Question 2: Are mineral rights (including oil/gas) to be included and valued within the report and will mineral assessment and market analysis reports be provided by the Division of

Minerals Evaluation?

Answer: Title Status Report (TSR) will be issued upon award of contract identifying, if any, Outstanding Rights.

Question 3: Are water rights to be considered in the appraisals?

Answer: Title Status Report (TSR) will be issued upon award of contract identifying, if any, Outstanding Rights.

Question 4: Are aerial inspections (by fixed/rotary wing and/or UAS) permitted in lieu of ground inspections for both the subject properties and comparable sales?

Answer: The appraiser's inspection is commonly limited to those things readily observable without the use of specialized tools or equipment. As a matter of choice, the appraiser may use any combination of a property inspection or property inspection tools available to them to identify the relevant property characteristics of the subject property or sales data consistent with USPAP and the Personal Inspection definition in USPAP.

Question 7: Why are improved comparable sale write up samples requested when the subject allotments are under the hypothetical condition that they are vacant and unimproved? Are they required to be considered responsive to the

Solicitation?

Answer: Sale write-up samples are to be considered responsive to the solicitation, for this solicitation since the subject property is considered ¿vacant land¿ the only sale write up necessary is for unimproved land.

Question 8: Is there an extraordinary assumption that the TAAMS Data will be the official record regarding the legal descriptions of the allotments, regardless of other calculated areas from GIS layers (if provded)?

Answer: After award of contract, the appraiser must contact AVSO review appraiser for prior written approval of Extraordinary Assumptions.

Question 9: Is exposure time to be considered in the assignment?

Answer: When reasonable exposure time is a component of the definition of value, appraisers must develop an opinion of the reasonable exposure time linked to the value opinions.

Question 10: In order to satisfy Factor 3, much of the experience in which we would submit was while one of the appraisers was under the employ of DOI-AVSO-LBBP (supervised under Iris Crisman), in which AVSO has the reports in their possession.
