Electric Vehicle Support Equipment (EVSE) Installation Statement of Work

Opening Statement:

The intent of this solicitation is to procure materials and installation to provide EVSE chargers at the Stewart Lee Udall Building:

Stewart Lee Udall Department of the Interior Building 1849 C Street NW Washington, DC 20240

Background:

The Stewart Lee Udall Building serving as the Department of the Interior Headquarters was built in 1936 and concluded a multi-year/multi-phased modernization project in 2017. The building has three basement garages that provide parking for government and personal vehicles: The Ramp A/B Garage, the Ramp C/D/G Garage, and the Ramp E Garage. These garages need to be fitted out with electric vehicle charging infrastructure.

Scope of Work:

Supply and install one dual charging station in the Ramp A/B garage and one dual charging station in the Ramp E garage complying with the following requirements:

1. All chargers are to be Level 2 chargers with dual ports and minimum 8-foot charging cords with J1772 connectors.

2. Chargers must have native support for web-based software that can provide information on electricity usage, access control, notification when vehicles complete charging, and control over charging costs. Software must be compatible with the GSA Fleet Card program.

3. Maximum dimensions for chargers are to be 400 mm (16”) wide by 300 mm (12”) deep. Height must be accommodated by existing ceilings at each location.

4. A NEMA type 4 blade disconnect with a lockout hasp must be provided within visual line of sight for each charger.

5. All chargers must be compatible with Category 4 public cellular networks.

6. All exposed conduit in garages and mechanical spaces or in other locations where it may be subject to damage must be rigid or electrical metallic tubing (EMT).

7. Wherever possible conduit and wiring should be concealed above finished ceilings.

8. Conduit, boxes, and connectors (but not the chargers themselves) must be painted to match adjacent wall and ceiling finishes.

9. All splices and connections must be enclosed.

10. All boxes and disconnects must be labeled with panel and circuit identifiers.

11. Identification of power sources is the responsibility of the offeror and will be part of the mandatory pre-bid walkthrough.

12. Power supply will be 208 volts, 60 hertz, 3 phase.

13. When mounting conduit or other items onto ceilings and walls, the contractor must use HEPA vacuums to control any dust that could adhere to vehicles in the garage.

14. The government may award any or all of the CLIN items below based on availability of funds. Pricing for each CLIN must be independent.

CLIN 0001: Install two chargers at the following locations:

1. Provide and install one (1) dual plug charger in the Ramp E Garage.

2. Provide and install one (1) dual plug charger in the Ramp A/B Garage.

OPTIONAL CLIN 0002: Install two chargers at the following locations:

1. Provide and install one (1) dual plug charger in the Ramp A/B Garage.

2. Provide and install one (1) dual plug charger in the Ramp C/D/G Garage.

OPTIONAL CLIN 0003: Install three dual plug chargers in the Ramp C/D/G Garage:

General Notes:

1. Recommend the Prime Contractor attend an onsite walk-through of the space to ensure they understand the scope of work and existing conditions

2. All materials and practices used must be in accordance with manufacturer recommendations.

3. Any and all outages or other impacts to building use must be submitted to the COR at least 10 business days in advance and must be approved by the COR in writing by email prior to taking place.

4. The Prime Contractor must have their own employee(s) onsite in a supervisory position at all times that one of their subcontractors are working should that be the case.

5. Contractor Qualifications: Firm, company and/or principal specializing in this scope of work with not less than 3 years of documented successful experience.

6. Contractor personnel will conduct themselves in a manner that reflects favorably upon the Contractor, the Office of Facilities and Administrative Services, and the Department of the Interior. The Contractor and its personnel will comply with the guidelines and requirements established by Departmental physical-security officials

7. All practices must be in accordance with all relevant safety standards including but not limited to National Electric Code, OSHA requirements, and the GSA P100 standard. The contractor will be responsible for providing all required PPE and safety equipment. Contractor is representing, by acceptance of a contract, that it has thoroughly researched all applicable codes and regulations regarding this scope of work.

8. All waste products will become the property of the contractor on removal and must be disposed of in accordance with all local, state, and federal rules and regulations including (where applicable) the US Department of Transportation Federal Motor Carrier Safety Regulations (FMCSR).

9. The contractor is expected to secure pricing for all associated labor and components at time of contract acceptance. Any price increases from the date of contract are the Contractor’s responsibility.

10. Parking will only be provided for one vehicle. Vehicle size and height are limited at this location due to garage entry heights and tight turning radii and must be coordinated with the COR in advance.

11. Work in the Ramp A/B Garage or in the Ramp C/D/G Garage may take place during business hours, defined as Monday through Friday from 6 AM until 8 PM excluding federal holidays, unless the work will create dust, noise, or other irritants that would prevent full and free use of the space by the Department.

12. Work in the Ramp E Garage must take place outside business hours.

13. The Ramp D loading dock can be used only for loading and unloading of supplies and materials and only after coordination with the COR. The loading dock capacity is restricted to a 24-foot box truck.
