Statement of Work

Central Heat and Air Conditioning Design and Installation

Sheldon National Wildlife Refuge – Denio, NV

1.0 General.

1.1 Contractor shall design and install a central heat and air conditioning system in the 1000 Creek Bunkhouse at

Sheldon National Wildlife Refuge, Denio, NV 89404.

1.2 Period of performance is Notice to Proceed + 90 Calendar Days.

2.0 Design Requirements.

2.1 In order to complete the construction, ancillary design will be required. Design shall conform to the standards specified below:

a. American Society of Heating Refrigerating and Air-Conditioning Engineers (ASHRAE) / Illuminating

Engineering Society of North America (IESNA) 90.1 – Energy Standard for Buildings Except Low-

Rise Residential Buildings (2013)

b. Energy Independence and Security Act (EISA) (2007)

c. Energy Policy Act (EPACT) (2005)

d. Executive Order (EO) 13101 – Greening the Government through Waste Prevention, Recycling and

Federal Acquisition

e. Executive Order (EO) 13423 – Strengthening Federal Environmental, Energy and Transportation

Management

2.2 Contractor shall design and install a central heat and air conditioning system for a 2,800 square foot bunkhouse.

The heat and air conditioning system shall replace the existing system and utilize the existing duct system. Building energy modeling or calculations may be required to ensure the new system is adequately sized and can support the building space/area.

2.3 In accordance with EO 13423, contractor shall actively protect the natural environment and human health by using environmentally-preferable products during demolition and construction activities. Wherever possible, contractor shall divert solid waste form disposal in landfills through recycling and reuse of materials to lower greenhouse gas emissions.

3.0 Scope of Work.

3.1 In accordance with Paragraph (a) of FAR Clause 52.236-5, references in the specifications to equipment, material, articles or patented processes shall be regarded as establishing a standard of quality and shall not be construed as limited competition. The contractor may, at its option, use any equipment, material, article or process that, in the judgment of the contracting officer, is equal to that named in the specifications, unless otherwise specifically provided in the contract.

1.1 Contractor shall replace the existing central heat and air conditioning system for a 2,800 square foot bunkhouse. The bunkhouse has six bedrooms, two bathrooms, kitchen, living area, and storage/utility room, and office. The heat and air conditioning system shall replace the existing heating and air conditioning system and utilize the existing duct system. The bunkhouse is used as temporary housing for staff, volunteers, and contractors. Contractor will also remove and dispose the existing system.

Task 2 Additive Bid Item – Upgrade HVAC System

1.2 Contractor shall design and install a central heat and air conditioning system to sufficiently heat and cool a

2,800 square foot bunkhouse. Building energy modeling or calculations may be required to ensure the new system is adequately sized and can support the building space/area. The bunkhouse has six bedrooms, two bathrooms, kitchen, living area, and storage/utility room, and office. New system upgrade my need to include modification/upgrade to existing ducting. The bunkhouse is used as temporary housing for staff, volunteers, and contractors. Contractor will also remove and dispose the existing system.

g. Electrical:

(i) Electrical service is available in the bunkhouse, however, the power distribution may need to be upgraded for the air conditioning.

(ii) All electrical components shall be UL-listed.

4.0 Deliverables.

4.1 Contractor shall submit the following items to the COR for review and approval, in .pdf format, where applicable.

5.0 Availability of Utilities.

5.1 Contractor shall furnish all temporary utilities, except as noted otherwise. Power and water will be made available to the contractor as long as such use is not deemed excessive and does not negatively impact the Refuge’s operations. Refer to FAR Clause 52.236-14 for additional information.

6.0 Inspection and Acceptance.

6.1 Inspection and acceptance will be determined by the COR or Onsite Coordinators. Refer to FAR Clause

52.246-12 for additional information.

7.0 Place of Performance.

7.1 Place of performance will be at the Sheldon National Wildlife Refuge, 1000 Creek Bunkhouse, Denio, NV

89404.

a. Project Location: Place of performance will be at the Sheldon National Wildlife Refuge, Thousand Creek

Compound, 48215 Thousand Creek Road, Denio, NV 89404.

From the West:

Take Highway 395 north to Highway 140 East. Go east on Highway 140 for almost 90 miles. Turn right onto the gravel driveway. There is a green gate at the driveway. Continue to the group of houses and the bunkhouse is furthest east.

From the East:

Take 95/140 out of Winnemucca. About 31 miles out of Winnemucca (before Orvada) take a left onto

Highway 140. Travel about 65 miles to Denio Junction. Highway 140 takes a hard left at the Junction

(people tend to miss this turn so be careful). Go about 19.5 miles and turn left onto the driveway. There is a green gate at the driveway. Continue to the group of houses and the bunkhouse is furthest east.

b. Project location on map is identified as “1000 Creek Ranch”.
