Attachment H: Requirements, Standards, and Minimum Frequencies
General:
All Interior, Exterior Office Spaces, and those listed in the attachments (excluding mechanical space, elevator pits, elevator machine rooms, etc.) shall be free of obvious dirt, debris and dust. This is a general guide for type, standard, and frequency of janitorial services throughout the facility; if a more stringent specification is called for that specification will take precedence. The Contractor will propose a frequency of various janitorial services to meet the requirements unless otherwise specified.
Ash Receptacles:
Two each ash receptacles located at the front entrance (S2) and west entrance smoking shelter will be emptied before they become full. At a minimum, the receptacles are to be emptied at least twice per month.
Doors:
Doors shall be free of soil substances, dust, streaks, spots, tape and tape residue. Door handles and plates are free of tarnish, streaks, stains, and hand marks. Doors, doorframes, and baseboards, shall be spot cleaned at minimum weekly.
Drinking Fountains:
Drinking fountains shall be cleaned and free of water marks and any other debris or encrustation. All surfaces, including orifices, bubblers, and drains are clean and disinfected. Drinking fountains and water coolers shall be cleaned and sanitized at a minimum daily.
Elevators:
Elevators (including freight) shall be free of obvious dirt, debris, and dust. Carpets shall be free of obvious spots and stains, and shall be clean and free of dirt and debris. All floors shall be maintained according to best trade practices. Floors requiring a finish shall be maintained at a high luster and free of all marks, dirt and debris. Entrance and elevator rugs shall be free of obvious spots and stains and shall be clean and free of dirt and debris. Elevator door tracks are clean. Elevator Doors are clean, streak free, and stainless steel has a lustrous appearance. Elevator pits are not used for floor sweepings or drains. Elevator cleaning shall occur once per week at a minimum.
Floors:
Floors are clean and maintained in uniform appearance with no sanitation-related safety hazards present. Baseboards are free of floor cleaning residues and marks. All items moved during cleaning are returned to their original position. Terrazzo floors are clean “Burnished” and maintained to have a consistent and uniform high luster. Wet floors are properly signed.
Carpets, mats, and rugs shall be free of obvious spots and stains and shall be clean and free of dirt and debris, spots, gum-crusted material and removable stains. There will be no evidence of deterioration or fuzzing from harsh scrubbing/brushing. Cleaned areas shall blend with adjacent areas. Provisions shall be made to insure that the carpet is dry within 24 hours to minimize the potential for mold and mildew growth. High traffic areas shall be vacuumed or mopped daily at a minimum with increases in frequency as necessary to meet the standard. Damaged carpet or stains not able to be removed are reported to the COR within twenty-four (24) hours. All carpet shall be vacuumed at a minimum of once per week;
corridor and atrium carpet shall be vacuumed at a minimum of twice per week. Shampooing carpet shall occur at a minimum semi-annually.
Stripped floors are free of dirt, stains, deposits, wax, finish, water, and cleaning solutions and are ready for the reapplication of floor finish. All sealed floors shall have a uniform appearance with all evidence of splashing on baseboards, kick plates, partitions and furniture / fixtures completely removed. Re-waxed floors shall have a uniform high luster shine. All items moved during stripping, sealing, and waxing are returned to their original position All VCT (Vinyl Composition Tile) floors are to be stripped, waxed, and re-waxed on a semi-annual basis at a minimum. Coordinate with COR one week in advance to ensure that employees will not be working in areas affected by work. Non-carpeted floors and base moldings shall shine and be bright and clean. There shall be no buildup in corners or along walls.
Storage areas shall be swept on a semi-annual basis at a minimum. Mop front entry tile areas at a minimum daily.
Furniture:
Cleaning and or shampoo of furniture, which will be defined as seating, systems furniture panels, auditorium seating, conference room seating and cafeteria seating, will be cleaned as needed to ensure all spots, dust, and stains are removed. Clean conference room table tops and counters at a minimum daily. Dusting of horizontal surface furniture such as desks, shelving, etc. shall be done at a minimum of once every week. It is not intended for the Contractor to move personal items to accomplish this work.
Metallic Surfaces:
Metallic surfaces in entrances, lobbies and corridors shall have a polished and lustrous appearance.
Recyclables and Recyclable Bin:
No recycle bin (Cardboard or Fiberglass) is left full or overflowing. The bin exterior and interior are clean. The area surrounding the bin is clean and clear of recyclables and trash. Bins in need of repair or missing are reported to the COR within 24 hours for replacement. Recyclables are not disposed of as trash. All recyclables that fall during removal are retrieved and properly handled. The plastic recycle bin liners are replaced as necessary. The recycle bin is in its original location after emptied. Recyclables are not transferred from cart to cart in Corridor space. All collected recyclables are transported to a designated container location inside the W2 or the N2 door of the main building. See attrachment F and also offices and cubes have a blue recyclable container for single stream materials.
Restrooms and Shower Facilities:
Restrooms shall be cleaned and sanitized with a germicidal cleaner. Fixtures and mirrors shall be clean, polished, lustrous and free of encrustation, dust mold and mildew, streaks and odor free. Floors shall be cleaned and sanitized with a germicidal cleaner and free of dust, dirt, and debris. Partitions, doors, windows, vents, hand drying units, sills and walls shall be free of obvious dirt, graffiti and dust. Mirrors and fixtures must be clean and streak free. Restroom supplies shall be replenished as needed to maintain an adequate supply at all times. Shower facilities shall be cleaned with a germicidal cleaner, grout will be free of discoloration, soap and mildew residue will not be present. Soap and shampoo dispensers shall be kept full by the Contractor.
Contractor is to maintain a vending system for sanitary napkins in women restrooms. Contractor may use the existing sanitary napkin dispensers if desired. All sanitary napkin disposal containers shall be provided with a liner and replaced daily at a minimum.
Restrooms shall be free of all discarded material. Paper, trash, etc. shall be removed during the day as needed. The Contractor is responsible for furnishing and installing paper towels, toilet paper, soap and can liners. Hand soaps shall not contain antibacterial agents except where required by federal, state, local requirements and health codes. The contractor is responsible for furnishing, maintaining and servicing wall type mounted deodorizers for each restroom except the two restrooms located in the 600 area which are to be kept clean and without a spray type deodorizer. Deodorizers In a sufficient quantity to rid each restroom of any odor at all times. If contractor chooses to not use existing dispenser fixtures for soap, paper towels, toilet paper, and sanitary napkins, the contractor must notify the COR to coordinate and obtain government approval.
All surfaces and fixtures are to be clean and disinfected. Metal surfaces polished. All product dispensers are functional and not damaged. Paper and soap products shall be stocked at all times. COR shall be notified whenever graffiti cannot be removed. Restroom floors are clean but not waxed. Twice per day, at a minimum, all toilet fixtures, seats, and urinals, washbasins shall be clean and sanitized; floors must be swept and mopped with a disinfecting cleaner in restrooms and break rooms. Disinfect and clean all bathroom stalls at a minimum weekly. Wash and sanitize sink and counter areas at a minimum weekly.
Wash and sanitize wall tiles in restrooms at a minimum of once per month.
Sharps Containers:
Three sharps containers are present in the building, one each in the atrium restrooms and one in the
Health Unit and are to be disposed of in a proper manner and before the containers reach the indicated level of ‘FULL’.
Stairways and Entrances:
All stairways and entrances ways shall be free of obvious dirt, litter and debris. Monitor and collect all trash and debris from the main entrance (S2), and the W5 employee entrance. There are two trash receptacles placed outside the Mundt Federal Building near these entrances.
Exterior placed floor mats located at the W5 door will be rotated with available inventory located in the warehouse. A work order will be filled out and presented to the COR when the mats cannot be swept to keep a clean appearance and need to be exchanged by the Operations and Maintenance contract. Floor mats shall be kept clean to minimize soils from entering the building.
Trash and Trash Receptacles:
All trash, including trash in restrooms and two outside containers, shall be collected and removed for disposal. Trash containers shall be emptied and kept clean, order free and free of dirt, stains, dust, debris, residue, and lack spillage. Plastic liners for all trash, debris and recycling containers shall not be torn, worn or contain residue. Trash collected shall be placed into dumpsters located approximately 100 feet from the W2 door located in the main building.
No trash container, including sanitary-napkin receptacles are left full or overflowing. The area surrounding the container is clean. The container is clean and wheels are quiet. All trash that falls while transporting is collected and removed. Plastic trash can liners are replaced and trash liners are secured as necessary in a manner to ensure they do not collapse. Trash containers are in original locations after servicing. Items near trash receptacles marked “TRASH” are removed. Trash is not transferred from cart to cart in Corridor space. All office wastebaskets with liners shall be emptied daily, change the liner if wet food is present, otherwise the liner will be replaced weekly. Damp wipe all trash receptacles inside and out at minimum of once per quarter.
Walls, Horizontal Surfaces, and Ceilings:
All surfaces are clean, free of dust, marks, and spills. Surfaces are not damaged during cleaning operations. Air-registers are clean and free of dust. Wall switches shall be wiped with a germicidal cleaner at minimum weekly. Spot clean and remove marks on all wall surfaces at a minimum of once per month.
Windows and Glass:
All glass interior (not over 120 inches in height), and all glass at exterior and vestibule doors, and all plate glass around entrances, lobbies and vestibules (not over 120 inches in height) shall be washed on both sides and shall be clean and free of dirt, grime, streaks, excessive moisture, and shall not be cloudy.
Window sashes, sills, woodwork and other surroundings of interior glass shall be wiped free of drips and other water marks. Window blinds shall be dusted and vacuumed at a minimum of once per month to ensure that they are clean and free of dust. Windows and glass areas in the Atrium, W5 entrance, Hallway 1102, Computer Room Two viewing area, vestibule doors to include associated interior and exterior glass, and Hallway L shall be spot cleaned to remove all traces of film, dirt, smudges, water, or other foreign matter at a minimum weekly.
Clean Interior Glass/Mirrors. Clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards and any other items composed of glass. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter. Interior glass shall be cleaned at a minimum of once every six months except as those items with a higher frequency. All exterior windows regardless of height shall be cleaned every six months at a minimum.
Specialty Areas:
Film handling area Rooms 401, 402, 405a, 406, 407, 408, and 409 will require, at a minimum, vacuuming of the floors daily, weekly vacuuming and wet mopping of floors. Walls shall be wiped down monthly with a dry lint free type cloth.
Computer rooms with associated data capture equipment shall not be cleaned. No data capture equipment shall be moved in the cleaning process. Resilient tile raised floor shall propose within the cleaning plan a method and frequency to maintain the tile floor areas subject to COR approval. Clean under the floor with COR oversight shall be done once per year at a minimum. Cleaning with wet chemicals around computing systems shall be prohibited. At a minimum, tables/desks shall be dusted with dry lint free type cloth on a weekly basis.
Film archive cleaning and dusting of all shelving and cabinets is required. The tops of these cabinets are estimated at 6,000 sq ft. In the Film Archive, cleaning will include the walls, ceilings, and the top of metal and wood storage units and cabinets. Shelf tops and empty shelf areas shall be cleaned once per quarter.
Cafeteria, Atrium Space Designated for Cafeteria Activities, Designated Break Areas:
Cafeteria chairs to be vacuumed or shampooed as needed to maintain a clean appearance. Cafeteria tables in the atrium to be inspected and cleaned at the beginning of each work day as needed. At a minimum the tables shall be cleaned with a germicidal cleaner once per week.
Cafeteria seating areas shall be cleaned and sanitized with a disinfectant cleaner and all receptacles used for food remnants shall be cleaned and disinfected. The areas shall be maintained clean and free of spillages, food crumbs, spots, smudges and marks. Plastic liners for all trash, debris and recycling containers shall not be torn, worn or contain residue. Microwave oven interiors located in the snack area room 1128 will be cleaned, scrubbed as necessary and sanitized at least once daily. The toaster in the snack area will require wiping down and cleaning the crumb tray; the Contractor shall unplug the unit from the electrical outlet prior to cleaning and shall occur daily at a minimum. Break areas with non-skid tiled surfaces are to be cleaned in a method consistent with such a surface. Floors in the break areas are to be cleaned at a minimum of once per day. Clean and Disinfect all café tables and chairs at minimum daily. Wash and sanitize sink and counter areas for break rooms at a minimum weekly.
Cafeteria and Vending Room floors are free of dirt, grease, and grime and do not have a dull dark appearance. Power scrub and clean floors in rooms 1128, 1131, 1132, and 1134 at minimum of once per quarter. Scheduling with the COR to gain access to the cafeteria space will take place before the activity.
Clean and Disinfect Ceiling tiles so they are free of dirt, grease, and grime and have a clean appearance in Rooms 1131, 1132, and 1134 on a semi-annual basis at a minimum. Prior to commencement of this activity, scheduling with the COR to gain access to the cafeteria shall be necessary.
Requirements Specific to the Health Unit:
The Health Unit shall be cleaned in accordance with cleaning standards to ensure sanitary conditions compliant with current applicable federal, state and local laws and regulations (i.e. hazardous waste, etc.) requirements. Restroom in the Health Unit shall be cleaned and stocked in accordance with the office building restroom cleaning requirements.
Requirements Specific for Lactation Room:
Cleaning will occur when not occupied. The room contains a sink that will be cleaned daily as per the restroom requirements.
Guard Booths:
Front entrance guard booth has glass windows, rubber floor and work surface. Clean floor once per week, empty trash once per week, and clean windows once per month inside and outside.
Guard Booth at back entrance is carpeted, glass windows, and has a work surface for computer. Clean carpet once per week at minimum and clean windows once a month at a minimum.
Picnic Area:
The picnic structure is an octagonal metal structure 28 feet across. There are up to eight picnic tables and one trash container. The floor is concrete. There may be up to six events in the summer months where tables will need to be cleaned and the floored hosed off with water or swept, and the garbage container emptied.
The garbage container at the picnic structure will be checked once weekly and emptied if full. Use of a can liner is required for this container.
MGS Building:
The MGS Building shall be cleaned in accordance with the requirements and to the extent as per Attachment A.
Pest Control for all areas see attachment N, use of sticky pads, bait stations, spring traps are methods that are approved for use. Exterior spray at least twice per year, contractor will provide cut sheet and submittal for use of chemicals.
