About this file
This is a Request for Bids (RFB) issued by the State of Iowa Department of Administrative Services for auto body repair services for state vehicles. The solicitation seeks qualified contractors to provide collision repair services with statewide coverage across Iowa and surrounding areas within 30 miles of the state border. This will be a multiple award solicitation with more than one bidder potentially selected in populous areas, and the resulting contracts will not be exclusive. The RFB (Number 005-RFB-2838-2026) opened on June 25, 2026, with bids due by July 30, 2026, at 12:00 PM CDT. The contract term will begin September 14, 2026, and end March 31, 2028, with the state holding the sole option to renew for up to four additional annual extensions under the same or more favorable terms. Bidders must submit pricing for three labor categories: standard hourly rates for paint work, body work, and mechanical services, plus discount percentages for OEM domestic parts, OEM import parts, and aftermarket or quality used parts. Towing services pricing is optional and may be quoted either per mile (not exceeding 50 miles) or as a flat fee per trip.
Contractors must meet stringent specifications including a commercial facility location within Iowa or within 30 miles of the state border, a five-year history in auto collision repair, and comprehensive certifications in refrigerant recycling, structural welding, and vehicle diagnostics. Required equipment includes frame straightening systems, three-dimensional measuring equipment, MIG welders, spot welders, lifts with minimum 7,000-pound capacity, and enclosed spray booths. All work must use OEM parts unless specifically approved otherwise, and contractors must provide three-year warranties on labor with manufacturer warranties on parts. Payment terms are Net 60 days per Iowa Code 8A.514, with invoices submitted to the DAS Fleet Risk Manager for review and approval. Storage fees may be assessed beginning the tenth business day at a maximum of $50 per calendar day, except for total loss vehicles where a five-day grace period applies. Rate increases in renewal years are capped at three percent annually and must be requested one month prior to the contract anniversary date, while parts discounts remain fixed throughout the contract term. The state guarantees no minimum purchase volume, and the resulting contracts will be available to all state agencies.
