STATEMENT OF NEED
Open cab forklift for warehouse, boatyard, and dockside material handling operations.
(Revised 2 September 2020)
Background
The National Oceanic and Atmospheric Administration (NOAA), Inouye Regional Center (IRC) is soliciting for a new open cab forklift to be used for warehouse, boatyard, and dockside material handling operations.
The intent of this document is to outline the government’s needs and requirements. This document is not intended to be a specification. Contractors are encouraged to propose appropriate and economical options to meet the government’s needs.
This will be a firm fixed price (FFP) award. Proposed prices shall include all costs associated with delivery and set-up activities and bringing the forklift to a state of operational readiness (see 3a, 3b, 3c, and 3d). The equipment shall be delivered to the Inouye Regional Center (IRC), 1845 Wasp Blvd, Building 176, Honolulu Hawaii 96818 and provided to the end user in a state of operational readiness (3a, 3b, 3c, and 3d).
A description of mechanical requirements is included below. Vendors shall provide for equivalent or better.
1. Technical Requirements
a. Description: Open cab forklift
b. Lift Capacity: 6,000 lb
c. Fork Length: 42 inches
d. Load Backrest Height: 48 inches
e. Fork Height: Capable of placing a standard pallet on a mezzanine which is 14 FT (168 inches) above grade.
f. Lateral shift (hydraulic)
g. Tilt adjustment (hydraulic)
h. Fork positioning adjustment (manual)
i. Fuel Type: Propane
j. Tire Type: solid pneumatic
k. Amber strobe and work lights: not required, but acceptable if they are part of a standard configuration.
2. Condition: Unit must be in new condition.
3. The equipment shall be delivered to the NOAA Inouye Regional Center (IRC), 1845 Wasp Blvd, Building 176, Honolulu Hawaii 96818 and provided in a state of operational readiness. (i.e. the user can immediately put the equipment into service. – see 3a, 3b, 3c, and 3d)
a. Any shipping material or crating shall be removed.
b. A full canister of LP fuel shall be provided.
c. Perform any manufacturer recommended assembly, provide manufacturer recommended fluids and oil, and conduct functional testing.
d. Perform the following initial maintenance and any other manufacturer recommendations prior to putting the equipment into service.
i. Test Fuel System for Leaks
ii. Seat, Hood Latch & Support Cylinder - Check, Lubricate
iii. Fuses, Bulbs & Circuit Breaker - Inspect
iv. Carriage Roller Extrusion
v. Battery Terminal – lnspect
vi. Inspect Engine for Fluid Leaks
vii. Engine Oil Level - Check
viii. Coolant Level - Check, Clean
ix. Air Cleaner Indicator - Check
x. Mast Channels - Lubricate
4. Planned maintenance (PM) service agreement for 24 months from the date when the forklift is accepted.
a. On-site scheduled maintenance to ensure equipment remains in a state of operational readiness.
b. Periodic detailed inspections to identify repair needs, potential safety risks, wearable items, and routine replacement parts. Document recommended repairs beyond manufacturer recommended maintenance and provide service quotes for those repairs.
c. Note that the forklift will be used for intermittent material handling needs. Usage is anticipated to be less than 500 hours per year.
d. Note that the site is located on Joint Base Pearl Harbor Hickam and service technicians will be required to undergo security checks and obtain base passes.
e. Service technician must be USA citizen. No foreign nationals.
f. Perform manufacturer recommended maintenance actions such as the following.
i. Every 500 service hours or three months (whichever comes first)
1. Engine oil and filter – change
2. Air Intake System - Check, Clean
3. Tilt Cylinders - Check, Adjust, Lubricate
4. Mast Hinge Pins - Lubricate
5. Crosshead Rollers - Inspect
6. Carriage Side Rollers Thrust - Lubricate
7. Carriage Sideshifter - Lubricate
8. Mast, Carriage, Lift Chains, & Attachments - Check, Lubricate
9. Carriage Side Rollers - Lubricate
10. Parking Brake - Test Adjust
11. Circulation Pump Belt - Check, Adjust
12. Drive Axle Oil & Strainer (Oil Cooled Disc Brakes Only) - Check, Clean, Change
13. Horn & Lights - Check
14. Inspect Vacuum Lines and Fittings (LP Engine only)
15. Inspect Electrical System
16. Overhead Guard- lnspect
17. Steer Suspension - Inspect
18. Steering Mechanism - Check, Lubricate
19. Wheel Bolts and Nuts- lnspect
ii. Every 1000 service hours or six months (whichever comes first)
1. Air Intake System - Change
2. Inspect Coolant Hoses (LP Engines Only)
3. LP Regulator/Converter Inspection (LP Engine Only)
4. Fuel Lines & Fittings - Check
5. Inspect Mixer Assembly (LP Engine Only)
6. Inspect Throttle Assembly (LP Engine Only)
7. Hydraulic Return Filter- Change
8. Air Breather - Change
9. Transmission Oil, Oil Filter & Strainer - Clean, Change
10. Lift Chains - Test, Check, Adjust
11. Universal Joint - Inspect
iii. Every 1500 service hours or nine months (whichever comes first)
1. Drive Axle Oil (Shoe Brake Only) - Check, Clean, Change
2. Inspect Ignition System (LP Engine Only)
3. Replace Spark Plugs (LP Engine Only)
4. Replace LP Fuel Filter Element / Fuel Filter (LP Engine Only)
5. Test Fuel Lock-off Operation (LP Engine Only)
iv. Every 2000 service hours or yearly (whichever comes first)
1. Steer Wheel Bearings -Reassemble
2. Cooling System - Clean, Change
3. Fork - Inspect
v. Every 2500 service hours or fifteen months (whichever comes first)
1. Hydraulic Oil - Check, Clean, Change
2. Inspect Battery System
3. Check the TMAP Sensor (LP Engine Only)
4. Inspect for Intake Leaks (LP Engine Only)
5. Replace PCV Valve and breather element – Change (LP Engine Only)
5. Warranty: The Proposer warrants that all products, equipment, supplies, and services delivered under this Contract shall be covered by the industry standard or better warranty that includes materials and labor such as a 12 month / 2,000 Hours Manufacturer's Warranty in addition to a 24 Months / 4,000 Hours Manufacturer's Powertrain Warranty. The Proposer MUST submit product specific warranty as required and accepted by industry standards. Dealer/Distributors agree to assist the purchaser in reaching a solution in a dispute over warranty’s terms with the manufacturer. All warranty service and parts shall be provided locally at no additional cost to the government.
6. Technical Proposal requirements
a. Technical specifications of the proposed equipment, including figures.
b. Details of what is included in the planned maintenance service.
c. Name and address of the local service provider.
d. Warranty policy, terms and conditions.
e. Lead time from receipt of order until delivery.
f. Background and capabilities of the offeror.
7. Pricing proposal
a. Provide pricing for the following
i. CLIN1: Forklift provided at the specified destination in a state of operational readiness, inclusive of all fees.
ii. CLIN2: Planned maintenance (PM) service agreement for 24 months from the date when the forklift is accepted.
b. Note that for evaluation purposes the total price will be considered the sum of CLIN1 and CLIN2. However, the government may decide to execute only CLIN1 and not CLIN2, depending on the availability of funds.
