STATEMENT OF WORK

Remove and Replace Quarter’s Shingle Roof with Standing Seam Metal Roof

13 August 2019

1.1. Statement of Work: The work consists of all labor, equipment, and materials required to remove existing roofing and replace with new eaves, trim, gutters and standing metal seam panels.

1.2 Location: All work will take place at the Maxwell National Wildlife Refuge, located approximately 3.5 miles NW of Maxwell, NM in Colfax County. Please see attached map for refuge location.

1.3. Period of Performance: All work shall be completed in a professional manner and without delay once the on-site work is started.

1.4. Materials and Services to be provided by the Government: The government will provide Construction documents and or Specifications, but will provide none of the materials for this project. The contractor shall be responsible for the receipt, unloading, security, and handling of all other equipment and materials.

All work will be under the direct supervision and guidance of the contractor

1.5. Channels for Obtaining Information: All information passing from the Government to the contractor must be sent through the Contracting Officer.

Coordination with the Contracting Officer is a must to avoid any type of conflicts.

1.6 Work Hours: Normal daytime working hours will be adhered to. Normal daytime work hours are 0730 to 1630 Monday through Friday, excluding Federal Holidays. If the contractor wishes to work at other unscheduled times, he must first get permission from the Contracting Officer.

1.7 Utilities: All reasonable quantities of utilities will be made available to the contractor without charge with the exception of bottled drinking water. The contractor must provide for the drinking needs of their employees.

The contractor shall coordinate proposed storage areas and any use of utilities with the Field Inspector (FI) before storing and or utilizing any utilities.

2. Specific Requirements to be performed:

2.1 The contractor shall provide a fully qualified on-site manager who shall be responsible for the performance of the work.

The name of the person and all alternates shall be designated in writing to the Contracting Officer.

At all times when any performance of the work at any site is being conducted by any employee of the contractor or his subcontractor, the contractor shall have a representative present at the site who has the capability of receiving instructions in the English language, fluently speaks the English language, and who can explain the work operations to his workers in a language that they are capable of understanding.

The Contracting Officer shall have the right to determine whether the proposed representative has sufficient technical and lingual capabilities and the contractor shall immediately replace any individual not acceptable to the Contracting Officer.

2.2 The contractor will obtain any necessary permits required, if any, to complete the project prior to any work being performed.

2.3 The contractor will remove and dispose of the existing solar panels and associated plumbing (as it pertains to the installation of the new roof system), shingles, existing underlayment, and sub-roof. The contractor will also remove all existing drip edges, rake edges, fascia boards, eaves, and soffits. Additionally, there are multiple flues that are currently in the roof that are no longer necessary and they should also be removed. The FI will point these out at the start of demolition.

At the conclusion of the demolition work, or at the discretion of the contractor during the demolition process, the contractor will begin installation of the roof extension on the south side of the house per the blueprints. Next, the contractor will install new sub-roof, new underlayment, and standing seam roof system of at least 29 gauge thickness with a one-inch field lock, eaves and soffits with proper venting, rake edge, and drip edge. The contractor will also install a new flue at the described location in the blueprints, replace the existing flue for the furnace, and ensure the flues and all other roof penetrations are properly sealed against leaks with proper vent boots and flashing. Aluminum 5-inch gutters are to be installed on all bottom edges (3 total) of roof lines with downspouts at either end on long runs. All exposed bare wood will be painted with primer and finished to match the color of the roof panels (medium to standard brown).

The contractor will build out the roof extension on the south side of the house as to not lower the fascia level by more than 4 inches to maintain a level sufficient for the reattachment of the pergola and to keep it level or slopping away from the house. This may mean deviating from the blueprints to change the pitch of the roof at the extension point. The contractor will remove only what is necessary of the existing pergola to install the extension to the roof on the south side of the residence and reattach the pergola to the house in a manner similar to its current method of attachment (ledger board and joist hangers).

The contractor will perform the work in the least impactful way to prevent undue damage to habitat near work locations.

The contractor will be responsible for removal from the refuge and proper disposal of all materials removed during demolition and construction.

3. Contractor Submittals: Contractor shall submit to the Contracting Officer all required submittals on a standardized FWS R2EN-021, Rev-4 Submittal Form (available from Contracting Officer). Submittals shall be transmitted via E-mail to the Contracting Officers Technical Representative (COTR).

All submittals shall be filed with, and approved by, the Contracting Officer’s Technical Representative (COTR) prior to commencement of any work in the area requiring said submittal.

4. Security Procedures: Contractor personnel must carry photo identification (i.e.

driver’s license) at all the times. On a daily basis and before performing work, the contractor and subcontractors must check- in at the refuge officer to notify they will be on-site performing work.

5. Safety: Contractor shall comply with applicable Occupational Safety and Health Act (OSHA), and locally established safety requirements.

6. Nuisance and Pollution Activity Prohibited: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste, and hazardous substances) into building drains, site drains, streams, waterways, holding ponds, or to the ground surface shall not be permitted.

The contractor shall be held responsible for any damages that may result.

Any waste or excess material resulting from any contract requirement shall be removed from the base daily.

7. Accident Prevention: The contractor shall comply with the following safety requirements while performing work under this contract:

7.1 Traffic Control Devices: The contractor will be responsible for signaling, lighting, and barricading the immediate work area.

7.2 All vehicles operated by the contractor will obey all traffic signs and laws while operating on the refuge.

The contractor shall notify the fire department at least one hour prior to commencing work, and when the work is complete. A fire extinguisher must be readily available during all welding type operations.

7.4 Fire Prevention: The prevention of fire is imperative during construction projects. The contractor is responsible for enforcing fire safety in his work area.

7.5 The contractor shall have serviceable fire extinguishers readily available at all times. Extinguishers shall be supplied by the contractor.

7.6 Smoking is prohibited inside buildings and within 15 meters (50 feet) of flammable and combustible liquids.

7.7 Burning of trash and rubbish at the construction site is strictly prohibited.

7.8 All tar pots/kettles must be approved by the fire department prior to use.

7.9 The contractor must not use gasoline or diesel fuel for cleansing parts or surfaces. Flammable liquids shall be stored at least 15 meters (50 feet) from flame and heat sources.

7.10 Electrical extension cords may be used on a temporary basis to provide tools and equipment. Do not overload extension cords. Frayed or spliced extension cords are prohibited.

It shall include a review of contract requirements; a check to assure that all materials and/or equipment have been tested, submitted, and approved; a check to assure that provisions have been made to provide required control testing; examination of work area to ascertain that all preliminary work has been completed; and a physical examination of materials and equipment to assure that they conform to approved shop drawings of submittal data and that all materials and/or equipment are on hand. The Contracting Officer shall be notified at least twenty-four hours in advance of the preparatory inspections and such inspection shall be made in a matter of record sent to the Contracting Officer.

Quality Control System: The contractor shall establish a Quality Control System to perform sufficient inspection and test of all items of work, including that of his subcontractors, to assure conformance to applicable specifications with respect to the materials, workmanship, construction, finish, functional performed pursuant to the contract except where the Technical Provisions of the contract provide for specific Government control by inspections, test, or other means. The Contractor’s Quality Control System shall specifically include the surveillance and test required in the Technical Provisions of the contract specifications.

9. Guarantee: The contractor shall warrant all workmanship for one year after final acceptance of contract work. Warranty for materials shall be in accordance with manufacturer’s written standard warranty period. Equipment and material, which do not achieve requirements after installation, shall be replaced or modified by the manufacturer to attain compliance, at no additional cost to the government.

9.1 Acceptance Testing: After the installation is complete, contractor shall provide five (5) days advance notice in writing to the Contracting Officer in order to perform system acceptance, test and final inspection.
