FREQUENCY COMB SYSTEM FOR OPTICAL AND MICROWAVE FREQUENCY METROLOGY AMENDMENT 002

About this file

This document is an amendment to a solicitation for a frequency comb system for optical and microwave frequency metrology. The amendment provides answers to seven questions from potential offerors to clarify requirements. It replaces one clause and confirms that the comb system must stabilize the carrier-envelope offset frequency with sufficient bandwidth such as exceeding 100 kHz. Frequency transfer stability must be verified for each comb branch at wavelengths including 698 nm and 871 nm. While the comb does not need to directly lock to an RF source, its repetition rate will be stabilized through the carrier-envelope offset frequency and a beat note at 1156 nm from a customer-furnished laser.

TITLE: OPTICAL FREQUENCY COMB SYS/A002 QUESTION & ANSWER 2

The purpose of this amendment is to amend a provision clause and post question and answers as follows:

CLAUSE 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) IS HEREBY

REPLACED IN ITS ENTIRETY.

QUESTION 1 Item #7.A): Is it permitted to substitute the 1156 nm laser reference with a 1060 or 1560 nm reference for verification of stability of frequency transfer to

698/871 nm, while making sure the 1156 nm supercontinuum light provides a power density > 20 nW/mode?

ANSWER: If the substitute reference laser utilizes exactly the same branch of the frequency comb system as the 1156 laser would, then this is permitted. Any small differences between use of the alternative reference laser wavelength compared to

1156 nm must also be rigorously estimated. If all of these conditions cannot be met, then it is not permitted.

QUESTION 2 Item #7. B): Is it sufficient to verify the frequency transfer stability from

1156 (or 1060/1560) to 698 nm only, while making sure 698/871 nm supercontinuum light provides a power density > 20 nW/mode?

ANSWER: If the 698 nm and 871 nm light were extracted from exactly the same branch of the frequency comb system, and the minimal differential path between the detection systems for the two colors was rigorously estimated to have negligible instability, then this would be sufficient. Otherwise, the frequency transfer instability must be assessed at both wavelengths separately.

QUESTION 3 Item #8): Is it sufficient to verify that the supercontinuum light at

759/1112/1388 nm has a power > 20 nW/mode rather than to separately verify the stability of frequency transfer from 1156 (or 1060/1560 nm).

ANSWER: No this is not sufficient. Frequency transfer stability must be verified for each frequency comb branch. (See also responses for item 7/ANSWER #1)

QUESTION 4 Item #12): regarding the customer furnished 759, 1112, 1399 cw lasers:

A) How many actuators do they each have?

Attachment Page

PAGE 3 OF 5 1333ND21QNB680247A002

B) What is the bandwidth of these actuators?

C) What are the modulation voltage requirements for these actuators?

ANSWER: For all lasers, voltage requirements are +/- 10 V.

1112 nm, NKT Koheras BASIK fiber laser, 20 kHz modulation bandwidth (PZT)

759 nm, Toptica TA Pro, >1 MHz modulation bandwidth (current and PZT)

1388 nm, wavelength stabilized diode laser, >100 kHz modulation bandwidth (current)

QUESTION 5 Specification 1 “Optical frequency comb with high-bandwidth stabilization of carrier-envelope-offset frequency (f_CEO).” QUESTION: Are there specific bandwidth requirements for f_CEO actuation?

ANSWER: The bandwidth must be sufficient for realizing the phase noise and frequency stability requirements listed. While there are no other strict bandwidth requirements, we anticipate that the bandwidth will necessarily exceed 100 kHz.

QUESTION 6 Specification 2 “Comb repetition rate (f_rep) is stabilized with high-bandwidth to customer-furnished ultrastable cw laser at 1156 nm.” QUESTION: Does the comb need the capability to lock the repetition rate directly to an RF source (or is stabilization of the repetition rate through both f_beat and f_CEO acceptable)?

ANSWER: The comb rep rate need not be lockable to an RF source (though this flexibility has added value). Under normal operation, the comb will be stabilized with f_CEO and with f_beat at 1156 nm.

QUESTION 7 Specification 7 “For optical measurements at 698 nm and 871 nm, the comb system must support frequency instability (relative to the 1156 nm customer-supplied reference) at <= 3e-16 at 1 second and <1e-19 at 1000 s.” QUESTION: “Is it necessary to analyze stabilization with the Modified Allan Deviation to observe this level of instability? If there is a preferred data analysis technique (i.e. Allan Deviation, Modified Allan Deviation, etc.) to show instability, it would be good to know.”

ANSWER: Frequency stability should be assessed with the Allan deviation.

THE RFQ CLOSING DATE HAS NOT BEEN EXTENDED.

+++THERE WILL BE NO MORE QUESTIONS AND ANSWERS

CLAUSES

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY

PAST PERFORMANCE

PRICE

___________________________________________ [Contracting Officer shall insert the significant evaluation factors, such as

(i) technical capability of the item offered to meet the Government requirement;

(ii) price;

(iii) past performance (see FAR 15.304);

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer`s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
