RFQ #1402322Q0215
Question & Government Responses
1) Would you clarify the set aside status for Solicitation 140A2322Q0215? On the SF 1449 the
“unrestricted” box is checked, but as I read through the RFQ, there is a provision that only IEE will be considered for this project.
Response: This opportunity is set aside for Indian Small Business Economic Enterprises (ISBEEs).
2) In your pricing schedule there is 3,840 hours in the Sr. Project Manager category. Are you asking for two Sr. Project Managers? If so, do you need resumes for both?
Response: Yes. Yes.
Is the optional support section of the pricing schedule overtime or an additional part-time personal?
Response: If funded, it is intended for additional full-time personnel.
3) Can you make the Senior Technical Writer education requirement Bachelors with at least 10 years of experience? There are many in the education and other industries that can add value with the relevant experience that doesn’t have a masters degree.
Response: Yes, that would be acceptable.
4) Is there an incumbent?
Response: No, this is a new requirement.
5) In the B08_Solicitation_Attachment_1_SOW document, there are three task areas for three different positions (Project Manager, Business Analyst, and Technical Writer), however in the main Sol_140A2322Q0215.pdf document, under Quote Format, there only lists out two key personnel requirements "Include information on personnel to include resumes on all proposed key personnel (Sr.Project Manager and Sr. Technical Writer) who will perform under the contract." We want to confirm that we need to submit three resumes and pricing for all three positions.
Response: Correct. Two of the three positions will be categorized as key personnel. The Government requires the contractor to fill all three but in response to quote submission, the Government is requesting resumes for key personnel only (two Sr. PMs and one Sr. Technical writer).
6) Section E-Solicitation Provisions Incorporated by Referemce1) Quote Format “Key Personnel:
Include information on personnel to include resumes on all proposed key personnel (Sr. Project Manager and Sr. Technical Writer) who will perform under the contract. The resume must at a minimum demonstrate that the individual meets the minimum stated qualifications (education, experience, and certifications) for the positions per the SOW.”
Key Personnel, within the pricing volume appears that there are two Sr. Project Managers required by the hours provided.
Price Volume
Position: Sr. Project Manager
Base Year:
Hourly Rate Hours Extended
Total $ 3840 $
Position: Sr. Technical Writer Base Year:
Hourly Rate Hours Extended
Total $ 1920 $
Can you please clarify, are we to submit within the proposal response one Sr. Project Manager resume and one Sr. Technical Writer resume, or two Sr. Project Managers resume and one Sr.
Technical Writer?
Response: The latter. The Government is requesting resumes on all key personnel which would be three personnel total.
Should the Attachment 2 Pricing Schedule be submitted as an Excel spreadsheet or PDF and attached to the submission in Vol 2?
Response: Excel is preferable.
7) It appears you are looking to fill three roles: Sr. Project Manager, Sr. Technical Writer and
Business Manager. Your solicitation suggests you'd like one contractor to take on the job and hire all the roles as necessary.
Would your organization be amenable to contracting out just the technical writing role to an individual with the capacity to handle the SOW?
Response: No, the contractor will be required to fill all positions under the contract.
8) On page No. 8 of the SOW in the Deliverable section, it states the following-
Develop the appropriate Project management tracking tools for the following types of projects.- Facility Improvement Projects; Major Improvement and Repair projects;- System user access requirements for all facility staffing;- Space Expansion Projects; current space allotments;- BIE Office space availability; future planning;- Other facility and administrative related projects.
Does BIE already have any current project management tools?
Response: The Government only has Microsoft Excel at this time.
If not, are they ok with us developing a tool in Microsoft Excel or Access or would they prefer for us to purchase a tool?
Response: Microsoft Excel would be the baseline option to use. However, the Government may be agreeable to purchase software licenses for a Project Management program. The contractor may propose two options in their quote, one that utilizes Excel and one that is for a different program for the Government’s consideration.
Can you give me an estimated budget the PM would be working with on an annual basis?
Response: This information is not available at this time.
How many other PM's are currently doing the similar work you are requesting from this PM on this SOW? How many support staff such as Admin.'s, Business Analysts, Directors, etc are currently supporting these 183BIE schools? What is the total number of students from all 183 BIE schools?
Response: These are new positions, there is no incumbent contractor serving in these roles. BIE serves approximately 46,000 students.
9) The NAICS code of 541611 has a small business size standard of 16.5M. We are an ISBEE intending to submit a bid, but we may be slightly above the NAICS limit.
Would the Government consider changing the NAICS code to 541519 to increase the size standard to 30M? Or does our ISBEE status override NAICS code size standards?
Response: The Government will keep the current NAICS at 541611. The size standard does apply.
The company must meet the definition of an Indian Economic Enterprise (return rep 1452.280-4) and they must be a Small Business under the applicable NAICS code to be categorized as an
ISBEE.
