Amendment 1

Design Build Wastewater Treatment System at the Big Branch Marsh National Wildlife Refuge

Solicitation # 140FGA24R0023

Questions and Answers

1. We are an Engineering and Construction Company. We have performed engineering and construction jobs similar to the scope of work on this solicitation. The solicitation asks for 2 similar projects with Design/Build element on a building of similar complexity. For this project would it be possible to submit Past Performance for engineering projects to cover the engineering portion of the Past Performance and Past Performance for construction projects we have completed separate from the engineering projects to cover construction portion of the past performance. We could also submit Design/Build projects we have completed but they would not be the same scope of work as the solicitation.

Response: Yes, they can submit Past Performances for engineering projects and construction projects separately, as long as they are at least 2 projects (2 for design/2 for construction) similar in scope to the SOW provided. Please also submit at least 2 Design/Built projects as part of the Past Performance.

2. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

Response: Yes, if the one person has qualifications and experience with all three, AND if they can sufficiently perform all three roles simultaneously.

3. Are contractors required to issue a contract specific QA/QC Plan?

Response: For this project, please submit a contract specific QA/QC Plan.

4. Are contractors required to issue a contract specific Safety Plan?

Response: For this project, please submit a contract specific Safety Plan.

5. Is this project tax exempt?

Response: While the Government is tax exempt, that exemption does not trickle down to the contractors that we work with, so we do not have any tax-exempt information to provide. That is also why tax-exempt information is not included in the solicitation.

6. Can existing electrical and plumbing plans drawings be provided?

Response: No As-Builts available. Construction was around the year 2000.

Amendment 1

7. Surveys are typically done by Professional Land Surveyors (PLS). Does the PLS also have to be a PE or can the survey be performed by a surveyor with PLS certifications only?

Response: Survey can be performed by a surveyor with Professional Land Surveyors (PLS) certifications only. Registration in the state where the work is to be performed is a requirement.

8. Does the existing treatment plant need to remain in service during construction?

Response: Yes, buildings will be occupied during construction. There are about twenty-five (25) staff members Monday through Friday, and four (4) tenants living on sight that would be affected by this project. There is also the possibility of having five (5) Recreational Vehicles (RVs) on site depending on the time of installation.

Prior to system shutdown a 7 day notice is required.
