STATEMENT OF WORK
FOR THE
LEADERSHIP INSTRUCTOR (LI)
FWS INTERNATIONAL PROGRAM (FWIP)
SCOPE
Under this contract, the Leadership Instructor (LI) will independently provide support services to satisfy the overall operational objectives of the U.S. Fish and Wildlife Service/Office of Law Enforcement (OLE).
The primary objective is to support OLE, Training and Development Unit (TDU) international training missions. These foreign training missions are in support of counter wildlife trafficking (CWT) law enforcement training missions conducted by Attachés, Special Agents, Wildlife Inspectors and Adjunct Instructors for Africa, Southeast Asia, Europe, Central and South America.
This position will provide leadership and other law enforcement topical area instruction in the law enforcement training programs managed by the TDU. Specifically, this instruction would include Adaptive Leadership and Systems Thinking training in the International Conservation Chiefs Academy (ICCA) offered at a minimum of twice a year, providing continuing leadership education for ICCA Alumni at ICCA Alumni events and virtual environments. Instruction in other basic and advanced training programs offered by TDU to its partners, virtually and in-person both domestically and abroad.
TDU FWIP missions take priority over any non FWIP courses that are outside of this scope of work by mutual agreement with TDU Management.
The curriculums provide an overview of various wildlife trafficking investigative topics which are reinforced through field exercises. The curriculums focus on wildlife law enforcement techniques, wildlife investigative procedures and conservation law enforcement leadership. It encourages interaction between instructors and class participants and concentrates on exchange of information and techniques by FWS in combating wildlife trafficking using investigative techniques in the United States. The courses emphasize the importance of developing and maintaining national contacts to exchange intelligence between agencies, this open dialogue throughout these courses provides the opportunity for host nations to gain insights on specific wildlife trafficking problems being faced by the participating countries. The instructors offer techniques and methods available to combat specific wildlife investigative issues. This exchange of intelligence and cooperation on investigations is crucial in combating international wildlife trafficking.

TASKS/SERVICES
The contractor shall:
Annually, the LI shall provide up to one (1) three-day training courses virtually or in-person at the National Conservation Training Center to train 12 to 15 prospective Adaptive Leadership/Systems Thinking Peer Group Coaches selected by the USFWS Office of Law Enforcement TDU.
Between 1-30 days in advance of the start of each ICCA, the LI shall minimally provide a 1.5 day Adaptive Leadership/Systems Thinking Peer Group Coach training course virtually or in-person at the National Conservation Training Center to train those who will be coaches in the upcoming ICCA.
The LI will enhance international efforts to combat illegal wildlife trafficking by facilitating courses designed to achieve the following outcomes in alignment with the major goals of the International Conservation Chiefs Academy:
• To enhance shared understanding of the challenges associated with combatting global wildlife trafficking.
• To enhance international collaboration in combatting wildlife trafficking by building enduring transnational relationships.
• To provide ICCA participants the knowledge needed to apply the Adaptive Leadership and Systems
Thinking frameworks to diagnose and generate interventions in response to the adaptive challenges and technical problems confronting them in combatting wildlife trafficking.
The following is a summary of conditions that would be happening one year from now as evidence of success:
1. Responsiveness: Transnational relationships are developed such that when one ICCA members calls another, the call is considered among highest priority and put forth all efforts possible to follow through requests in a timely manner.
2. Convening of the ICCA Alumni: Alumni recognize the benefits of partnering with USFWS attaches around the world as the framework for mobilizing and sustaining the network. Virtual and/or in-person multi-national meetings with Alumni would be taking place.
3. Information sharing across borders: Trusting relationships between Alumni will result in sharing important information in a timely manner so it could be acted upon quickly and lead to apprehending wildlife traffickers.
4. Increased Adaptive Leadership Capacity: Alumni would be incorporating adaptive leadership practices into their management style.
5. Regional Networks: Through regional USFWS attaché’s, affiliations would be created to develop shared understanding of challenges unique to regions and devise adaptive regional approaches to these challenges.
6. Anti-Corruption Efforts: Efforts would be undertaken to recognize corrupt challenges and adaptive solutions to change the cultural artifacts that enable the conditions to persist were corruptive influences can undermine efforts to combat wildlife trafficking.
7. Continuous Learning on Adaptive Leadership: Alumni would have access to continuous learning opportunities through virtual and/or in-person training, coaching and collaborative learning experiences.
8. Synergistic Efforts: The Alumni network would engage in continuous collective social learning by sharing publicly what they are individually learning. “Knowing alone” is not enough.
9. Everyone is a coach to someone: ICCA network members would be provided virtual and in-person venues to use their knowledge to coach each other. “He/she who is taught must teach others, so the work is sustained beyond this generation”
10. Increased Involvement of Women: More women would become involved in the network and academy.
11. The network would be enduring. While Alumni will change jobs and come and go, there will be a critical mass and force of attraction that keeps people engaged and the network strong.
Provide leadership and other law enforcement topical instruction in the law enforcement training programs managed by the TDU. Specifically, this would include Adaptive Leadership, Systems Thinking and Design Thinking instruction and would also include instruction in the other basic and advanced training programs that are offered to the USFWS staff and its partners.
Utilize good judgment and make decisions that are in the best interest of the mission, USFWS and TDU in order to accomplish the proposed job.
DELIVERABLES
• Produce training curriculum for each ICCA mission
• Complete a training plan for each ICCA mission
• Produce lesson plans for each ICCA course
• Coordinate with Adjunct Instructors for each ICCA mission
• Provide Adaptive Leadership, Systems Thinking and other law enforcement training managed by the TDU.
CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE
REQUIRED
It is desired that best qualified candidates have:
• Prior USFWS ICCA Adaptive Leadership Coaches Training
• Prior USFWS leadership instructional training experience in Adaptive Leadership and Systems
Thinking required for the ICCA
• Prior law enforcement experience
• Prior USFWS law enforcement training experience
• Prior USFWS curriculum design, development, implementation and revision experience
• Knowledge of fax machines, printers, copy machines, computers, etc.
• Proficiency in Microsoft Office software programs, i.e., Excel, Word, etc.
KEY PERSONNEL CLAUSE
The key personnel specified below in this contract are considered to be essential to work performance.
The instructor must submit in writing at least 45 days prior to postponement or cancellation of any specified training mission for inability to perform.
The instructor shall notify the SAC of TDU and submit a justification for the diversion or replacement request to alter training missions and the impact on performance under this contract. The instructor shall not divert or otherwise replace key personnel on training missions without the written consent of the SAC of TDU.
PERIOD OF PERFORMANCE
The period of performance includes a base year beginning October 1, 2023 through Sept 30, 2024 plus one (2) option years.
PLACE OF PERFORMANCE
Office of Law Enforcement, Training and Development Unit, Federal Law Enforcement Training Center (FLETC), Glynco, GA will be the reporting office. Remote work is required from home. No remote office space will be provided.
OPERATIONAL HOURS
Work will be performed to satisfy all ICCA missions. Work will be performed to satisfy the Tasks/Services and Deliverables in this Statement of Work excluding federally recognized holidays.
ESTIMATED SCHEDULE/TRAVEL ASSIGNMENTS
This position will travel for the 2 ICCAs held at Shepherdstown, WV (One (1) in October 2023 and one
(1) in 2024). There will be one (1) International Alumni Training Event (IATE) in South Africa in 2024.
The USG estimates two (2) ICCAs in 2025, one (1) Coaches Training and one (1) International Alumni Training Event in 2025 and also in 2026 (dates and locations TBD). Each ICCA training mission will be
2.5 weeks in duration and the alumni training events are 3 days internationally. The leadership instructor will be required, or as directed by the SAC of TDU or COR, to travel to each training location. If the course is being conducted virtually through an online platform the contractor will travel to the location the course is being produced from.
The instructor will be required to travel domestically to TDU on as needed basis. Additional international training missions will be assigned as needed and at the availability of the instructor.

• The Government will provide contractor personnel with PIV Smart Card for access to a FWS.GOV email.

National Agency Check and Inquiries background investigation performed which requires (responsibility of the single proprietor):

REIMBURSABLE EXPENSES (TRAVEL, CONFERENCE, TRAINING, EQUIPMENT OR
MATERIALS, ETC.)
Travel is is not required. The contractor will be required to travel to other locations in support of the tasks described in this statement of work. Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the Contracting Officers Representative (COR) that approves approximate travel, dates, expected duration, origin and destination, purpose, estimated costs and the number and names of personnel traveling. Contractor is expected to use established GSA domestic and State Department foreign per diem rates. Contractor expense reports shall be prepared and processed in accordance with the Federal Travel Regulation (FTR).

NON-PERSONAL SERVICE STATEMENT
Contractor employee performing services under this order, and under the guidance of TDU staff, will perform independent of and without the supervision of any Government official. Actions of contractor employee may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
GOVERNMENT PROJECT OFFICERS
The Government Project Officers will provide general instructions on limitations and deadlines, and is responsible for administration of the task order in compliance with the contract to include inspection and acceptance of deliverables.
