About this file
This is a Statement of Requirement from the National Institute of Standards and Technology (NIST) for one Chemiluminescent Spectrophotometer for their Gas Sensing Metrology Group (GSMG). The instrument is needed to support NIST's compressed gas Standard Reference Material (SRM) program and NIST-Traceable Reference Material (NTRM) program, specifically for NO (nitrogen oxide) and NOx gas standards analysis, as their current equipment requires frequent repairs and lacks manufacturer support.
The required spectrophotometer must meet detailed technical specifications including: ability to analyze 1-500 ppm NO/NOx in nitrogen, sample flow rate under 1.0 L/min, high temperature stainless steel converter (650-700°C), both analog and digital outputs, ±1% full scale linearity, 15-second response time, noise under 1% full scale, and simultaneous measurement capability for NO, NO2, and NOx. The instrument must be rack-mountable and include factory documentation and operations manual. Delivery is required to NIST's Gaithersburg, MD campus within 26 weeks of award, with a minimum one-year warranty covering parts, labor and travel. Factory testing must be completed prior to shipment, and government acceptance will occur after verification that all specifications are met.

STATEMENT OF REQUIREMENT
BACKGROUND INFORMATION
The National Institute of Standards and Technology’s Gas Sensing Metrology Group (GSMG) is committed to supporting the compressed gas Standard Reference Material (SRM) program and the NIST-Traceable Reference Material (NTRM) program. A key element of these programs is the accurate determination NO (nitrogen oxide) and NOx in these gas standards. Currently, the instrumentation that the GSMG utilizes requires regular repairs and are no longer supported by their manufacturers. These repair times and lack of support have severely delayed the certification of new NO/NOx SRMs and NTRMs and therefore a replacement is required.
SPECIFICATIONS
The Contractor shall provide one Chemiluminescent Spectrophotometer meeting the minimum requirements below:
1. The instrument shall have multiple analytical ranges to accurately analyze gas mixtures containing 1 ppm to
500 ppm NO/NOx in nitrogen balance.
2. The instrument shall have a Sample flow-rate: Not to exceed 1.0 L/min.
3. The instrument shall use a high temperature (650-700 °C), stainless steel converter able to convert HNOx to
NO.
4. The instrument shall have both analog (0-10v) and digital outputs (RS-232) so that measurement data can be downloaded with NIST owned data acquisition software.
5. The instrument shall have linearity of: ±1% Full Scale
6. The instrument shall have a response time: 90% Full Scale in 15 seconds or less.
7. The instrument shall have a noise: <1% Full Scale
8. The instrument shall have a Shall be capable of independent, simultaneous measurement and outputs of
NO, NO2, and NOx either through dual PMT or switching/cycling technology whose values can be calibrated separately.
9. The spectrometer must be rack mount capable.
10. Factory documentation certifying that assembled unit meets specifications 1-7 above.
11. An operations manual shall be included (either electronic or hard copy is acceptable).
WARRANTY
The Contractor shall provide, at minimum, a one (1) year warranty to include all parts, labor, and travel for the instrument and associated parts, to keep the system operating to manufacturer's specifications. The warranty period shall commence upon NIST's acceptance of the instrument.
DELIVERABLES
Delivery shall be made to the NIST campus at:
National Institute of Standards and Technology 100 Bureau Drive Building 227, Room B143 Gaithersburg, MD 20899
Delivery shall take place during normal business hours, between 7:30 am and 3:00 pm Eastern Time, Monday through Friday except Federal Holidays, and shall be coordinated with the NIST Subject Matter Expert.
