2. Please provide a summary of your years of experience appraising lands under USPAP guidelines. If none, please state such.
b. Qualifications of Associate Appraisers: Appraisers: Sub-contracting of this assignment is not permissible. Any associates expected to contribute to the appraisal must be identified in the proposal and a statement of qualifications and a copy of their license or permit must be provided.
c. Initial Delivery Date: Target date for initial delivery of the appraisal reports to the AVSO Reviewer is within 120 days from the date of engagement. Earlier delivery is preferable and will be given consideration but is not a requirement.
FACTOR B: PAST PERFORMANCE

A. Technical Qualifications
• State Certification
• Technical Acceptability
• Initial Delivery Date
B. Past Performance C. Price Quote
State Certification, Technical Acceptability, Past Performance, and Delivery/Inspection Date when combined, are more important than Cost or Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
