1.2 Purpose/End Application: At various times throughout the year each facility has trees that are damaged from storms or die and create a danger to the public, staff or infrastructure.

The amount of trees and cost to remove them exceeds the micro-purchase threshold for services. These hazardous trees absolutely need to be removed in order to provide a safe workplace for staff and a safe site for visitors as well as to reduce fuel in case of wildfire.

Facilities are encouraged to have certified chainsaw operators to assist with removal of smaller trees. Larger trees and trees and that are too dangerous need to be handled by a professional tree service that has experience and the proper equipment to take these trees down safely.

1.3 Contractor Qualifications: All contractors and employees operating chainsaws, chippers, etc. on USFWS property shall be properly trained and/or certified. Contractors shall provide past work experience demonstrating their knowledge and skills for tree removal.

1.4 There will be an individual site visitation date for each facility to inspect the individual trees that are to be removed. Bids will be submitted as line items for each facility with individual larger trees itemized as much as possible.

2. Place of Performance and Period of Performance: The project will be completed at the (3) National Fish Hatcheries and property listed in Section 1, at the Columbia River Gorge National Fish Hatchery Complex.

Little White Salmon National Fish Hatchery, 56961 SR 14, Cook WA 98605

Spring Creek National Fish Hatchery, 61552 State Road 14, Underwood WA 98651

3. Scope

3.1 The following scope of work identifies the work required to fall and remove dead, damaged and potentially life endangering/structure destroying trees. Several trees located within the U.S.

Fish and Wildlife Service property have been identified as potential hazard trees. These trees pose a threat to people, property, and equipment/services. Most of these trees are dead and dying for various reasons. Trees will be evaluated by the Vendor (and approved by the

Technical Coordinator) as to which should be 1) taken down only; 2) which are to be taken down, removed and chipped; and 3) which trees that will remain standing. Vendor will also identify potential hazard trees and provide recommendations for future Technical Coordinator actions. A quote for services shall be required prior to any work being completed.

Little White Salmon NFH: Please bid individually:

Little White Salmon NFH needs (trees limbed cut into 6 ft sections and stacked nearby for hatchery staff to remove, limbs to be chipped):

1-REMOVE One tree in front of 211 Chinook Drive. About 60ft tall Noble Fir.

2-(NOT REMOVED) Large maple in back yard of 141 Chinook drive needs clean up of dead branches, ends of some branches cut back to reduce weight on the branches. Limbs cut back from encroachment over residence 3-REMOVE One tree in back of 121 Chinook Drive. About 90 ft dead Douglas Fir and two more small adjacent trees.

4-REMOVE second tree near 121 Chinook Drive about 140 ft tall Douglas Fir 5-REMOVE One tree on access road. About 140 ft tall Douglas Fir.

Spring Creek NFH: Currently, the Spring Creek NFH residences have two hazardous trees located next to and above one of the hatchery houses. One tree in particular is so bad that the resident won’t allow his child to play anywhere near the tree because of the safety hazard.

This tree needs to come down. Another tree next to the same house needs to come down also.

Both of these trees are on the west side of the house, making them even more dangerous because of the strong west winds experienced in the Gorge. Without damaging the house, remove the large fir tree and dispose of all branches smaller than six inches. Once on the ground, the main section of the trees can be left, as is, on the ground. Hatchery staff will cut-up and dispose of those sections. These trees need to be cut ASAP due to the safety issues they present.

Willard NFH: Willard NFH has several dead trees located in the residential area. The first group of trees (Poplar’s) are extremely dangerous and need to come down. There is a group of (6) trees. Most of these trees are dead or dying, one has already fallen with the lates heavy winds. If the trees were to fall toward the USGS parking lot, power lines come into play. One large fir located along the quarters entrance road. There are (3) dead Douglas and 6 other sickly firs located on the northern part of the residence that need to be cut down. All firs are located in the same location. All trees are hazardous to hatchery personnel, folks living in the residences, and the public. One large Douglas fir tree located in the USGS gated parking area. Potential danger to property and personnel. Without damaging infrastructure, cut down all dead and dying trees and dispose of all branches smaller than six inches. Once on the ground, the main section of the tree(s) can be left, as is, on the ground. Hatchery staff will cut-up and dispose of those sections. The branches trimmed from the other tree need to be disposed of by the contractor.

These trees need to be cut ASAP due to the safety issues they present.

4. Deliverables and/or Delivery Schedule: The Contractor shall furnish equipment to perform the tasks detailed in this scope of work. The work shall include, but is not limited to the items below:

1. Determine which trees listed within the scope pose a serious threat to life and/or property damage, and determine likelihood for removal or felling of trees;

2. After determining which trees can either be removed or taken down, prescribe a best course of action to take with aforementioned trees.

3. Contractor will provide a work schedule and a cost of services quote for the work determined by a visual survey of the trees referenced in the scope of work.

4. A formal assessment shall be completed for the trees located within the hatchery property so hatchery staff may draft a management plan for responsible tree care and maintenance

5. Contractors must be able to complete outlined work within their quote time and costs as agreed in work contract.

6. When work will be done near an occupied residence, the resident will be given 24 hours notice make necessary arrangements for the safety of pets or occupants.

5. Government-Furnished Equipment (GFE) / Government-Furnished Information
