Combined Synopsis/Solicitation
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES
FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED
WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A
WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.
The associated North American Industry Classification System (NAICS) code for the requirement is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The small business size standard is 750 employees.
This is a 100% small business set-aside open market RFQ. Simplified acquisition procedures will be utilized.
BACKGROUND INFORMATION
The National Institute of Standards and Technology’s Fire Fighting Technology Group within Engineering Laboratory’s Fire Research Division enables advances in fire fighter safety, fire ground operations, and effectiveness of the fire service; develops and applies technology, measurements, and standards, and improves the understanding of the behavior, prevention and control of fires to enhance fire-fighting operations and equipment, fire suppression, fire investigations, and disaster response.
Many projects within the Fire Research Division require a gas analyzer to measure oxygen, carbon dioxide, and carbon monoxide. Applications of these analyzers include analyzing species concentrations of extracted gas samples from fire experiments and estimating heat release rate via oxygen consumption calorimetry. To fulfill its mission, the Fire Research Division requires an in-situ gas analyzer so that it may build upon its prowess in measuring gas species concentrations in various applications. Offerors must submit all questions concerning this solicitation in writing electronically to Adam Powell at adam.powell@nist.gov. Questions must be received no later than August 19, 2022 1:00 p.m. Eastern Standard Time (EST). Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).

Offerors shall provide pricing for the following contract line item numbers (CLINs):

All-in-one oxygen carbon dioxide and carbon monoxide gas analyzers and warranty capable of meeting the following, at a minimum:
a) Three modules to measure oxygen, carbon dioxide, and carbon monoxide continuously from an incoming gas stream;
b) The oxygen concentration of the gas analyzer must range between 0 to 25%;
c) The carbon dioxide concentrations must range between 0 and 20%;
d) The carbon monoxide concentration must range between 0 and 10%;
e) The module used to measure oxygen concentration must incorporate paramagnetic sensing technology;
f) The module used to measure the concentration of carbon dioxide and carbon monoxide must incorporate nondispersive infrared sensors;
g) The analyzer must have a pump located inside its housing;
h) The analyzer must include an oxygen sensor with a response time 90% of full scale within 30 seconds;
i) Each module must include isolated analog output channels of 4-
20 mA;
j) The internal pump of the analyzer must maintain a minimum incoming flow of 0.5 LPM (500 ml/min);
k) Each module within the gas analyzer must maintain an accuracy better than 1% of the full-scale range;
l) The gas analyzer must have a display such that its user can calibrate, maintain, troubleshoot its performance;
m) The gas analyzer shall be rack-mountable; and
n) The gas analyzer shall be powered by 115 VAC.
Warranty In accordance with Federal Acquisition Regulation (FAR) 52.212-4(o), the Contractor shall provide, at a minimum, a one (1) year warranty for all equipment and parts. The warranty shall commence upon successful completion of delivery and the Government’s acceptance. During the one-year warranty period, the Contractor shall provide virtual support during normal business hours, and on-site service and replacement of any defective equipment or software.

DELIVERY
Delivery shall be coordinated with the NIST Designated Government Official (DGO) and Technical Point of Contact (TPOC) and shall occur no later than 60-days after award.
INSPECTION & ACCEPTANCE
The Government will complete inspection and acceptance in accordance with Federal Acquisition Regulation (FAR) 52.212-4(a) no later than 10-days upon the Contractor’s completion of delivery.
A visual inspection of the items will be performed by the NIST TPOC to identify surface defects or any form of indication that the items were damaged during transport to NIST. The Government will have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government, at any time prior to acceptance, will reject the items due to defects and/or nonconformance.
PAYMENT TERMS
One lump sum payment will be authorized upon completion of delivery and the Government’s acceptance.
ADDENDUM TO FAR 52.212-1 – INSTRUCTIONS TO OFFERORS
1. For the purpose of evaluation of Technical Capability:
• Documentation and product literature, which clearly demonstrates that the items being quoted conform to the specifications identified herein.
2. For the purpose of evaluation of Price:
A firm-fixed price, F.O.B. Destination price quotation for the line item identified herein.
3. This is a 100% small business set-aside for Gas Analyzers as defined herein. The
Government intends to award a purchase order as a result of this solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and condition herein as follows:
a. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
b. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”
4. The Unique Entity ID # for the offeror’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.sam.gov to be considered for award.

The Government intends to award a firm-fixed price purchase order from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.
Technically acceptable means that the quoted products demonstrate compliance with the requirements identified herein.
Price will be evaluated for reasonableness.
