United States Department of the Interior
INTERIOR BUSINESS CENTER
Washington, DC 20240
LIMITED-SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
Department of the Interior, Interior Business Center, Acquisition Services Directorate, on behalf of the Office of Natural Resource Revenue (ONRR).
2. Nature and/or description of the action being approved.
This is a sole source order in support of ONRR conducting a Modernization Project to enhance the ability to perform revenue collection and disbursement, production and royalty reporting, verification and compliance, and workload management of applicable cases. Additionally, ONRR has completed an analysis of alternatives study that evaluated different solutions and is working on a Business Process Reengineering (BPR) initiative that will modernize and streamline ONRR business process. This effort started with the defining of ONRRs current business processes known as the “As-Is” processes. The next phase was to look for efficiencies and redefining processes, once defined, these new processes (To-Be) will generate requirements that will be used in the development of a new ONRR Mission IT system. The new IT system(s) will be informed by the work from ONRR’s Business Process Re-Engineering and will establish business requirements that are not specific to ONRR’s current hardware or current web interface for reporting functions.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
Booz, Allen, Hamilton (BAH) shall assist ONRR by providing technical and acquisition services in support of their Modernization Project to support business process evaluation and BPR initiative to a new platform and system configuration.
Task 1:
Business Process Finalization – This requirement is to provide additional analysis and recommendations for ONRR decision-making, which is required to finalize the necessary components for ONRR’s modernization effort. This effort must align with and support the previous BPR recommendations and decisions that were done on the previous Task Order under the OCIO Technical Requirements Document (TRD), Order Number D15PD00130, IDIQ Number D12PC00518.The results of this activity must be explained and vetted by stakeholders throughout ONRR for consideration and decision-making. BAH must frame the recommendations and deliverables to meet ONRR’s modernization needs, and create documents, reports and slide decks so that they are usable by ONRR in the education, vetting, and decision-making process.
ONRR expects the contractor to pursue these deliverables through innovative ideas, solutions, and recommendations that will help revolutionize our ability to meet the core mission of collecting, accounting for, and disbursing natural resources and energy revenues due to states, American Indians, and the U.S. Treasury.
Task 2:
Requirements Development – This requirement is based on the To-Be deliverables which are tasks under the Business Process Finalization section of this requirement. This requirement is to finalize the needed documentation for a vendor to proceed with a system design and development of the new ONRR IT system to support the ONRR mission components of collection and disbursement of revenues, providing compliance and enforcement as needed. Utilizing the knowledge and process information gained from developing the alternatives analysis, as-is and to-be processes maps, and the ONRR future state deliverables.
Task 3:
MRMSS O&M Recompete Support – Support ONRR to ensure that the re-compete of the MRMSS O&M contract meets the needs of the organization.
Task 4:
IT Governance - ONRR is requesting an analysis of the current IT staffing and governance model, a comparison to other possible models, and a recommendation of the best fit model to ensure the realization of ONRR’s investment in modernization. This analysis will be multi-faceted and based on future-oriented IT operations. It will require a data gathering effort, an analysis and comparison of models, and a recommendation and IT governance plan that identifies the knowledge, skills and abilities needed to support a strong governance model in support of a newly developed IT system and ONRR internal IT operations.
Considering the ONRR mission, vision, priorities, and modernization efforts (life cycle of IT systems), ONRR leadership needs, business needs, and existing IT governance/support framework, this effort shall address the benefits and challenges of ONRR’s current IT governance model.
The total estimated value is inclusive of a 12 month base period and one 12 month option period. With the Option to Extend services under FAR 52.217-8 for up to 6 months, the contract total would increase by for an overall total of .
4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The unique qualifications supporting Booz, Allen, Hamilton (BAH) as the only source capable of providing the services at the level of quality required is that the contractor is currently assisting ONRR with their Modernization Project which is a multi-year, multi-phased effort to explore, identify, develop and implement new technologies that enhance ONRR’s ability to perform revenue collection and disbursement, production and royalty reporting, verification and compliance, and workload management of applicable cases.
This work includes finalizing “additional” To-Be business processes, defined as those that were either not identified for or included in the initial To-Be Phase 1 analysis. The first set of To-Be processes were completed in a separate procurement effort. That effort identified additional To-Be business processes that now need to be decomposed so that they can be supported by the new IT modernized IT system.
This effort must align with and support the previous BPR recommendations and decisions that were completed by BAH under Order D15PD00130.
Based on the To-Be deliverable defined in Phase 1 analysis by BAH, the Requirements Development tasks shall finalize the needed documentation for a vendor to proceed with a system design and development of the new ONRR IT system to support the ONRR mission components of collection and disbursement of revenues, providing compliance and enforcement as needed. Utilizing the knowledge and process information gained from developing the alternatives analysis, as-is and to-be process maps in the Phase 1 analysis, BAH has the historical knowledge of ONRR’s IT Governance/staffing model currently being used. Therefore, it is most beneficial and cost effective to the Government for BAH to analyze ONRR’s current IT governance model and gather data, analyze and compare models and ultimately recommend an IT governance plan that identifies the knowledge, skills, and abilities needed to support a strong governance model that will support ONRR’s shift away from legacy systems and outdated business process after the Modernization Project is completed.
With this information, it is determined that BAH demonstrates unique qualifications and specialized capabilities and expertise that is not prevalent elsewhere on the schedules, at this time.
BAH recognizes they have access to non-competitive information that creates a conflict of interest to bid on the MRMSS re-compete. Therefore, they have recused themselves from participating in the re-compete of the MRMSS contract, contract number D12PC70004. The email dated June 8, 2018, from DOI OCIO Contract Program Manager with BAH, provides their recusal. This email is filed under the Pre-Award Misc. Correspondence Tab in the file.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The contracting officer determines that the anticipated prices will be fair and reasonable based on BAH’s Professional Services Schedule, Contract GS-00F-008DA, specifically with Labor Categories within the following SINs, 874-6 and 874-7 which relate to the MOBIS portion of the consolidated schedule. Rates will be compared against market pricing and online salary tools to determine price reasonableness. GSA has already determined the hourly rates for services under this schedule contract to be fair and reasonable. By placing an order against this schedule contract using FAR procedures under 8.405, it is concluded that the order represents the best value and results in the lowest overall cost alternative to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market Research was conducted via GSA Advantage and acquisition history. BAH has been involved in the “To-Be” and “As-Is” Phases within the Modernization Project and ONRR’s BPR recommendations. BAH was contacted to determine the correct SINs on their GSA Schedule to best suit this sole source.
7. Any other facts supporting the justification.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.
At this time, barriers to competition and ways to remove or overcome them are being considered. It is anticipated that the future re-competed procurement will be awarded in August 2020.
