United States Department of the Interior
INTERIOR BUSINESS CENTER
Washington, DC 20240
LIMITED-SOURCES JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
SOL # 140D0420Q0507
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
This is a Limited Source Justification executed by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 1 Branch 2, on behalf of the DOI Office of the Chief Information Officer (OCIO).
2. Nature and/or description of the action being approved.
The purpose of this action is to award a logical follow-on to Task Order which was competitively awarded to Phase One Consulting Group, LLC against GSA Schedule 70, GSA schedule . The estimated Period of Performance for this Logical Follow-On order is nine (9) months beginning
The original Task Order was competitively awarded under FAR 8.4 under the GSA Professional Services Schedule 70 and awarded to Phase One Consulting with the period of performance of and a value of . This Task Order currently provides the services as detailed below in section 3. The scope of the follow-on order will be the same scope as the current Order
On in Modification 23 the Government recognized a novation and change-of-name agreement from Phase One Consulting Group, LLC to Accenture Federal Services, LLC.
Accenture has continued to perform these services at the same rates specified in the task order originally awarded to Phase One.
It is in the Government’s best interest to issue a logical follow-on order for a continuation of these same services. DOI OCIO has a continuing need for these services and there is a planned re-compete of this requirement. A logical follow-on to the current Task Order will ensure there is adequate support and a transition period from the incumbent to the potential awardee of the new Task Order. It is estimated it will take a 9-month period to insure all items are completed, allow an ample amount of time for a competitive award and transition of work.
The logical follow-on order to the incumbent requires the tasks of major functional components for CMO support and ICAM support which are two major program areas within the Office of the Chief Information Officer (OCIO).
The first is communications support for the Immediate Office of the Chief Information Officer (CIO). The immediate office is providing all employees across the Department of the Interior with vital information regarding key Information Technology (IT) initiatives, service offerings, operations, as well as critical information pertinent while operating under the current COVID-19 environment. The support ensures that employees are properly equipped with the tools and resources they need to effectively and compliantly utilize approved technology resources.
In light of the COVID-19 pandemic and the Department of the Interior maximizing telework, employees have become increasingly reliant on the communications provided via email announcements, newsletters, SharePoint sites, All-Hands meetings, meeting support, and more.
The support also addresses media requests and meeting support. This support also covers communications support of the Office of Wildland fire program, which is a critical life-saving program within the Department of the Interior. These communications are critical to Government staff in managing day-to-day program operations.
The ability for the OCIO to quickly and effectively communicate using established DOI channels/systems is critical to DOI’s security, technology, and management functions during both normal and emergency operations.
The second program area is to provide support for the Identity Credential Access Management (ICAM) Program, these services under the ICAM program are tightly integrated into managing the unique inquiries, onboarding, registering, inventorying, and security, of Federal Employees and Contractors Credentials.
Provides Smart Card (HSPD12) support for all of the DOI; which is required for systems access, building access, and required personnel data encryption for nearly all DOI personnel. This is performed with specialized systems, equipment, and knowledge that is not commonly found in most IT-support vendors.
Issuing a follow-on order to the incumbent, who has been working efficiently and delivered a significant number of work products, will avoid undue substantial duplication of cost, as well as large delays in fulfilling the requirements at a critical juncture in CMO and Identity Credentialing Access Management (ICAM) Support. The mission impact to the Government in either a lapse in service or transition to a new vendor would be significant. It would take an estimated 120 days for any new vendor to acquire the institutional knowledge necessary to complete tasks currently in progress and tasks remaining to be completed.
Accenture currently possess the operational infrastructure of personnel who have proven a satisfactory level in performance of the Government’s requirement to successfully meet the Department's mission and goals.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.
The work associated with this effort is a continuation of the work required to maintain continuity of operations. The need for this service is on-going and a re-competition will be underway. In order to facilitate a re-competition and to have a proper transition period, this short-term requirement is necessary to avoid a break in critical service.
