STATEMENT OF WORK

TITLE: Ultrahigh Vacuum Ion Pump and Cable

BRAND NAME OR EQUIVALENT

I. Background The Engineering Physics Division (EPD) is installing a new instrument in one of its existing UHV systems in which phosphorous doping will be performed. The experiments will be performed by the introduction of phosphine gas at a base vacuum pressure better than 5×10-11 Torr. To ensure that the UHV system is clean, the chamber’s pressure must be better than 5×10 -11 Torr. The installation of this new instrument increases the total volume of our UHV chamber, correspondingly increasing the required pumping speed needed to achieve required base pressures. Therefore, an ultrahigh vacuum ion pump with increased pumping capacity is necessary to maintain the UHV condition. The EPD is seeking to obtain an ion pump for this purpose.

II. Scope The contractor shall deliver a quantity of one (1) Edwards Vacuum, LLC part number Part Number 1200LXCV8DSC1N, inclusive of warranty and F.O.B Destination shipping.

III. Minimum Requirements The contractor shall provide a firm fixed-price quotation for a Ultrahigh Vacuum Ion Pump and Cable, brand name or equivalent to Edwards Vacuum, LLCPart Number 1200LXCV8DSC1N. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. All items shall meet the salient characteristics identified below.

BRAND NAME OR EQUIVALENT:

This is a brand name or equivalent requirement. Brand name or equivalent is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement.

Line Item 0001: Ion Pump and Cable Description: Ultrahigh Vacuum Ion Pump and Cable, Brand Name or Equivalent to Edwards Vacuum, LLC Part Number 1200LXCV8DSC1N.

Quantity: One (1) A. Ultrahigh Vacuum Ion Pump and Cable, Brand Name or Equivalent to Edwards Vacuum, LLC Part Number 1200LXCV8DSC1N Salient Characteristic Requirements:

1. Shall have CF flange mounted: DN160 / 8′′ OD

2. Pumping speed shall be at least 1200L/s (for nitrogen pumped through DN200 port)

3. Cable shall be 6m in length at minimum.

4. Pump shall be compatible with ultra-high vacuum (UHV) and ultimate vacuum pressure should be able to reach 1×10-11 Torr

5. Pump shall be bakeable up to 250°C with magnets and cable installed

6. Pump shall have an integrated bakeout heater compatible with 110V AC supply voltage

7. Pump and cable shall be mutually compatible and shall be compatible with DIGITEL 500 Ion Pump System Controller with a SAFECONN style connector.

8. Pump shall have a second, ancillary CF flange (DN160 / 8” OD) located opposite the mounting CF flange and able to accept a titanium sublimation pump and cryoshroud (Gamma Vacuum model #360044).

9. The pump shall fit within a space 540 mm × 520mm × 520mm where the 540 mm axis is oriented between the CF mounting flange and CF ancillary flange (maximum allowable distance from flange face to flange face). This corresponds to dimensions before our existing TSP and cryoshroud are installed in the ancillary port. However, pump, flanges, magnets, electrical feedthrough, and integrated bakeout heater must fit within these dimensions.

IV. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. Inspection tests shall be performed at NIST, Gaithersburg, MD.

The following verification procedures will be completed prior to acceptance of the system:

1. Verifying that the pump possesses the appropriate sized 8” CF flanges in the appropriate orientations and integrated bakeout heater

2. Verifying that the ion pump is compatible with titanium sublimation pump cryoshroud from Gamma Vacuum (Model #360044)

3. Verifying that the cable is at least 6m in length

4. Verifying that the ion pump and cable are mutually compatible and compatible with DIGITEL 500 Ion Pump Control System with SAFECONN style connector.

5. Verifying that the ion pump fits within the specified dimensions (540mm x 520mm x 520mm

6. Verifying that the ion pump is compatible with 1×10-11 Torr UHV environment and bakeable up to 250°C

7. Verifying the normal operation of pump under ultrahigh vacuum conditions A visual inspection of the system will be performed by the NIST TPOC to identify surface defects or any form of indication that the system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the system due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the system.

Ownership (title) of the Ultrahigh Vacuum Ion Pump and Cable shall transfer to NIST upon acceptance by the Government.

The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s performance specifications. All Government testing will be completed within 5 working days from receipt of the instrument(s) from the Contractor. It is anticipated that the equipment will meet all manufacturer’s specifications identified in the most recent operations and maintenance manual for each piece of equipment; and meet all NIST specifications as applicable.

The Government anticipates acceptance/rejection of the system within 1 working day upon the completion of inspection and acceptance.

VI. Delivery Delivery shall be F.O.B Destination and shall occur NLT twelve (12) weeks after receipt of award.

F.O.B. Destination means: FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

VII. Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the instruments by the Government.

VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system, AND

2. After the successful completion of the testing requirements set forth in this document under section “VI. Inspection and acceptance” set forth in this document, AND

3. After successful demonstration by the system that it performs IAW the technical requirements set forth in this document under section “ III. Minimum Requirements”, AND

4. After receiving an invoice, submitted properly, IAW the purchase order terms and conditions.

NOTE: Partial shipments and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
