The solicitation number is TB062326, with proposals due on July 23, 2026, at 12:00 AM EDT. An optional pre-proposal conference will be held on the opening date of June 23, 2026, at 2:00 PM EDT. The contract will be awarded to a qualified, licensed, and bonded security firm to provide professional on-site security guard services. The proposal must include detailed pricing for all proposed rates, fees, and charges associated with security services, with payment terms of 2% discount at 15 days or Net 45 days unless alternate terms are proposed. The University encourages participation from Connecticut-certified Small Business Enterprises (SBE), Minority-Owned Businesses (MBE), Woman-Owned Businesses (WBE), and Disability-Owned Businesses (DisBE) certified by the Connecticut Department of Administrative Services. Mandatory submittals include a Campaign Contribution Certification form, Bidder Contract Compliance Monitoring Report, SEEC Form 10, Connecticut Economic Impact Form, Non-Collusion Affidavit, and acknowledgment of the University's Vendor Code of Conduct. Proposers must provide three references from comparable contracts, preferably from higher education institutions, and declare any potential conflicts of interest or deviations from the University's template contract. All proposals remain valid for a minimum of 180 days from the due date. The University reserves the right to reject any or all proposals and waive irregularities or technicalities at its discretion.
