QUESTION 1: Can you please clarify the due date? The General Information says March 31 at 4:00 but the Instructions to Offerors says March 29 at 3:00.

ANSWER 1: Proposal due date/time is 31 Mar at 3:00 PM (EST).

QUESTION 2: Evaluation Factor b.2a says to submit five example projects in narrative format that do not exceed two pages. Are these to be in SF330 Section E format?

ANSWER 2: Yes

QUESTION 3: Evaluation Factor b.2b lists information to include in the narrative that does not apply to bridge inspection, such as design fees and construction cost. Can you please clarify what information you want included in the project examples?

ANSWER 3: Refer to para 3(b) "Specialized Experience and Technical Competence.

QUESTION 4: Is there any way we can bid only for this portion of the contract?

ANSWER 4: This is acquisition is all or none.

QUESTION 5: On the contrary we would like to get in touch with the awarded prime consultant. Could you give me the contact of the person in charge of the bridge inspections?

ANSWER 5: This hasn't been awarded yet, but the award notice will eventually post on beta.SAM with the awardee's info so you can reach out to them at that time.

QUESTION 6: On page 3 of 17 of Attachment 3—SOW, it states: The Consulting firm shall be pre-qualified to conduct bridge inspection work for the US Department of the Interior – Bureau of Indian Affairs (BIA) Division of Transportation.

The individual in charge of the organizational unit, in charge of the inspection team, and the bridge inspectors, shall meet the qualifications as stated in the Code of Federal Regulations, 23 CFR, 650.307.

Question: In addition to specific NBIS program manager and team leader requirements, are other BIA specific pre-qualifications required?

ANSWER 6: Each bridge inspection team must be comprised of at least two bridge inspectors. The bridge inspection team must be under the full-time, on-site supervision of a team leader. Some inspections will require more than two team members for safety reasons or to include needed expertise. A bridge inspection team leader must have, at a minimum, the following qualifications:

• Registration as a Professional Engineer;

• 5 years of bridge inspection experience;

• Certification of completion of an FHWA-approved comprehensive bridge inspection training course.

Team leaders must complete an FHWA-approved bridge inspection refresher course every 5 years.

If a team leader will be engaged in a fracture critical member inspection, they must have successfully completed an FHWA-approved fracture critical member inspection course.

Underwater inspection personnel must:

• Have successfully completed an FHWA-approved underwater bridge inspection course, or

• Provide suitable documentation that they have received training throughout their career that covers the topics covered in an FHWA-approved underwater bridge inspection course.

Commercial diver certification is not, in itself, sufficient to meet underwater bridge inspection training requirements.

QUESTION 7: On past BIA Bridge inspection contracts, Stage 1 and 2 scour evaluations were conducted. Are you anticipating any Stage 3 or 4 scour evaluations in the scope of this contract?

ANSWER 7: No, in the event a Stage 3 or Stage 4 scour evaluation is needed, we will take the data from the report and consult with FHWA personnel. Your organization will be responsible for Stage 1 and Stage 2 Scour Evaluations only

QUESTION 8: On page 2 of Attachment 2 – Evaluation Factors, it states: a.1. The offeror’s team shall include staff members licensed in the appropriate state in the following disciplines:

Civil Engineer Geotechnical Engineer Structural Engineer

Question: On past bridge inspection contracts with the BIA, the confirming registered professional engineer was allowed to be licensed in any state. Is the confirming engineer now required to be licensed in each state the work is conducted?

ANSWER 8: The confirming engineer may be licensed in any state and is not required to be licensed in each state the work is performed.

QUESTION 9: When one of our example projects has a client project manager that has since moved on to a different role and cannot be contacted, will a lack of a PPQ be counted against us?

ANSWER 9: Offerors with no past performance cannot be evaluated favorably or unfavorably.

QUESTION 10: Section F: Are example projects limited to two pages each?

ANSWER 10: Project examples should not exceed two pages each

QUESTION 11: Section H: Is there a page limit to Section H?

ANSWER 11: No

QUESTION 12: SF330 Part II: Are we required to submit an SF330 Part II for each branch office, or will one per firm suffice?

ANSWER 12: Follow the directions on the form

QUESTION 13: NAICS: the advertisement on SAM.gov classifies this acquisition as NACIS 541330, however page 14 of 25 in the solicitation PDF identifies this acquisition is 541310 Architectural Services.

Please clarify which NAICS code will be used to determine the small business size standard

ANSWER 13: 541310

QUESTION 14: Evaluation Factors - Example Projects: please clarify what is meant by Evaluation Factor "Design of all example projects must have been completed within the past seven (7) years". Does BIADOT desire to evaluate example projects where the Offeror performed design services more so than bridge assessment services?

ANSWER 14: Yes, we want to evaluate your design services

QUESTION 15: Evaluation Factors - Example Projects: Does BIADOT require a certain percentage of the example projects to be from the Prime contractor? Or should the example projects show a mix of Prime contractor and sub-contractor experience?

ANSWER 15: Refer to DIAR Clause 1452.280-3 Subcontracting Limitations

QUESTION 16: Consultant Qualifications: Attachment 3 - Statement of Work, Section IV. Consultant Qualifications states that "The Consulting firm shall be pre-qualified to conduct bridge inspection work for the US Department of the Interior – Bureau of Indian Affairs (BIA) Division of Transportation". Please clarify what is meant by "pre-qualified".

ANSWER 16: Means a firm evaluated against the solicitation requirements to qualify for contract award

QUESTION 17: Consultant Qualifications: Attachment 2 - Evaluation Factors, Section 3.a.1. "The offeror's team shall include staff members licensed in the appropriate states in the following disciplines: Civil Engineer; Geotechnical Engineer; Structural Engineer." These bridges are spread across approximately 21 states. Do we need PEs in each of these states?

ANSWER 17: The confirming engineer may be licensed in any state and is not required to be licensed in each state the work is performed.

QUESTION 18: Consultant Qualifications: Attachment 3 - Statement of Work, Section VIII. Consultant Responsibility states that "It will be the responsibility of the consultant to coordinate the access to the Bridge Management System in the Trust Network". What is the name of the software used?

ANSWER 18: Bridge Management System (BMS) is a database for the periodic inspection and evaluation of public bridges/structures owned or maintained by the BIA in accordance with the National Bridge Inspection Standards (NBIS). The database also consists of tribally-owned bridges/structures in which the BIA is coordinating the inspection of, per the NBIS, and the submittal of resultant data to the National Bridge Inventory (NBI) on their behalf. This asset management system, BMS, is both a custom made and Oracle-based algorithm that exists within the Trust Network of Integrated Transportation Information Management System (ITIMS). The consultant(s) shall undergo a background check and after being approved shall have access to the BMS module in ITIMS, as a matter of course, to input and submit inspection data to the BIA Bridge Program.

QUESTION 19: C--BIADOT Bridge Assessment Services Special Notice: The special notice for this solicitation posted on March 2, 2021, includes the statement "Failure to respond to this post does not preclude participation in the subsequent technical evaluation so long as a firm's SF 330 is currently on file.". Please clarify if this means that Offeror must already have an SF 330 on file with BIADOT prior to submitting a response to this solicitation.

ANSWER 19: Yes, please submit an SF330 as part of your proposal. It doesn't already have to be on file with BIA to compete for this requirement.
