About this file

This is a Request for Bid (RFB) document issued by the Iowa Department of Natural Resources (DNR) for garbage service at Volga River State Recreation Area. The solicitation seeks qualified providers to deliver waste management services including receptacle delivery, peak and non-peak season waste removal, emergency on-call service, and hazardous waste removal. The service scope includes delivery of two 6-yard dumpsters and one 2-yard dumpster by April 1, 2026, with peak season monthly pickups from April through November (8 months) for the larger dumpsters and non-peak season monthly pickups from December through March (4 months) for the 2-yard dumpster. The bid opening date is January 29, 2026, with responses due by 12:00 PM CST on February 13, 2026. The contract term runs from April 1, 2026, through March 31, 2028, with potential extensions at the DNR's sole discretion. The solicitation number is 542-DNRRFB-2472-2026.

Bidders must submit cost proposals for six service line items: one-time receptacle delivery, peak season waste removal (8 months), non-peak season waste removal (4 months), emergency on-call service for 6-yard and 2-yard dumpsters, and hazardous waste removal. The emergency and hazardous waste removal prices will be evaluated but will not affect the total contract cost. Payment terms follow Iowa Code 8A.514, allowing the state 60 days to remit payment, with bidders able to offer discounts for earlier payment at 30 days or 15 days. Bidders must download the RFQ document, complete all required sections including the Exceptions Form (Attachment #3), read and certify acceptance of the DNR Standard Contract Conditions and General Conditions, and submit responses electronically through IMPACS or via email to the Issuing Officer, Darin Galbraith (darin.galbraith@dnr.iowa.gov). This is a non-exclusive contract opportunity with commodity codes 95896 (Waste Management Services) and 91027 (Garbage and Trash Removal, Disposal and/or Treatment Services).
