Questions Concerning the

BLM Alaska Exclusive Use Light Helicopter Cadastral

Solicitation Number: 140D8121R0008

1. Section: C23.2 – C23.2.1, Page: 51

Question: I understand the designated base to be the Campbell Tract Facility. Will housing, transportation and meals be provided while there or should the offeror plan to cover those expenses within daily availability? Is it correct to assume that the majority of time within the 65 day availability period will be spent “in the field” under field camp conditions?

Answer: Housing, transportation, and/or meals will not be provided by the Government while at the designated base.

Per section C23.2 of the solicitation, A claim for a subsistence allowance (lodging and/or meals) may be made for each authorized crewmember’s overnight stay, including mandatory days off, when assigned to a base away from the designated base…

Additionally, per section C22.1, The Contractor is responsible for all mobilization and demobilization costs to and from the Designated/Reporting Base(s) stipulated in Section A.

Most of the 65-day availability period will be spent in the field, under field camp conditions.

2. Section: C, Page: 40, Clause: 52.223-99

Question: With the large number of legal challenges having recently been filed with regard to this clause and it’s implications will this remain a condition of this contract or be removed until court challenges have been processed?

Answer: Executive Order (E.O.) 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, requires agencies to include clause 52.223-99, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors, in contracts and contract-like instruments.

3. Section: B6.21.2, Page: 14

Question: I would like to know specifically why there is a difference in the number of cargo baskets/racks required for Bell Helicopters and Airbus Helicopters? Currently, Dart does not offer duel cargo baskets/racks for Bell or Airbus helicopters.

Answer: Section B6.21.2 is amended as follows:

B6.21.2 External.

External utility basket or cargo pod with minimum length of 73 inches and minimum capacity of 160 lbs. Basket/Pod must be quick attach/detach with a locking lid. Basket installation must not interfere with entry and exit of front seat or aft cabin passenger(s) during STEP operations.

Note 1. Applicable to AS350 and Bell 206/407: Basket/Pod must be mounted on the same side as the pilot seat.

Note 2. External cargo compartment must be capable of carrying survey equipment and other cargo (eg.

post hole diggers/fence posts, etc.) up to 66 inches in length.
