14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of Amendment 0003 is to provide clarification to Sections C.4.2, C.4.3, C.4.6, L.10.2 of the Request for Proposal (RFP) and to update the answers provided to Q4, Q18, Q19 of the Questions & Answers (Q&As). Revised RFP pages 9, 10, 46, and 47 as well as revised Q&A pages 2 and 5 are included in the succeeding pages, with changes highlighted in yellow.
The proposal submission due date remains the same. Proposals are due no later than 22 July 2021, 2:00PM Eastern Time.
Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
Amendment 0003 | Solicitation No. 140E0121R0005 | MC20 Full Field Survey Page 9 of 55 for review and approval by the Federal partners prior to proceeding with the survey (including a Health, Safety and Environment Plan (HSE)). The work plan will include detailed scheduling milestones identifying individual scanning results and planned reports to the USG. The Contractor must comply with all applicable federal, state and local regulations and land-use permitting procedures. Any ground or aerial hazards that would pose a danger to Contractor’s personnel or operating equipment must be identified and mitigated by the Contractor prior to commencing operations.
C.4.3 Task 3: Full Field Survey of the MC20 Site
The Contractor shall conduct a full field survey of the MC20 site, using technology it cited in its detailed work plan. The Contractor shall provide project management and oversight, the corresponding scanning device and support-equipment, as well as all respective personnel. The Contractor shall secure a suitable vessel capable in the support and transportation of one or more equipment necessary to perform survey operations and oil sheen monitoring, remotely-operated vehicles (ROVs) and provide the ability to ensure the BML scanning tool is appropriate for the subsea conditions, including the characteristics of the sea floor and overlain sediment (up to 175 feet in depth).
The Contractor shall provide ROV video, scanning sonar coverage, and/or any other scan result that is collected from each scan area as well as unmanned aerial vehicle (UAV) or drone video footage monitoring for oil sheen during survey operations, as weather conditions allow. Any sheening should be reported to the U.S. Coast Guard National Response Center (USCG NRC) as required by the Clean Water Act. As discussed in Section C.4.2, the selected Contractor for this contract will submit a detailed work plan for review and approval by the Federal partners prior to proceeding with the survey.
NOTE: Government employees/representatives may board the vessel during operations but will seek approval from the BSEE CO or COR prior to doing so, so it can be coordinated with the Contractor. Only approved contractor personnel, contractor equipment and government-provided equipment required for performance will be transported by contractor vehicles, trailers, and/or equipment.
C.4.4 Task 4: Daily Morning Briefings
The Contractor shall conduct daily morning briefings via teleconference or collaboration software to focus on the information of the data gathered from the previous scan(s) and confirm (with involvement of the shore-side USG representatives, as necessary) the next scan location.
C.4.5 Task 5: Bi-Monthly Status Reports
The Contractor shall prepare and submit status reports on a bi-monthly basis (twice a month) containing the following:
a) Work accomplished and overall progress made, identifying any changes to the schedule (advances or delays)

b) Major work activities scheduled for the next period/status report
c) Any significant problems encountered during the preceding period, to include how they were addressed, and the impact to the schedule
d) Any questions or problems regarding the Contractor’s work requiring discussion or resolution with BSEE
C.4.6 Task 6: Draft Final Report
The Contractor shall prepare and submit a Draft Final Report and Technical Summary after completing the analysis and within 30 days of the conclusion of the survey. The Draft Report shall contain the following:
1. A section describing results and interpretation of each scan including sample images of the buried infrastructure;
2. A section describing an analysis of the cumulative results of the individual scans including degree of confidence in the findings;
3. Integrated data analysis to provide the track of each potential well conductor/tubular target in 2D/3D plots;
4. All collected data including but not limited to: scan results, location data for each scan, ROV videos and/or sonar images collected during each scanning equipment retrieval and relocation event, and UAV video footage; ensuring the formats of all data files are compatible with the National Oceanographic and Atmospheric Administration (NOAA) Data Integration Visualization Exploration and Reporting (DIVER) database system (see https://www.diver.orr.noaa.gov/);
5. Explanation of the Full Field Survey methodology;
6. All relevant charts showing the locations of the scans, identified conductors, tubulars, and platform/pipeline equipment;
7. A compilation of the daily survey reports and;
8. Analysis, conclusions, and recommendations for future survey activities at the site.
C.4.7 Task 7: Final Report
Upon receipt of the draft final report, the USG will provide feedback to the Contractor, who shall then prepare and submit a Final Report and Technical Summary within 30 days after responding to BSEE comments on the Draft Final Report and Technical Summary.

(f) A statement that your proposal is valid for a minimum of 120 calendar days after the date specified for the receipt of proposals.
(g) A statement confirming that your organization is registered with the System for Award Management (SAM) (see http://www.sam.gov for more details). Additionally, your Representations and Certifications must be updated in SAM in accordance with FAR 4.12. Failure to adhere to this requirement may result in your proposal being determined to be ineligible for award.
L.10.2 Technical Proposal
The written technical proposal is limited to no more than 25 pages of text. Documentation submitted may use any font, and will use pitch size 12, single spaced, on 8.5x11 inch sized pages. A page is defined as single sided. Any pages larger than 8.5x11 will be considered 2 pages. Any pages in excess of 25 pages will not be evaluated. The Technical proposal limitation of 25 pages excludes the following documents: cover page, resumes/qualifications of key personnel, the Project Management and Quality Assurance Plans, and Past Performance forms. The cover page is limited to one (1) page. Resumes are limited to two
(2) pages each. These documents must be included and clearly identified in the Technical Proposal volume of your proposal package.
The technical proposal must state in detail how the Offeror intends to comply with the work requirements in the Statement of Objectives (Section C) and Deliverables or Performance (Section F) of this RFP, not merely that the Offeror intends to do so. No proposal that offers less than the total required effort will be considered for award.
In order for the submission to be evaluated strictly on the merit of the technical quotation, no cost or pricing information shall be included in the Technical Proposal volume.
Offeror shall identify the make and model of any equipment proposed to be used throughout the survey period, including those for oil sheen monitoring.
The Offeror should read the evaluation criteria in Section M closely. Technical proposals will be evaluated based on the information provided in the written technical proposal as follows.
L.10.2.1 Technical Approach and Understanding (Factor A)
The Offeror shall provide a comprehensive performance work statement that identifies the services and supplies to be delivered to meet the performance objectives, tasks, and considerations set forth in the SOO, Section C. The PWS will be incorporated into the resultant contract and replace the SOO at the time of award. The Offeror shall demonstrate its ability spearhead a full field survey utilizing technologies and methodologies that will effectively determine the extent, expanse, orientation and characteristics of the conductors and other well components from the MC20 Platform A and other below mudline (BML) objects, including their ability to translate project findings and results into high quality deliverable reports with practical usefulness. The

Offeror shall exhibit that it has a thorough understanding for addressing BSEE’s needs and describe in detail how each task in Section C will be performed. The Offeror is required to demonstrate to the Government that the proposed equipment and/or methodology can capture the imagery and/or data as specified in Section C.
L.10.2.2 Project Management Plan and Quality Assurance (Factor B)
(a) The Offeror shall submit a Project Management Plan with their quote. The plan should be straightforward, easy to follow, and should clearly and concisely describe project responsibilities and personnel, any proposed subcontracting arrangements, communication and coordination, record keeping, and scheduling of all tasks, subtasks, meetings, and deliverables. The mechanism for coordination with the COR should be provided.
The Offeror shall present a program schedule plan, such as PERT (Performance Evaluation and Review Technique), Gantt, etc. This plan should concisely and accurately portray the critical areas of effort, identify significant milestones of the proposed effort, and provide a schedule for the timely completion, review, and feedback of each milestone.
(b) The Offeror shall detail criteria for quality assurance and for ensuring the acceptability of the end products and the organization of the project team and plans for monitoring the activities of all project personnel. The Offeror shall detail performance metrics to quantify, measure, track, and report performance relating to achievement of performance objectives and results. The performance metrics should commit to the highest level of service consistent with cost effectiveness.
Measures should be limited to those that are truly important and directly tied to the program objectives/tasks.
L.10.2.3 Adequacy of Personnel (Factor C)
(a) The Offeror shall discuss proposed staffing including the experience, qualifications, capabilities, expertise, and quality of personnel. Resumes shall be submitted for all proposed personnel. Resumes must contain work history covering at least three (3) years; describe experience related to similar work, and list relevant education, training, certifications and professional organizational memberships and activities. Key Personnel proposed shall be identified as such.
The Offeror must also designate a Project Manager who shall have the technical and managerial ability to monitor this project and coordinate activities between the contractor staff and the BSEE COR. The proposed Project Manager shall be designated as “key”. Personnel proposed shall demonstrate they can provide independent value-added expertise, analysis, and knowledge transfer.
(b) The Offeror shall include a labor matrix showing, at a minimum, the names of all personnel, designated Labor category for each person, and hours for each

Q1: In Section C.4 of the RFP, there is reference to an acronym "RRS" in paragraph 1, final sentence.
Please clarify what RRS stands for?
A1: See Section C.1 paragraph 2 of the RFP.
Q2: In Section C.4.3 of the RFP, “The contractor shall secure a suitable vessel capable in the support of one or more ROV's and provide the ability to ensure the BML scanning tool is appropriate for subsea conditions”. This seems to be written to imply a specific device that is to be required to be mounted to an ROV? Is this necessary to scan from an ROV and not from a sonar mounted to or towed behind a vessel?
A2: The Government is not implying any specific device. The requirement is “shall secure a suitable vessel capable in the support”.
Q3: In Section C.4.3 of the RFP, “The contractor shall provide ROV video” - Can you advise water clarity conditions? Will images at the seabed be conveyed through video capture clearly?
A3: Water clarity conditions will likely change from day to day / week to week. Previous video from the seabed at MC-20 has been captured and the Government would like future images taken during the survey to be captured clearly, conditions pending.
Q4: In Section C.4.3 of the RFP, “The scanning sonar coverage, and/or any other scan result that is collected from each scan area as well as corresponding unmanned aerial vehicle (UAV) or drone video footage” - How does arial video play into performing bottom scans on and below the seabed?
A4: See updated language in Section C.4.3. Offeror may propose any means for oil sheen monitoring.
Aerial video Video imagery is to capture for any inadvertent hydrocarbon sheening on the surface during survey operations. Any sheening should be reported to the U.S. Coast Guard National Response Center (USCG NRC) as required by the Clean Water Act.
Q5: In Section C.4.3 of the RFP, “Government employees/representatives may board the vessel during operations” - COVID 19 protocols will be in place and may not allow for non-quarantined visitors to join vessel.
A5: Safety and health will always remain first and foremost in decisions. BSEE currently has a contract for COVID-19 testing and a process for quarantine in the Gulf of Mexico Region. BSEE will abide by the

Q16: In Section C.3.2 of the RFP, “The proposed survey will provide the United States Government (USG) with data from the best available technology.” Is there any technology of Marine Geophysical BML survey mythology that is not acceptable for the terms of this contract?
A16: The Government expects Offerors to submit proposals utilizing available and proven technology, as stated in Section C.3.2 and C.4 of the RFP.
Q17: In Section C.3.2 4.3 Task 3 paragraph 1 of the RFP, “The Contractor shall secure a suitable vessel.”
Contractor may opt for more than one mobilization to optimize the site survey. Is this acceptable?
A17: Offeror should include information like such in their proposal submission, which the Government will assess during technical evaluations.
Q18: In Section C.3.2 4.3 Task 3 paragraph 2 1 of the RFP, “Contractor shall secure a suitable vessel capable in the support of one or more remotely-operated vehicles (ROVs).” Are the ROV(s) mandated if the Contractor can provide the required survey without the use of them?
A18: Use of ROV is not mandated. Alternatives to the proven technological capabilities of an ROV will be considered in the technical evaluation of the proposal.
Q19: In Section C.3.2 Task 3 paragraph 2 of the RFP, “…each scan area as well as corresponding unmanned aerial vehicle (UAV) or drone video footage”. What is the area covered and type of UAV/drone video required? What is the total scope of work for the UAV/Drone?
A19: Scope of work for the UAV/drone video imagery is to adequately monitor the sea surface in the vicinity of the full field survey and document surface conditions, including oil sheening. Please see answers to Q4 and Q8.
Q20: In Section C.4.3 Task 3 of the RFP, “Government employees/representatives may board the vessel during operations but will seek approval from the BSEE CO or COR prior to doing so, so it can be coordinated with the Contractor”. What is the maximum Government employees/representatives that will be onboard at any one time?
A20: This will be coordinated between the Government and the contractor on a case by case basis and subject to safety, health (COVID protocols) and space availability on the vessel. Please see answer to Q5.
