PURPOSE

The purpose of the meeting was to provide perspective contractor’s of the referenced solicitation the opportunity to see the project site prior to submitting proposals.

ITEMS DISCUSSED

The meeting began with introductions and going through the items on the attached agenda. For item #6 of the Agenda, Construction Overview by Project Manager, the attendees drove the site on their own and visited each roadway and parking lot per their preference.

ACTIONS

As a result of the site visit and questions received subsequent to the visit, perspective contractors shall note the attached amendments.

3. COMMUNICATIONS:

All communication shall be in writing (email is acceptable). All verbal questions during the site visit shall be followed with the question in writing by the contractor. All questions and answers will be disseminated by amendment through sam.gov.

Please email the Contracting Officer/Specialist and the COR with any questions.

Amendment items shall include but are not limited to the following:

a) Site visit meeting minutes and attendance roster.

b) Contractor’s written questions.

Remarks and explanations at this meeting do not qualify the terms of this solicitation if it is not addressed in the amendment. The only official changes to the existing solicitation documents will be issued by amendment.

4. SOLICITATION INFORMATION:

a) Solicitation Requirements: This solicitation is issued as an Unrestricted Request For Proposal. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. The evaluation criteria are stated in Section M of the RFP.

b) Subcontracting: Information regarding limitations on subcontracting are provided in FAR clause 52.219-

14. To the maximum extent practicable, opportunity should be given to small businesses to participate as subcontractors; however, this does not preclude large businesses from also subcontracting.

c) Magnitude: The magnitude of the project is between $500,000.00 and $1,000,000.00.

d) Bonds: A Performance Bond and Payment Bond will be required. The penal amount of performance and payment bonds at the time of contract award shall be 100 percent of the original contract price, and shall be provided within 10 days after contract award.

e) Offers: The solicitation closes on July 8, 2021 at 5:00 pm EST. Any and all amendments must be acknowledged per the solicitation documents with the offer.

f) Award: This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors included in the solicitation.

QUESTIONS & RESPONSES

1. Question: Detail 1 ‐ The 2.5' wide removal and replacement is going to be very expensive and will likely cause problems in the future due to the 1" thickness of the overlay over the edge of the repair. This will likely crack in a short amount of time.

2. Question: Detail 2 ‐This detail has the same issues as Detail 1.

3. Question: In addition to the same issues as Details 1 and 2, Detail 3 will cause a grade break in the travel lane of the roadway. This will prevent snow plows from touching the entire width of the lane so your lane will never get plowed clean.

RE: Solicitation 140F0421R0025 – NCTC Pavement Maintenance 2021

REPLACE: Item number 1, under the Captain Hendrix Drive Site Specific Scope of Work, to read:

1. Remove failed asphalt (pothole) located at the very east end of Captain Hendrix Drive (5 feet east of the maintenance yard gate), as necessary, to completely remove pothole and adjacent damaged asphalt and replace with new, uniform, bituminous asphalt pavement section.

REPLACE: Detail 1, sheet 11 with the attached SKETCH ‐ OVERLAY TRANSITION AT C&G. (OTHER

TRANSITIONS SIMILAR).

Transitions shown in Details 2 and 6, sheet 11, shall be changed to be similar as shown on the attached.
