About this file

This is a Request for Proposal (RFP) for a 5-year Blanket Purchase Agreement (BPA) for liquid oxygen procurement and delivery at the Neosho National Fish Hatchery in Missouri. The U.S. Fish and Wildlife Service seeks a vendor to provide bulk liquid oxygen to support fish rearing operations, with a contract period from 06/01/2025 through 05/30/2030. The solicitation is unrestricted and has a small business size standard of 1200.

Key submission requirements include providing a completed Standard Form 1449, company information, technical capabilities narrative, lead time for delivery, and pricing in cubic hundred feet (CF). Evaluation will consider technical requirements, past performance, lead time after receipt of order, and price, with technical capabilities being more important than price. Quotes are due by 05/19/2025 at 3:00 PM Eastern Time and must be submitted electronically to the Contracting Officer, Dana Arnold. The hatchery maintains a 1500-gallon liquid oxygen tank with typical delivery amounts of 1000-1200 gallons, and a monitoring system will alert the vendor when tank levels reach a minimum threshold.

Contract Administration Data

1) Description of Agreement:

A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply.

The objective of this agreement is for a five-year BPA for the purchase and delivery of bulk liquid oxygen at the Neosho National Fish Hatchery (NFH) when requested by the contracting officer (or the authorized representative of the contracting officer) for the period 06/01/2025 through 05/30/2030.

The vendors will be selected based upon proven capabilities. This BPA may only be used at the Neosho NFH with the U.S. Fish & Wildlife Service (USFWS). The following order procedures shall be used in accordance with FAR Part 13.303 (13.303 Blanket purchase agreements (BPAs). | Acquisition.GOV).

2) Extent of Obligation:

The Government is obligated only to the extent of authorized purchases made under this BPA. The Federal Government is exempt from applicable taxes as determined by the state.

3) List of Authorized Callers:

1. Fish Biologist

2. Hatchery Manager

3. Administrative Officer, Assistant or Technician

4. Assistant Project Leader

5. Administrative Assistant

Authorized callers also and any warranted contracting officer up to their warrant authority.

Government Purchase Card training certificates for all potential callers shall be maintained at the field level and accessible to the Administrative Contract Specialist upon request.

5) BPA Calls < $10K (Supplies)

The Government Purchase Card (GPC) may be used to pay for deliveries less than the micro purchase threshold (MPT), currently the threshold is $10,000.00, including shipping/delivery charges.

Before making a purchase, the program office shall verify the available purchasing capacity by consulting their internal BPA Call Log. All purchases are considered “calls” off the applicable BPA and the BPA log must be updated by the Government Purchase Card holder at time of purchase (ref. the BPA Call Log), which will be reviewed at least annually by the Contracting Officer (CO).

5-year BPA - Liquid Oxygen Purchase and Delivery

Please refer to the Department of Interior (DOI) Purchase Card Policy for additional information relating to payment and record keeping.

6) BPA Calls > $10K (Supplies)

The Federal Acquisition Regulation (FAR) requires competition of BPA calls amongst all BPA holders unless justification exists to award directly to one BPA holder. A Program Purchase Request (PPR) shall be submitted in MySupport such that a warranted CO can make the purchase.

The PPR must include the specifications for the current need, quotation(s) for the requirement, requested delivery date, place of delivery, points of contact, and any other supplemental documentation critical to the requirement.

Competitive Calls

For supplies that can be competed amongst all BPA holders, a warranted Contracting Officer will determine who provides the best value to the Government based on the need at the time of BPA Call issuance (e.g. evaluation of factors such as time of delivery, past performance, price etc).

Fair opportunity shall be given to all BPA holders and all BPA holders are to be contacted and asked to submit a current priced quote and any additional supporting document, if requested.

Noncompetitive Calls

A justification explaining why only one vendor can provide the required order is required and must be provided with the PPR. See below for an example:

Green Lake National Fish Hatchery (NFH) raises Atlantic Salmon for recovering the endangered species to Gulf of Maine rivers. Green Lake NFH requires purchase of fish food to complete the production of the current year's fish. These fish have eaten Bio Oregon's Nutra Olympic diet since they were fry (nearly 100% of their lives); thus, Green Lake NFH requires the Nutra Olympic food to remain consistent in feeding this high quality and rigorously tested food. Changing the fish’s diet ‘mid-stream’" could have deleterious effects. A high quality and consistent diet is critical to the success of the hatchery program. Bio-Oregon's Nutra Olympic food is a proven diet to produce superior growth and high survival given the intensive culture conditions at Green Lake

NFH.”

Invoicing procedures for a BPA Call over the micro-purchase threshold begin after a BPA call is executed by a warranted Contracting Officer and services/supplies have been completed/received by/for the station. Invoices are submitted via the Internet Payment Platform by the contractor, and are required to contain the following information:

a) Name and remittance address of contractor

b) BPA number

c) BPA call number (supplied by government personnel)

d) Delivery date of the BPA call

e) Itemized list of supplies furnished

f) Quantity, unit price, and extension of each item, less discounts

If a BPA holder is experiencing issues with the invoicing process, they may contact the IPP Production Helpdesk at (866) 973-3131.

5-year BPA - Liquid Oxygen Purchase and Delivery

Once an invoice has been received, the station’s government receiving official must review and approve/reject the invoice.

7) BPA Call Administration

The BPA CO is responsible for administration and management of the BPA. Under no circumstances shall any understanding, agreement, modification, or any other action in deviation from the terms and conditions of the BPA be effective or binding upon the government.

The CO is available to answer questions concerning planning and developing BPA Calls, review, and approval procedures, and can provide overall guidance, oversight, and general information regarding these BPAs. All administration associated with individual BPA Calls will be performed by the CO issuing the BPA Call. Additionally, all official BPA Call files will be maintained at each ordering office.

8) Contractor Onboarding Procedures

The Government reserves the right to announce a new competition (onboarding) for the purpose of adding additional multiple award BPA holders. Onboarding procedures may be implemented at any time over the life of the contract by reopening the competition and utilizing the same basis of award established in the original solicitation (140FS225Q0089). Bureau customers can initiate the need for additional contract holders by contacting the Contracting Officer. The Contracting Officer will assess the need for additional support. Should additional support be required, the Contracting Officer will publicize a notice in the Government Point of Entry (www.sam.gov), issue a solicitation amendment, and complete evaluation in the same manner as the initial solicitation. BPAs awarded utilizing the onboarding procedures will include the same terms and conditions as those in the initially awarded BPAs. Neither the overall period of performance nor the ceiling of the basic contract will be revised as a result of implementing the onboarding procedures.

9) Questions

Questions regarding the BPAs shall be directed to the assigned CO or COR (both listed below).

The CO is the only individual authorized to make changes to this BPA.

5-year BPA - Liquid Oxygen Purchase and Delivery

Specifications

Bulk Liquid Oxygen Deliver to Neosho National Fish Hatchery

Neosho National Fish Hatchery utilizes liquid oxygen for fish rearing at the hatchery. Injecting oxygen into our water supply increases capacity by 33% and is necessary to reach production goals, particularly in the face of declining water flows the hatchery has observed recently. Neosho NFH maintains a bulk liquid oxygen tank centrally located between the Tank Room and Sturgeon Buildings. The liquid oxygen tank is 1500 gallons with a typical delivery amount around 1000-1200 gallons. Neosho National Fish Hatchery would like to execute a BPA for 5 years for the liquid oxygen contract.

The specifications are as follows:

1. Delivery requests will be made on an as needed basis to 520 Park St, Neosho MO 64850 to the bulk liquid oxygen tank.

2. A monitoring system has been placed on the tank which calls the vendor when tank level reaches a minimum threshold. Preferred delivery time will be during working hours, Monday through Friday, 8:00am – 4:30 pm, but after-hours delivery is acceptable to ensure no critical lapses in service occur.

3. BPA for five years (06/01/2025 through 05/30/2030)

4. Vendor will provide delivery ticket upon delivery to Neosho NFH Staff.
