition of some of these tapes, stiction and other issues may be encountered when transcribing these data tapes. While not anticipated, demultiplexing of data may be required, and vendors must be equipped to provide this service as part of the data transcription agreement.
Background: The USGS Central Energy Resources Science Center, Denver Federal Center, Lakewood, CO, addresses national and global energy geoscience issues and conducts interdisciplinary research on energy systems. Among the responsibilities of the CERSC are to process, analyze, and interpret multichannel seismic reflection and well log data collected for energy assessment, geologic framework analysis, and in support of resource management and land use at the local, State, and Federal level. Due to the nature and size of these datasets, magnetic data tapes have historically been one of the most cost-effective media to use for storing large volumes of seismic reflection and well log data. As technology has changed over time, so have tape media and formats. Magnetic data tape media can also degrade over time. Consequently, it is extremely important that data tape archives are renewed periodically as these media and formats change to avoid media obsolescence and degradation.
Scope: Services, non-personal, to provide all equipment, instrumentation and materials (unless otherwise already provided herein) necessary to perform bit-for-bit, byte-for-byte duplication of magnetic data tapes.
Work Requirements Technical Requirements:
When ordered, USGS shall send magnetic data tapes to contractor at USGS expense using shipping method as decided by USGS.
The Government shall send orders of various sizes consisting of lots of tapes of different types and formats for processing. Each lot shall consist of no more than twenty (20) tapes, and each lot may include a blind sample for quality assurance.
When ordered, the contractor shall provide bit-for-bit, byte-for-byte duplication of magnetic data tapes. The type and format of the digital media to be duplicated shall be specified on a per job basis at the time of order.
The contractor shall provide in the contract the cost for any remediation services such as stiction services on a cost per tape format.
The contractor shall provide in the contract the cost for data demultiplexing services on a cost per tape basis.
All costs provided by contractor shall be exclusive of shipping to and from contractor’s facility.
If any additional services are required, they shall be specified on a per order basis, and the terms of those services shall be agreed to in writing between the USGS and contractor prior to initiation of those services.
The IDIQ work statement and quality assurance surveillance plan (QASP) are generally applied to all orders under this contract. A specific work statement and QASP may be provided with each order.
Quality Standards The contractor shall utilize quality control and data validation methods to ensure the quality of the output data.
The contractor shall provide reports indicating the quality control and data validation for each data tape processed.
Blind samples may be included in data sets provided to contractor for quality assurance purposes. The output data must 100% match the input data using quality control procedures provided by the contractor.
In the event of a non-transcribable tape, the contractor shall contact the Government’s Task Order Manager (TOM) within 3 business days and identify the tape, indicate what portion of the tape (if any) was able to be read and/or transcribed, and indicate what (if any) remediation techniques were attempted and/or utilized. The contractor shall then work with the TOM to determine what the next course of action for the tape will be.
The details of the quality assurance requirements are listed in the QUALITY ASSURANCE SURVEILLANCE PLAN (QASP).
Deliverables:
The contractor shall provide the output data on output media as designated by the USGS on a per order basis.
The USGS may either provide the output media to the contractor for use in writing the output data or opt to have the contractor provide the output media according to the contract pricing schedule.
The output media shall consist of USB flash drive, external hard drive, or LTO-7 or LTO-8 tapes as designated by the USGS at the time of each order. The output media schedule shall permit changes due to new technical requirements or advancements.
All output data shall be labeled with unique identifying information that indicates the tape from which the input data were copied.
The contractor shall provide detailed duplication reports and documentation including EBCDIC header and trace processing reports.
Data to be transcribed may be proprietary and shall not be disclosed by contractor to any party outside the USGS.
All data and data tapes remain the property of the USGS. Data tapes shall be returned to USGS upon completion of each individual job/order.
Supporting Information Place of Performance: Contractor’s facility.
Period of Performance: The period of performance for the transcription of data tapes submitted by the USGS to the contractor shall be determined when ordered.
Government Furnished Property: None.
Special Requirements:
Data to be transcribed may be proprietary and shall not be disclosed by contractor to any party outside the USGS.
All data and data tapes remain the property of the USGS. Data tapes shall be returned to USGS upon completion of each individual job/order.
QUALITY ASSURANCE SURVEILLANCE PLAN
The contractor shall be responsible for Quality Control. The contractor shall conduct its quality control measures before delivering to the Technical Liaison (TL).
The USGS will be responsible for Quality Assurance. The USGS may send a blind sample with each lot of tapes. The Task Order Manager (TOM) will inspect 100% of the blind samples to assure the quality of services represented for each lot. In the event that control samples or output data are determined not to 100% match their corresponding input data, the data lot will be declared unacceptable, and the contractor shall re-run the entire lot at no additional cost to the USGS. If the results after the second run (i.e., the re-run) do not 100% match the input data, then the entire order shall be considered unacceptable, and the USGS shall not pay for any of the data transcription costs for that order. Further, the contractor shall work with the USGS to identify the source of the data issue and to identify and implement remediation measures until both the USGS and contractor are satisfied that the problems have been corrected.
If the contractor does not complete the data transcription in the time period as described in the period of performance, then the USGS shall not pay for any of the data transcription or associated costs, and the order/contract shall become null and void.
