Questions and Answers 07/30/2021

1. Does the SOW include culvert replacement? If so please provide details about the location and the condition of the existing culvert.

No culvert replacement is included in this project.

2. How thick is the concrete in the pond?

We do not have that information.

3. Can the concrete be disposed of on the refuge or does the material need to be hauled off?

The concrete needs to be hauled off.

4. Is there an option to remove the pipe and fill in the concrete pond (instead of removing concrete)?

The concrete needs to be removed from the refuge.

5. Do as-builts exist for the concrete pond? If so, please provide.

We do not have any.

6. Will USFWS provide the container plants or seed mentioned in Task 4?

USFWS can provide seeds, if available. We would need to know species and required numbers needed for restoration. If the seeds are not needed until after ripening in 2022 USFWS pending availability, can collect additional seeds and make them available to the contractor for restoration.

7. What is the price range for this project? This information is requested by the surety company.

The magnitude of construction is between $250,000.00 and $500,000.00.

8. Can the timeframe of the work be extended through 2022? The timeframe does not seem feasible considering permit processing time.

It is possible and would facilitate better options for vegetation restoration. The actual construction should however be completed in time to ensure revegetation can be complete by the end of 2022.

SCOPE OF WORK

Updated 07/30/2021

Restoring Cold Spring and Creating Connectivity to the Carson Slough Through Channel Modification to Promote Ash Meadows Speckled Dace Habitat and Distribution at Ash

Meadows National Wildlife Refuge (AMNWR), Nevada

GENERAL: Ash Meadows National Wildlife Refuge was created in 1984 primarily to protect 13 threatened and endangered species and at least 24 plants and animals found nowhere else in the world. The refuge is distinguished by having a concentration of endemic species greater than any other area of its size in the United States, and the second greatest concentration of endemic species in North America. Due to the international importance of the Ash Meadows National Wildlife Refuge, the U. S. Fish and Wildlife Service, has been actively restoring sensitive habitat which has been damaged by prior land management practices.

Restoring Cold Spring pool to appropriate size based on spring flow and removing the artificial concrete tank directly west of the natural spring pool and connecting the lower outflow of Cold Spring to the Carson Slough is essential to promoting habitat and distribution of the federally endangered Ash Meadows speckled dace (Rhinichthys osculus nevadensis). Much of the area, now known as AMNWR, experienced human disturbance during the last 100 years that included habitat alterations during agricultural, municipal, and mining developments. Due to these alterations, connectivity is limited by the presence of human-caused hydrological barriers. This project reverses those problems. Major restoration projects have already occurred in the Upper Carson Slough. These restorations along with the proposed project to restore the Cold Spring pool and connection of the outflow to Carson Slough, contributes to the functionality of the Upper Carson Slough watershed. Other habitat restoration efforts have been implemented at five Upper Carson Slough springs as well: Fairbanks (2011), Soda (2011), Rogers (2014), Longstreet (2014), Scruggs (2015) and Five Springs (2016). Historic flow-paths and connectivity were restored in these systems, similar to what is planned for Cold Spring, and substantial benefits to endangered fish and threatened plant species are evident as a result. Historically, the Ash Meadows speckled dace was present in the spring pools and outflows of Fairbanks, Rogers, Longstreet, Bradford, Forest, Tubbs, Big, Kings, Point of Rocks, and Jackrabbit springs (USFWS 1990) but by 1985, the species was only found at Big, Jackrabbit, Bradford and Tubbs springs (Williams, Scada, 1985). The annual AMNWR native fish survey data gathered between the years of 2010-2019 has resulted in declining capture rates of Ash Meadows Speckled Dace in the Upper Carson Slough springs, including Fairbanks Spring, Longstreet Spring, and Rogers Spring. Though the Ash Meadows speckled dace were not historically found in the Cold Spring pool, the cooler water temperatures from the spring could provide refuge in the lower outflow for the dace from the Carson Slough during the hot summer months. Restoration of this system is critical for the long-term conservation of the endangered Ash Meadows speckled dace.

SCOPE: This project would evaluate spring flow from Cold Spring to determine the appropriate naturalized pool size, re-establish an appropriate sized naturalized spring pool based on flow volume if necessary, remove a submerged artificial concrete tank to the west of Cold Spring, create a naturalized channel approximately 0.5 miles (depending on design) and remove any man-made ditches and berms (beginning when the outflow channel begins to marsh out in the lower floodplain) to re-establish hydrologic connectivity between Cold Spring and the Carson Slough to promote habitat availability and distribution of the federally endangered Ash Meadows Speckled Dace population. Restoration will restore vital ecosystem dynamics currently hindered and will benefit not only the Ash Meadows speckled dace but other endemic species, including the endangered Ash Meadows Amargosa Pupfish (Cyprinodon nevadensis pectoralis) located within the Carson Slough. The proposed activities will further enable meeting goals established by the FWS Comprehensive Conservation Plan and the Recovery Plan for the Threatened and Endangered Species of Ash Meadows. The contractor will be responsible for completing all elements of the project: Concepts/Alternatives, Design, Permitting/Approvals, and Construction.

Tasks include:

1. The contractor will develop conceptual designs for both project areas.

a. Conduct a site visit with FWS and obtain available information from FWS.

b. If necessary, due to information gaps, conduct topographic surveys and collect necessary data for both the spring pool and outflow project areas. Develop HEC- RAS hydraulic model of expected flood flows through the project areas contributing to the Cold Spring system.

c. Develop three (3) preliminary concepts/alternatives for spring pool and channel restoration and restoration plan to withstand 100-year flood flows and meet the habitat needs of aquatic species.

d. Present and discuss conceptual designs for project area with refuge staff.

2. The contractor will complete designs for approved concepts and create CAD drawings of the proposed actions.

a. Finalize HEC-RAS hydraulic model for 100-year flood flows through the project area.

b. Develop a restoration plan for the area around the new spring pool area and the area where the channel is modified.

c. Develop a construction plan for ingress/egress routes; hauling and stockpiling materials; equipment staging, etc.

3. The contractor will obtain all permits and approvals related to the construction as required, including but not limited to: Army Corps of Engineers 404 and Nevada Division of Environmental Protection 401, Working in Waterways, and Construction Stormwater Permits. This scope does not include cultural resource surveys or permits or NEPA compliance, which are already completed.

4. The contractor will salvage native plants that are threatened by construction activities as designated by staff. These plants will be stockpiled and watered until they can be planted after construction. This scope may include container plants or seeding.

5. The contractor will complete project construction.

a. Perform daily construction oversight and coordination, including guidance of heavy equipment activities.

b. All equipment to be used for implementation of the project will be washed and visually inspected for materials that may contain invasive, non-native seeds and reproductive parts attached to the equipment prior to transport to AMNWR. Non-native materials will be removed and disposed of appropriately. If equipment needs to be washed again upon arrival at the Refuge, washing will occur in a location designated by the Refuge Biologist or the Refuge Manager.

c. Relocate or protect utilities in the project construction area.

d. Restore the two existing spring pools (removal of pipes and metal infrastructure from both pools, drainage of concrete-lined pool and removal of concrete, and re-grading).

e. Remove man-made irrigation ditches and berms.

f. Construct up to approximately 0.5 miles of naturalized channel.

g. Plant native plants that were salvaged.

h. Haul waste, construction debris and materials to appropriate waste site.

i. Provide as-built drawings and specifications.
