About this file
This document is a set of Questions and Answers (Q&A) regarding Amendment 2 to Request for Quote (RFQ) 140FC124Q0033 for the construction of a roofed steel structure to cover the existing concrete fish rearing raceways at the Williams Creek National Fish Hatchery in Arizona.
The key details are: The required clearance from ground level to the bottom of the canopy structure is 10 feet, and the canopy width should be sufficient to have new piers set outside the existing concrete raceway forms. The contracting agency, the U.S. Fish and Wildlife Service (USFWS), is unsure if the concrete raceways have below-grade obstructions, so contractors are advised to dig test pits. The chain link fencing around the raceways will be removed by USFWS. The agency's target is to cover the entire EBank Raceways with a single canopy structure. A bid bond is not required, but payment and performance bonds may be required depending on the bid amount. The proposal due date has been extended to September 26.

RFQ 140FC124Q0033
Amendment 2
AZ ‐ Williams Creek NFH E‐bank Raceways Structure Questions (Q) and Answers (A)
Q1. What is the clearance height required from the ground level to the bottom of the canopy (there appear to be some knee or retaining walls around the raceways).
A1. 10‐foot from ground level to bottom of canopy structure should be sufficient. There are knee or retaining walls around the raceways. Canopy width should be sufficient to have new piers set outside the existing concrete raceway forms.
Q2. Do the knee or retaining walls around the raceways have a stem wall foundation or other obstruction beneath the ground surface?
A2. The new canopy width, as noted in A1, should be sufficient to clear existing concrete raceways. We do not know if the concrete raceway is a grade beam or a footing and stem wall.
Contractors during the site visit may dig a test pit to investigate concrete width below grade.
Q3. Will the chain link fencing be removed prior to construction? If not, will the pole foundations impact the overall canopy dimension?
A3. The chain link fence and poles to ground surface will be removed by USFWS if it is deemed to be in the way of the canopy structure. Anything below grade would be the responsibility of the contractor.
Q4. Are there multiple canopies required or just one? If so, which of the raceways will be covered?
A4. Our target is to cover the entire E‐Bank Raceways with a single canopy.
Q5. Is there a bid bond required? The solicitation says no but one of the bid documents says it is required.
A5. A bid bond is not required. A payment bond and performance bond may be required dependent on bid amount (over $35k requires a payment bond and over $150k requires payment and performance bonds).
Q6. Depending on your turn‐around time for your response, will you please consider an extension to the proposal due date?
A6. The deadline is being extended to Thursday, September 26.
