GENERAL INFORMATION
The U.S. Fish and Wildlife Service (USFWS), Vieques National Wildlife Refuge (VNWR) is requesting proposals for one (1) part-time biologist and one (1) part-time biology science technician to assist the Vieques NWR Biology Program.
BACKGROUND
The U.S. Fish and Wildlife Service (USFWS) is the primary agency charged with the protection and management of endangered species. As part of this mission the USFWS manages over 540 tracts of lands, designated as National Wildlife Refuges (NWR), across the continental United States, Alaska, Guam, Hawaii, Puerto Rico, and the US Virgin Islands. The NWR system is intended to manage, conserve and / or protect plant and wildlife species. These species range through several conservation categories. In the Caribbean Complex System, the Vieques National Wildlife Refuge (VNWR) is the newest and largest land addition to the eight other existing wildlife refuges. The VNWR manages various habitats and species, including migratory/resident birds, ESA listed flora/fauna and endemics, among other. The VNWR is among the most visited wildlife refuges in the country, but it is also a former Naval Base (CERCLA/Superfund site, which adds another level of complexity to managing the resources. Without a biology program, the VNWR would not be able to balance all these, at times, conflicting interests. Due to a shortage of staff, the VNWR is requesting proposals and estimates for one part-time entry-level biologists and one part-time biology science technician to support the Biology Program.

BIOLOGIST - The purpose of this Request for Quote/Proposal (RFP) is to solicit the support of a part-time biologist to work an 8-hour day for a total of 32 hours, over a 4-day work week. The person will be integrated as part of the VNWR schedules and duties. Description of Work for each position set forth below:
General Notes:
1. The contractor shall supply their uniforms for the work required to complete the work in conformance with the Contract Documents and this Statement of Work. The cost of uniforms should be added to the estimate provided to the VNWR- USFWS.
2. The USFWS – VNWR will provide vehicles, equipment, and PPE (Personal Protective Equipment) to conduct the work. Due to the logistical nature of the work, the limited transportation between Vieques/Main Island and the at times odd hours, the persons should be willing to reside in Vieques, at least during the period of their workdays. There is no travel, lodging or per diem pay with this contract.
3. Contractor will provide bilingual (English/Spanish), each must have a valid driver’s license and will be required to successfully complete a defensive driver’s, Hazwoper and other necessary training. The USFWS- VNWR will provide the courses.
Description of work, as per position:
Biologist position
-The person is required to have knowledge of the VNWR / USFWS mission for the protection and conservation of flora and fauna species within the Vieques National Wildlife Refuge (VNWR), safety, vehicle, PPE and other regulations related to biology operations on the refuge. In addition, the person should have the skills and ability to assist with and interpret the biological information when dealing with counterparts from the USFWS, other conservation / environmental protection agencies and other stakeholders involved with the VNWR. The person will also be working in cooperation with our conservation partners.
-The person will be working mostly independently, with supervision from senior biologists and/or the wildlife refuge manager. Thus should have at least one year of specialized experience that included two or more of the following: 1) working on ecological/biological investigations to determine the distribution and abundance of fish and wildlife and their habitats; 2) collecting, analyzing, and assessing biological and ecological data; 3) compiling statistics for reports; 4) preparing reports of investigations and findings including recommendations; and 5) assisting in implementing laws (i.e., Endangered Species Act, Migratory Bird Treaty Act, National Wildlife Refuge Administration Act, Fish & Wildlife Coordination Act, the PR Organic Law), regulations, and policies involving natural resource issues.
-Should have successfully completed of university level courses in biology, ecology or other related conservation area that led to the completion of a Bachelor’s degree. This includes a natural resources curriculum which has a core in wildlife, botany, or protected area management coursework.
Familiarity with Vieques island wildlife species and prior work experience with herpetofauna (primarily sea turtle species), resident/migratory birds, mammals, invertebrates, plants or other wildlife field work is required.
Person should have at least one full year of undergraduate level education in a field directly related to fish and wildlife biology such as biology, botany, entomology or zoology.
-Should have the ability to conduct wildlife identification, surveying, and monitoring with appropriate techniques and procedures. The person must have the ability to use a GPS, habitat maps, and compass to conduct surveys in a forested environment; as well as be able to utilize a variety of field equipment.
-The person must be able to interpret data and provide advice to support management and conservation decisions based on the best available data and scientific information. The person must also be able to use this information to assist the Service when presenting this information to other agencies or stakeholders, either in oral presentation or through written reports, as well as be able to provide and support any biological opinions for the impact of the CERCLA clean-up and of fires on the ecology of the impacted habitats.
-Most of the work would be conducted in the field by the employee working alone or within a small crew. The work involves frequent on-site field work requiring some physical exertion such as walking over wet, rough, and uneven terrain, bending, crouching, stooping, reaching, lifting or similar activities. Outdoor work may involve extreme temperatures and exposure to biting insects. The rest of the time will be in office setting for administrative work, research and meetings related to their duties.
-The working environment is considered hazardous, since much of the work will be conducted inside the former U.S. Navy active munitions ranges, which currently contain Unexploded Ordinance (UXO).
The biologist or ecologist will keep to the designated sites and routes of travel during all the surveys.
Access will be coordinated and authorized by the Service and through approved access requests with NAVFAC. Authorized and UXO personnel will show the biologist the routes and provide on the job training for where to enter or not and how to follow up with the 3 RRR (Recognize, Retreat ad Report) as needed. The person must take and successfully complete 40 hours of Hazwoper training and have UXO awareness training. The Service will pay for the Hazwoper course and if needed NAVFAC will provide the UXO awareness class.
PERIOD OF PERFORMANCE
Period of performance beginning 10 days after the Notice to Proceed. Contractor shall provide an estimate letter, a curriculum vitae and if needed college transcripts showing the person’s qualification and education for the position. Period of performance begins 10/1/2023 and ends on 9/30/2024.

Should have at least one year of specialized experience that included two or more as a Biologist or Biology Science technician that included two or more of the following: 1) working on ecological/biological investigations to determine the distribution and abundance of fish and wildlife and their habitats.
2) collecting, analyzing, and assessing biological and ecological data; 3) compiling statistics for reports; 4) preparing reports of investigations and findings including recommendations; and 5) assisting in implementing laws (i.e., Endangered Species Act, Migratory Bird Treaty Act, National Wildlife Refuge Administration Act, Fish & Wildlife Coordination Act, the PR Organic Law), regulations, and policies involving natural resource issues.

PAYMENTS
The Contractor MUST be registered in the System for Award Management (SAM.GOV) to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
The Contractor is also required to be registered in the Invoice Processing Payment Platform System (IPP.GOV) to submit electronic invoices.
