White Mountain Apache Department of Correctional Facilities:
Structural Repairs Project Bureau of Indian Affairs Ft. Apache, Arizona White Mountain Apache Indian Reservation, Navajo County
LOCATION OF PERFORMANCE
White Mountain Apache Tribe Reservation, Department of Correctional is located on the in the town of Whiteriver, Arizona, Navajo County. 33°48’13.89”N 109°58’56.29”W Physical Address: 506 Indea Gozhoo ltin
INTRODUCTION
White Mountain Apache Department of Correction (DOC) is located in Fort Apache, Arizona, on the Indian Reservation of the White Mountain Apache Tribe (WMAT). The correctional facility is owned and maintained entirely by the Bureau of Indian Affairs (BIA) and administered by WMAT. Engineering and Architectural (E&A) firm was contracted by the BIA to conduct a comprehensive structural analysis at the DOC. The specific scope was focused on checking the adequacy, structural integrity and soundness of structures and their components. The assessment is to evaluate the structure’s current and future conformance to building codes.
The building is a two-story masonry structure supported by a concrete foundation system the slab-on-grade flooring. The exterior walls are concrete masonry units (CMU). Control joints was observed in the CMU at approximately thirty-foot intervals. Steel columns and masonry lintels are used to support the exterior all and roof structure. Interior walls metal framing with gypsum board wall/ceiling, acoustical lay-in ceiling at non-secure areas and pre-cast concrete cell blocks.
The BIA, Fort Apache Agency Whiteriver, AZ is soliciting proposals to repair the finding of the structural analysis report.
BACKGROUND
White Mountain Apache Department of Correction was constructed in 2008. The Correction Facility currently serves 130 plus inmates a facility designed to only serve 75 inmates. The facility Due to incorrect plumbing three hot water heaters are sitting idling collecting scale and settlement rendering them inoperative. The facility currently operates seven days a week three-hundred sixty-five days a year. In recent years the facility had started to show signs of settlements. Structural cracks had developed in both exterior/interior walls and the floors. Most recently the exterior CMU had broken away and exposed a steel column embedded within the CMU wall. The south youth booking exterior door frame #104A is showing signs of stress cracks.
A comprehensive structural analysis/assessment inspection has been conducted to ensure structural integrity, strength and stability under normal/actual loads as well as reducing the possibility of disproportionate collapse under unanticipated or accidental loads. Determine consequence of having insufficient structural integrity meaning the building may not be able to support the loads that it was design for. Factors of evaluation had involve visual observation of structural distress members such as columns, beams, joists, load bearing walls, slabs, roofs decking, foundations, and connections for any signs of structural deficiencies such as cracks, excessive movements, bowing, defections, differential settlements, including any evidence of distress and material deterioration.
PREASSESSMENT
Due to changing Climate Condition, building expansion and contraction. The current condition of the building had changed significantly, broken filler bricks falling into the inmate population. Pre-assessment of real time condition is necessary to ascertain structural integrity for safe occupancy of the building. Pre-assessment to include visional observation of interior walls; bearing/non-bearing wall, bar-joist penetrations and any significant cracks in the walls and floor and ceiling. A “Destructive Investigation” maybe warrant at the door lintel area of #104A. CMU may need to be removed to ascertain what is causing these stress cracks within the doorframe. The steel column, fin plate and lintel need to be looked into thoroughly for a proper resolution of repairs.

SCOPE OF WORK
The successful Offeror (contractor) shall supply BIA/Fort Apache Agency the professional services and technical support, subcontracted as necessary, to implement and fully execute Tasks #1 through #9 of this requirement. Services and support are to include, but are not limited to: contract administration, project management and coordination; furnishing of personnel, labor, equipment, materials and supplies necessary for the development, submittal, and acceptance of deliverables; performance of work, services, and products rendered with observance of, and adherence to the conditions and prescriptive specifications provided in this Part.
Task 1. – A & D POD, Masonry Wall repairs.
· In D-POD, remove masonry fill material, where roof joists pass through non-bearing concrete masonry walls and leaving a 2” void around roof joists and then filled void with “Compressible Material’ reference to Architectural Plans, Page 17, Framing Details, #230. Compressible material will allow the roof joist to naturally move without putting stress on the wall.

Task 2. – Conduct a Destructive Investigation (Shoring up Door #104A) Doorframe and Lintel area for investigation of Steel column, fin plate and Lintel connection.
· Investigate if/why doorframe is bearing lateral load at this point, recommend possible remedy in relieving stress at doorframe.
· Replacement frame/door, grout frames per specification to allow proper door movement
· Rehang existing door within adjusted frame
· Replace hinges and hardware as needed
· Adjust door as required to ensure proper movement of door Task 3. – Flashing/CMU repairs at lower roof parapet
· Remove existing flashing and caulking as needed to facilitate repair
· Install new metal flashing where lower level CMU parapet wall meets higher level CMU wall. Tuck and Point both horizontal and vertical surfaces with new material of the junction.
· Repair any roofing membrane damaged during the new flashing install
· Correct existing flashing at roof level at this junction and install new tapered insulation if necessary, to promote positive drainage away from these corners.
Task 4. – Sidewalk removal and replacement to facilitate positive drainage
· Saw cut and remove existing damaged and spalling section of concrete sidewalk at front entry approximately 120’
· Install new concrete sidewalk to match existing and slope to drain away from building
Task 5. – Repair concrete floor in C-Block where floor meets CMU Bearing wall
· Clean debris in existing gap and prepare as needed to receive floor leveling material
· Pour self-leveling concrete floor compound approximately 20-30 square feet
· After compound has cured apply concrete to floor to match existing.
Task 6. – Site drainage Improvements
· Install concrete swale from downspouts to carry water to positive drainage location.
· Regrade as needed to facilitate placement of swale
Task 7. – Redirect roof downspout drainage off front sidewalk and direct away from building
· Disconnect existing downspout
· Add new section to gutter to match existing to the east of the existing downspout location. All 10-12’ new section of gutter at an angle above exiting window to allow vertical section of downspout to discharge off the existing concrete sidewalk. Existing vertical section of downspout may be reused as long as the integrity of the downspout system remains. If existing downspout cannot be property reused, it must be replaced with new downspout.
· Add new splash block at discharge of relocated downspout.
· Paint downspout to match existing.
Task 8. – Repair (Tuck & Point) Masonry cracks on Interior and exterior
· Labor and materials for repairs for approximately 300 square feet (allowance)
· Repaint repaired masonry to match adjacent finishes.
Task 9. – Repair Miscellaneous Interior Drywall cracks
· Labor & material for repairs for existing damage (allowance)
· Repaint repaired drywall to match adjacent finishes.
DELIVERABLES
Contractor shall submit hardcopies of the Project Work Schedule. Site Health and Safety Plan (HASP), a Spill Prevention Plan, and a Quality Assurance Project Plan (QAPP), as required.
PLACE OF PERFORMANCE
Field services shall be required at the White Mountain Apache Department of Correctional Facilities in Whiteriver, Arizona.
PERIOD OF PERFORMANCE
The performance period of this requirement is One Hundred Twenty (120) calendar days from the Notice To Proceed.
