STATEMENT OF WORK

TITLE: Procurement of Triple Quadrupole Mass Spectrometer to Couple to Existing Ion Chromatography and Liquid Chromatography Systems

LAB REQUESTING SERVICE: Material Measurement Laboratory, Surface and Trace Chemical Analysis Group

I. BACKGROUND INFORMATION

The Surface and Trace Chemical Analysis Group (STCAG) of the Materials Measurement Science Division (MMSD) of the Materials Measurement Laboratory (MML) has significant research efforts in the fields of forensic science and homeland security. One of the major foci of these efforts surrounds development, evaluation, and quantification of standard test materials (TMs) for a suite of trace detection technologies. To enhance the capabilities of the STCAG and the Materials Measurement Science Division (MMSD) as a whole, the STCAG is looking to procure a triple quadrupole mass spectrometer to couple to existing ion chromatography and liquid chromatography systems. The existing systems to which the system must be coupled are a ThermoFisher Scientific ICS-5000 and a Dionex UltiMate 3000. Coupling a triple quadrupole mass spectrometer to these systems will allow us to expand our capabilities and research with trace level identification and quantification of inorganic and organic compounds critical to our trace contraband detection programs. The addition of a mass spectrometer to these systems will also allow for more sensitive and more specific quantification of compounds than achievable using just an ion chromatography system or liquid chromatography system independently.

II. SCOPE OF WORK

GENERAL REQUIREMENTS

The Contractor shall provide a triple quadrupole mass spectrometer, all necessary parts to connect the mass spectrometer to a ThermoFisher ICS-5000 and Dionex UltiMate 3000, and the necessary computer system and software to run the system meeting the minimum specifications below. The system must also come with a combination electrospray ionization / atmospheric pressure chemical ionization source.

III. SPECIFICATIONS

The contractor shall provide a triple quadrupole mass spectrometer. The mass spectrometer must meet the specifications below.

· Must be fully interoperable with a Thermo ICS-5000 ion chromatography system.

· Must be fully interoperable with a Dionex UltiMate3000 liquid chromatography system in addition to the ion chromatography system.

· Must be capable of being operated using the same workstation as that for the above listed ICS-5000 and UltiMate3000 systems.

· The mass spectrometer must be capable of operating on the same software package as the ion chromatography and liquid chromatography systems. These systems are currently operated with Chromeleon software (Version 7.2.7). Vendors who propose using other software must demonstrate that other software is capable of running the existing chromatography systems.

Mass Spectrometer

· The system must be a triple quadrupole mass spectrometer.

· The system must operate using 120 V or 240 V line voltage with a footprint not exceeding 36” by 36”.

· The system must be able to operate on a maximum of 100 psi pure nitrogen, argon, and/or helium only.

· The system must come equipped with a combination electrospray / atmospheric pressure chemical ionization source.

· The mass spectrometer must have a low mass cut of range of 10 m/z or lower and an upper mass range of 1,000 m/z or higher.

· The system must have spectral acquisition rates between of at least 1 spectra per second to 25 spectra per second.

· The system must be capable of rapid polarity switching (with a switch time of less than 50 msec).

· The system must be capable of at least 500 SRMs per second.

· The system must have a dynamic range of at least 106.

· The system must have sensitivity for chlorate (ClO3-) and nitrate (NO3-) at a level of at least 10 ppb.

· The system must allow for variation of in-source fragmentation (in-source collision induced dissociation) that can be controlled and cycled throughout an acquisition.

· Must have a mass resolution of at least 0.5 Da.

· The system must allow for rapid (<10 min) changing between operation with the ion chromatography system and the liquid chromatography system.

· Mass spectrometer must be capable of accepting electrospray ionization, atmospheric pressure chemical ionization, atmospheric pressure photoionization, direct analysis in real time, paperspray ionization, and other ambient ionization sources.

· The contractor shall provide an operations and maintenance manual stating the manufacturer’s operating standards, and directions on system operation, maintenance and troubleshooting.

Software

· The system must come with an appropriate computer system (Windows 7, CPU, monitor, keyboard, mouse).

· Must include the Chromeleon® software, version 7.2 or higher

· Software must allow complete integration of the ion chromatography and liquid chromatography systems with the mass spectrometer.

Warranty

· The Contractor shall include at least a one (1) year warranty on the mass spectrometer.

· The service contract should include the following:

1. One routine and preventative maintenance visit per year to ensure long-term performance and reliability of the instrument.

2. Dispatch of a technician for emergency service when the instrument becomes inoperable or fails to perform to specifications due to a failure in the instrument.

3. Replacement of defective parts with parts approved for use by the Original Equipment Manufacturer.

Installation and training The contractor shall install the instrument in the NIST Laboratory. Additionally, the contractor shall provide training for up to 3 NIST personnel instructing them on proper use, troubleshooting and basic system maintenance.

Maintenance Services the Contractor shall provide four additional option years of preventative maintenance and repair services on the system in accordance with the following:

1. All services performed shall be provided by personnel who are trained and authorized by the manufacturer to perform maintenance and repair services.

2. All parts shall be approved for use with the instrument by the manufacturer.

3. At least a 90 day to 1-year warranty shall apply to all repairs and OEM parts.

4. The Contractor shall respond to all service calls Monday through Friday, between 8:00 am and 5:30: pm Eastern Time. The Contractor shall provide a service technician/engineer on-site at NIST Gaithersburg, MD, within 48 hours after the service call is placed by the Government. No weekend service visits shall be required.

5. In the event that the Contractor is unable to resolve the problem during the service call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST and HML.

6. The Contractor is responsible to obtain all parts required for all repairs and maintenance. The Contractor shall make a commercially reasonable effort to secure parts within 72 hours after identifying the need for a replacement part for the covered equipment. The Contractor shall make a commercially reasonable effort to secure parts within three business days after identifying the need for a replacement part for the covered equipment. Parts requiring a lead time of longer than two weeks shall be identified by the Contractor in writing to the COR and a plan submitted detailing a temporary solution that would allow the equipment to continue working while the part is sourced.

7. Replacement parts must be approved for use by the Original Equipment Manufacturer.

8. All repairs must result in the instruments meeting manufacturer’s specifications.

9. Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties. The Contractor shall remove the parts from the NIST campus at the time of the service call and that no shipping charges will be incurred by the Government. The Contractor shall assume liability for all parts removed from the NIST campus.
