About this file
This document contains responses to vendor questions regarding solicitation number 1333ND20QNB480208 for the Manufacturing Extension Partnership Program. The solicitation seeks a contractor to provide access to a library of current manufacturing industry reports through site licenses for each MEP Center and field office. The reports must have a specificity level of at least 5-digit NAICS codes and include information on industry trends. The incumbent contractor is IBISWorld, Inc., which currently provides the repository of reports. The vendor must have an existing database of industry profiles rather than custom building a new one. Access to the full library must be provided immediately upon contract award. The contractor will not be required to build new industry profiles or manage existing ones, but rather provide access to their existing library which is regularly updated.

Response to Vendor Questions - RFQ1333ND20QNB480208
Questions Responses 1 Is there an incumbent for the solicitation? Who is the incumbent for this solicitation?
Yes, IBISWorld, Inc.
2 Based on Requirements 1 & 2 of the RFP, does the contractor need to simply provide access and cataloguing of the reports, or must the contractor identify, acquire and purchase a site license to access these reports?
Yes, the vendor must provide each MEP Center with access to a repository of industry reports.
These reports should be created and managed by the vendor. A site license may be needed for each Center to access the reports.
3 What repository exists today that is accessible by the MEP centers?
IBISWorld is providing the repository of reports which they have created.
4 For the medical and airplane industry examples, are these reports existing in the repository today or would they need to be created?
The examples currently exist in the repository the MEP program has access to. If the vendor does not have an existing report for the industry or have access to an existing report for the industry, then the reports would need to be created.
5 Page 3 says place of performance is NIST MEP Centers. Does this mean that the contractor must provide on-site personnel at these NIST locations to provide service and support?
No. The RFP is asking for each MEP Center to gain access to a library of industry reports. The vendor who has these reports will provide service and support virtually, as needed.
6 How long after contract award must full access to the repository of reports be delivered to the MEP Centers?
Immediately
7 Is the requirement asking the contractor to custom build of the database or for a contractor that has existing site licenses/database to store the industry profiles?
The requirement is for access to an existing database of industry profiles at a specificity level of, at least, 5-digit NAICS coding.
8 Will the contractor be required to build the industry profiles or is the contractor managing existing profiles from NIST?
The contractor should have an existing library of industry reports at, at least, the 5-digit NAICS level of specificity which are regularly updated. The contractor is not managing existing profiles.
