Solicitation 140D0423Q0749 is hereby amended to post questions and answers submitted concerning this solicitation.

Question: I see that this solicitation is for two appraisals of two distinct properties that are purported to be under different ownerships. However, the Preliminary Title Reports include Kyle Tullis as one of multiple owners for each property. I recognize that the determination of the larger parcel is a significant factor in conducting appraisals to

UASFLA standards. Can you please give me some guidance as to why it will not be necessary

140D0423Q0749/0001 to consider the potential for the two properties being a single larger parcel? I note that AVIS#

L230054 is surrounded by AVIS# L230055, and that both properties are currently offered for sale as a single listing?

Answer: AVSO can only provide factual information regarding the subject property ownership entities as listed in the Condition of

Title Guarantee documents. Please look at the

Condition of Title Guarantee documents and consider the concept of Beneficial Control.

Section 1.4.6 (Larger Parcel Analysis) of the

Uniform Appraisal Standards for Federal Land

Acquisitions (UASFLA), 2016 edition, states:

In light of the discussion in Section 4.3.4 regarding the larger parcel, it is recommended that the appraiser begin an analysis of the unity of ownership test with the premise that, in making a larger parcel determination, it is allowable to consider all lands that are under the beneficial control of a single individual or entity even though title is not identical in all areas of the tract(s). If the appraiser then concludes that the larger parcel constitutes lands that are under the beneficial control of a single entity (but title is not identical), the appraiser¿s larger parcel determination, together with the facts upon which it is based, should be submitted to the client agency¿s legal counsel for review before the appraiser proceeds. Based on applicable case law and the facts of the case, legal counsel can then determine whether, as a matter of law, the unity of ownership test of the larger parcel is present and provide written legal instructions to the appraiser accordingly.

Also please consider that multiple properties are often sold with 2 or more different ownership entities involved, as a package deal, so to speak. The sale of multiple properties as one package does not necessarily imply a single ownership entity.

An expanded description of these qualifications for any associates must be included in the proposal. If any associates or other key personnel will be used, provide specific details and thoroughly describe the roles and contributions for each individual (including the signer). If the proposal does not list anyone else as providing assistance, it is expected that the proposal is submitted as though the individual contractor is doing 100 percent of the research, verifications, property inspections, valuation analyses, and appraisal writing. Sub-contracting of this assignment is not permissible.

Technical and past performance, when combined, are more important than cost or price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

STATEMENT OF WORK

Appraisal and Valuation Services Office (AVSO)

SECTION 1 – SUBJECT IDENTIFICATION & GENERAL INFORMATION

The subject property represents a single parcel (APN: 064-050-016) of vacant land containing 25.15 acres. It is located along Walker Mine Road (a paved County Road), within an unincorporated area of Shasta County, California, approximately 1.1 miles north/northwest of the city limits of Redding and approximately 1 mile west/southwest of the city limits of Shasta Lake.

BLM reports that the property has some clearing and signs of past mining activities for commodities such as gold and silver but nothing in the last 30 years has been reported. The property has cleared home site locations as well.

There is a large transmission line that runs adjacent to the property. Additionally, there is a larger metal water tank on the property that does not have any history with the landowner other than it was there when they purchased the site.

The property has some timber; however, it is not of the size or density to provide merchantable value. There is a small spring on the property, but there are reportedly no water rights to this spring. There are also a number of ephemeral drainages that hold water during spring run-off.

The DME Program Lead with AVSO indicated that the property is outside of any active hydrocarbon or mineral producing area, and that there are no recognized mineral valuation issues. However, he also indicated that there is historical mining development on or near the subject property, the extent of which is unknown. Additional information about mining in the area, the potential for environmental hazard(s) and an authorized extraordinary assumption regarding this issue can be found in a later section of this SOW.

Various maps of the subject (location map, master title plat, topographic map), as well as ground-level photographs (provided by BLM), are presented on the following pages.

MASTER TITLE PLAT – TOWNSHIP 32 NORTH RANGE 5

BLM provided the above Master Title Plat (MTP), which actually outlines both the Tullis parcel (APN: 064-050-

016) that is the subject property of this Statement of Work, as well as the contiguous Hale parcels (APNs: 064-050- 015 and -017). All of these parcels are considered part of the Walker Mine Acquisition by BLM. However, BLM was not able to separate out a highlighted map showing just the Tullis property.

Legal Description

A Condition of Title Guarantee (Old Republic National Title Insurance Company, Guarantee No. CTG-08004654, dated December 30, 2022) is included as Exhibit 5 as an attachment to this solicitation. According to BLM, this Condition of Title Guarantee contains an accurate legal description that will be used to convey the subject property to BLM. For easy reference, this legal description is reiterated below:

Land Surveyor Report (LSR)

A Land Surveyor Report, provided by BLM and produced by Department of Interior Land Surveyors, is included as Exhibit 11 as an attachment to this solicitation. This survey includes parcels from two separate ownership entities, the Tullis ownership entity (who owns the parcel that is the subject property of this Statement of Work, APN: 064- 050-016) as well as the Hale ownership entity (who owns the adjacent parcels that are also part of the proposed BLM Walker Mine Acquisition, but are not part of this Statement of Work, APNs: 064-050-015 and -017). The acreage shown for the Tullis property is separately reported as 25.15 acres in the Land Surveyor Report.

The Land Surveyor Report notes that acreage calculations were made by utilizing the legal descriptions in conjunction with the Official Government survey of Section 3, accepted November 2, 1972. Legal descriptions of the Tullis and Hale properties are also shown in this Land Surveyor Report, as well as an overall map/aerial view of the acquisition areas (shown previously in this SOW).

Property Interest

The appraiser will value the Fee Simple Estate (surface estate and mineral estate), subject to encumbrances and reservations of record (see Outstanding Rights section below).

The appraiser must immediately notify the AVSO Review Appraiser of any indications of rights contrary to these described. This may result in amended instructions.

Outstanding Rights

As previously stated, a Condition of Title Guarantee (included as Exhibit 5 as an attachment to this solicitation) is available for review. The appraiser must consider the exceptions listed in this document and any recorded or unrecorded documents, conditions, agreements, easements and/or encumbrances must be discussed in the appraisal report in relation to their impact on value.

One of the documents included as part of this appraisal assignment (“BLM Commentary on Title Report,” Exhibit 4 as an attachment to this solicitation) represents BLM’s analysis of the title exceptions in the Condition of Title Guarantee document. However, the appraiser is cautioned to not just accept the conclusions in this document. In other words, BLM’s commentary/analysis is provided for assistance, but the appraiser must still independently examine the exceptions listed in the Condition of Title Guarantee document and report their effects on value in the open market place.

The appraiser must also immediately notify the AVSO Review Appraiser of any indications of rights contrary to these described. This may result in amended instructions.

Reservations

The current landowner is reserving the following rights: None

Minerals

Based on information from BLM, the mineral estate is intact and will transfer in the acquisition by BLM. BLM states that the parcel is irregular in shape since there were historic mining claim patents. The parcel has signs of past mining activities for commodities such as gold and silver but nothing in the last 30 years has been reported.

The Appraisal and Valuation Services Office (AVSO) Division of Mineral Evaluations (DME) provided the following information about the mineral potential for the subject property:

“The parcel is outside of any known hydrocarbon or mineral producing area. Datasets such as USGS's Mineral Resources Data System, local aerial imagery (Google Earth, Digital Globe), and IHS Enerdeq were reviewed for relevant mineral information. There are no recognized mineral valuation issues.”

Mining and Potential Environmental Hazards, and Other Clean-Up Items

The Appraisal and Valuation Services Office (AVSO) Division of Mineral Evaluations (DME) provided the following information about the potential environmental hazards for the subject property:

“…there is historical mining development on or near the subject property, the extent of which is unknown. The primary feature in the area is known historically as the Walker Mine. Attached is a blurb from the California Journal of Mining and Geology from 1939. There is mention of numerous workings, hundreds of feet of drifts as well as presence of stopes and other large mining voids. There is also mention of a cyanide mill on site.

Therefore, the prior development could result in both physical (abandoned mine hazards) and environmental hazards (associated with prior milling operations) being present on the subject property. Presence of these hazards could affect the value of the subject property. An environmental site assessment would likely identify the presence or absence of mining hazards.”

The DME Program Lead provided an excerpt from a document entitled, “California Journal of Mines and Geology,” which was published by the State of California Department of Natural Resources, Division of Mines, in January 1939. This document discusses historical mining activity in the area, and is the document referred to in the previous paragraph/discussion from the DME Program Lead. This document is included as Exhibit 13 as a solicitation to this

Statement of Work.

BLM has indicated they will order a Phase 1 Environmental Site Assessment (ESA) for the property prior to accepting title, which is expected to take approximately 3 months to complete. The ESA will be provided to the awarded contract appraiser when it becomes available.

The BLM Realty Specialist recently did a site visit to the property in April 2023 and did not discover any obvious signs of environmental contamination relating to prior mining activity in the area, though BLM does plan to perform a site inspection for potential presence of heavy metals.

The BLM Realty Specialist also provided documents relating to a search of available environmental records conducted by the Environmental Data Resources, Inc. (EDR). These are included as Exhibit 14 as an attachment to this solicitation. These types of reports are typically produced as “preliminary” searches of government records for currently or previously environmentally impacted sites in an area of a property and the appraiser is advised to read them in their entirety, along with the associated historical photographs.

Extraordinary Assumption No.1, for Potential Environmental Hazards

Having said the above commentaries, at the time of this Statement of Work, there is insufficient and/or incomplete information to determine if there is environmental contamination on the site relating to past mining activity in the area. AVSO is authorizing the use of an Extraordinary Assumption (EA), which was approved by BLM. For more information about this EA, please refer to the Extraordinary Assumption section of this SOW.

Extraordinary Assumption No. 2, for Other Clean-Up Actions

As previously mentioned, the BLM Realty Specialist performed a site visit in April 2023. He made the following observations during the site visit:

1. Trash dump - About 10 cubic yards of old wire, sheet metal, wood and other miscellaneous household garbage that was dumped into a drainage next to an interior road.

2. Concrete foundation – The BLM Realty Specialist is guessing that was a foundation that served a small processing site. This is located near the main access road. Vegetation looks decent around it.

3. Old tank – Approximately 5,000-gallon tank. The property owner indicated to BLM that he was told it was a water tank used for the mine.

4. Buried iron pipe – In one area where they had some mining on a sidehill there were 3 sections of pipe exposed. Some appeared to be acting as a retaining wall while the other appeared to be a standpipe. The owner states that the tank may have been used at this location but could not confirm. The fittings appeared to match in size.

The clean-up actions for removal of these items are expected to occur in a relatively short timeframe, entirely at the expense of the current landowner, and before the proposed acquisition by BLM is completed. As a result, AVSO authorizes the use of an Extraordinary Assumption (EA) relating to site clean-up responsibilities. BLM has approved this EA. For more information about this EA, please refer to the Extraordinary Assumption section of this SOW.

Improvements

BLM reports there are some interior roads but no structures. There is a large metal water tank on the property that does not have any history with the landowner other than it was there when they bought the site. There is no fencing, just a few “t” post and wire but no contiguous fencing.

All existing improvements and their potential impact on value must be researched by the appraiser.

Water Features and Water Rights

There is a small spring on the property, but BLM reports there are no water rights on this spring. There are also a number of ephemeral drainages that hold water during spring run-off.

Personal Property

None noted

Property Access

The property has Legal and Physical Access to and from a paved County-maintained road, Walker Mine Road. Note the aforementioned Condition of Title Guarantee, as Item 3 in “Schedule B,” states there are “Rights of the public and the County of Shasta, as to that portion of the herein described property lying within Walker Mine Road (County Road 4G143), a public road.”

The appraiser must thoroughly research the Physical Access and Legal Access for the subject property, including the effect on value.

BLM Grazing Allotments

BLM reported that the surrounding public lands are not allotted and are closed to grazing.

Larger Parcel

The subject property consists of 1 parcel that is surrounded by a mix of public lands owned by the United States of America (USA) and managed by the Bureau of Land Management (BLM) as well as privately owned parcels. Based on public records information, there do not appear to be any other contiguous or nearby parcels held by the same ownership group, but this must be researched by the appraiser.

The appraiser must investigate and conduct all research necessary to develop a well-supported larger parcel conclusion(s) in accordance with UASFLA 6th Edition, Sections 1.2.7.3.1, 1.4.6, 2.3.3.1.2, and 4.3.3.

Ownership

The owner contact information will be provided to the appraiser upon contract award.

Sale and Listing History

BLM reported the property is currently listed for sale. As of the date of this Statement of Work (May 9, 2023), AVSO was able to find the following link for listing information on the property:

As shown in the listing information, the asking price is $450,000 for 163 acres (note the BLM surveyed area for these 3 parcels is actually 160.56 acres), and the property is listed by Scott Swendiman of Swendiman and Associates. One of the graphics on the listing website shows which parcels are for sale, on a For Sale sign on the property. This graphic is shown as follows:

https://www.land.com/property/163-acres-in-Shasta-County-California/15252449/

Given this graphic and the total land area of the property for sale, it appears that both the Tullis property that is the subject property of this SOW (APN: 064-050-016) and the Hale property that is adjacent (APNs: 064-050-015 and - 017), all of which are part of the proposed Walker Mine Acquisition by BLM, are being listed together as one package. It is unknown whether the landowners would be willing to sell the individual parcels separately. Further investigation into this listing is required for the contract appraiser.

A UASFLA appraisal requirement is for the reporting of a 10-year history of all transactions involving the subject property - including and emphasizing: a) current or recent listing/offering of the subject property; and, b) the most recent sale of the subject property. Copies of the most current Sale Agreement and/or Listing Agreement is required.

Tenancies None reported.

SECTION 2 – APPRAISAL REQUIREMENTS & INSTRUCTIONS

Appraisal Standards

1. Uniform Standards of Professional Appraisal Practice (USPAP)

2. Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) 6th Edition

Market Value

The amount in cash or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property. [Interagency Land Acquisition Conference, Uniform Appraisal Standards for Federal Land Acquisitions, 6th ed. [The Appraisal Foundation, 2016), p.10]

Date of Value

The date of value is the date of the last subject property inspection, which must be no later than 30 calendar days prior to the submission of the initial appraisal report, unless the AVSO Review Appraiser approves in advance and in writing.

Extraordinary Assumptions (EA’s)

Extraordinary Assumption No.1, for Potential Environmental Hazards

At the time of this Statement of Work there is insufficient and/or incomplete information to determine if there is environmental contamination on the site relating to past mining activity in the area. AVSO is authorizing the use of an Extraordinary Assumption (EA), which was approved by BLM. If the contract appraiser wishes to modify this EA, they must first notify and receive approval by the AVSO Review Appraiser.

If additional studies are provided to the appraiser (after contract award) that do indicate environmental hazards and/or site contamination, the appraiser reserves the right to review these studies, amend the scope of work and also, potentially, amend the fee and delivery time for the final appraisal report product to AVSO.

Extraordinary Assumption No. 1

According to information from BLM and the Division of Mineral Evaluations (DME) for AVSO, there is historical mining development on or near the subject property, the extent of which is unknown. The primary feature in the area is known historically as the Walker Mine, which once included numerous workings, a cyanide mill, hundreds of feet of drifts as well as presence of stopes and other large mining voids.

Therefore, both physical (abandoned mine hazards) and environmental hazards (associated with prior milling operations) may be present on the subject property.

A site visit conducted in April 2023 by Mr. Dan Ryan, Realty Specialist with BLM, indicated no observable environmental damage on the subject property. Additionally, aerial photographs and Radius Map Reports prepared by EDR (Environmental Data Resources, Inc.), showed no definitive evidence of environmental contamination on the subject property. Nonetheless, a more comprehensive analysis of environmental site conditions, such as one contained within an Environmental Site Assessment, which is not available as of the time of this appraisal, may reveal additional information not yet known.

Therefore, for the purposes of analysis for this appraisal and based upon the information on hand thus far, the appraiser assumes there are no environmental hazards and/or site contamination that could materially affect the market value and/or marketability of the subject property.

Note that the BLM Realty Specialist indicated that Todd Wang, an Environmental Engineer with BLM, reviewed the BLM Realty Specialist’s findings thus far and determined that a Phase 1 ESA can be completed but that the appraisal can commence without it. Mr. Wang indicated there is a low probability of any findings that would need cleaning up.

As a result, the following Extraordinary Assumption (EA), which was approved by BLM, can be applied and is authorized by AVSO. If the contract appraiser wishes to modify this EA, they must first notify and receive approval by the AVSO Review Appraiser:

Extraordinary Assumption No. 2:

The valuation of the subject property is based on the extraordinary assumption that all required clean-up actions will be completed at the expense of the current landowner, before the acquisition by BLM is completed. BLM will conduct a final inspection to verify and accept clean-up to ensure its satisfactory. In particular, the clean-up actions include 1) removing a number of trash items (approx. 10 cubic yards of old wire, sheet metal, wood and other miscellaneous household garbage that was dumped into a drainage next to an interior road, 2) removal of an old 5,000 gallon tank likely once used for water for a mine and 3) removal of buried/exposed iron pipe in an area where there once was mining on a sidehill. BLM will NOT require the removal of the concrete foundation since it contains historic properties protected under NHPA. BLM does not want this removed.

If the appraiser determines that additional extraordinary assumptions are necessary for the completion of the assignment, he/she must contact the AVSO Review Appraiser for prior written approval.

Hypothetical Conditions (HC’s)

None. If the appraiser determines that hypothetical conditions are necessary, he/she must contact the AVSO Review Appraiser for prior written approval.

Jurisdictional Exceptions (JE’s)

Note that the definition of market value includes reference to a reasonable exposure time. USPAP’s SR 1-2 (c) (iv) requires that “When reasonable exposure time is a component of the definition for the value opinion being developed, the appraiser must also develop an opinion of reasonable exposure time linked to that value opinion.” However, UASFLA 4.2.1.2 states, “Appraisers should not link an opinion of market value made for federal acquisition purposes to a specific exposure time. This jurisdictional exception is required for appraisals applying the federal definition of market value.” In order to be consistent with UASFLA the appraiser is instructed to employ a Jurisdictional Exception and not develop an estimate of exposure time. The regulations requiring the exception to USPAP SR 1-2 (c) (iv) should be cited as UASFLA 4.2.1.2 and 49 C.F.R, Part 24.103. Any other jurisdictional exceptions require approval from the AVSO Review Appraiser.

Placement in Report

The appraiser must clearly identify all Extraordinary Assumptions and Hypothetical Conditions wherever the final opinion of value is stated, including the Letter of Transmittal and the Summary of Salient Facts, and General Assumptions and Limiting Conditions.

As required by USPAP, the appraiser must include a statement that the use of any Extraordinary Assumptions and Hypothetical Conditions might have affected the assignment results.

Jurisdictional Exceptions, other than the approved one regarding exposure time, must also be disclosed in the same manner as directed above for Extraordinary Assumptions and Hypothetical Conditions.

Property Inspection

The appraiser must:

1. Inspect the subject property and all the market properties used in direct comparison, unless the

AVSO Review Appraiser has approved other conditions in writing.

2. Notify in advance both the BLM Realty Specialist and AVSO Review Appraiser when the property inspection will occur (contact information will be provided upon contract award).

For this appraisal (with an intended use of acquisition), the appraiser must certify in the report that he/she extended an offer to the property owner (or the owner’s designated representative) to accompany him/her during the property inspection. [Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended and the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Ed. (Section 2.3.1.4, page 58)]

Pre-Work Meeting

The appraiser may need to coordinate a pre-work meeting with the assigned AVSO Review Appraiser, the agency BLM Realty Specialist and/or other agency representatives or interested parties.

If any significant items of concern are observed during the property inspection, from aerial photographs, or other materials researched during the appraisal process, then the appraiser must contact the AVSO Review Appraiser before continuing with the appraisal assignment.

Controversies/Issues

No controversies or extraordinary issues are anticipated for the appraisal assignment. Should the appraiser identify controversies or issues during the course of assignment, he/she must immediately notify the AVSO Review Appraiser.

Legal instructions

None. Should the appraiser require legal instruction during the course of the assignment, he/she must immediately notify the AVSO Review Appraiser.

Special Appraisal Instructions

1. The appraiser must deliver an appraisal report that complies with both USPAP 2020-2023 and UASFLA 6th Edition. Further, the appraisal report must conform to the sequence and content outlined in UASFLA 6th Edition, Appendix A (Pages 208-212; Appraisal Report Documentation Checklist) and Appendix B (Page 213- 214; Recommended Appraisal Report Format for Total Acquisitions).

2. AVSO is the appraiser’s sole client. The appraiser may not communicate assignment results to any party except AVSO until authorized to do so in writing by AVSO.

3. Any communication (verbal or written) with the Client Agency BLM Realty Contact and/or the Property Owner shall include the assigned AVSO Review Appraiser.

4. If the appraiser encounters any obstacles that are outside the normal appraisal process as directed in the SOW, the AVSO Review Appraiser is to be contacted immediately

General Appraisal Requirements & Instructions

1. The appraiser must have training and experience in appraising property similar to the property involved in this appraisal assignment pursuant to the UASFLA.

2. The appraiser must hold a valid license as a Certified General Appraiser for the jurisdiction in which the subject property is located. Valid credentials include those obtained directly from the jurisdiction, those issued under a reciprocity agreement, and/or those characterized as “temporary” under the jurisdiction’s licensing and certification statutes.

3. The appraiser must have completed the education or taken the necessary steps to conduct an appraisal in full compliance with the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Edition. UASFLA (Page

56) states that a report prepared in accordance with UASFLA Sections 2.3, 2.4, and 2.5 is consistent with and/or exceeds the requirements for an Appraisal Report under Standard 2 of USPAP.

4. The AVSO Statement of Work (SOW) and other assignment instructions must be included within the Addenda to the appraisal report.

5. The appraiser must appraise the subject property in its “As Is” condition unless authorized in writing by the AVSO Review Appraiser to do otherwise, or as noted via the Extraordinary Assumptions and Hypothetical Conditions.

6. The preferred method of adjusting comparable data is through the application of well supported quantitative adjustments (percentage, $/acre, etc.). Quantitative adjustments without market support are unacceptable.

Qualitative adjustments (similar, inferior, or superior) should be used when market variables cannot be quantified and/or market data is inadequate. When the appraiser applies qualitative analysis, the appraiser shall include thorough narratives for all elements of comparison to explain the appraiser’s rationale and reasoning for the differences between the comparable data and the subject property.

All adjustments, whether quantitative or qualitative, must include comprehensive discussions and be supported by clear, appropriate, and credible analysis based on documented market research. Mere references to undisclosed “trends,” or reliance on the appraiser’s “opinion” or “judgment” without market support is unacceptable.

Market support includes, but is not limited to, discussions with buyers, sellers, investors, brokers, attorneys, and title officers. The appraiser must also consider the effect of applying multiple adjustments and beware of the risk of double counting overlapping adjustment factors.

7. The opinion of market value may not be predicated upon highest and best uses that are speculative or conjectural. A highest and best use estimate requires showing reasonable probability that the land is both physically adaptable for such use and there is an economic need or demand for such use at the effective date of appraisal. Adequate support for a reasonably probable, legally permissible and physically possible use may result in multiple financially feasible uses. As such, each financially feasible use must be examined within the parameters of its supply and demand and the buying power of identified market participants to arrive at a specific maximally productive highest and best use from among the financially feasible uses. Overly broad highest and best use identification should be refined to more specific uses that generate the highest monetary return to the land. The appraiser is expected to be familiar with the different levels of market analysis (Chapter 15 – Market Analysis, The Appraisal of Real Estate, 14th Edition) and identify and apply the level of Market Analysis necessary to support the determination of a specific highest and best use. Reference to Scope of Work Rule in USPAP is made for guidance.
