STATEMENT OF NEED
1.0 Organization
1.1 Organization: The Northwest Fisheries Science Center (NWFSC), of the National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources.
1.2 Background and Objective: The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region’s marine and anadromous resources.
The Manchester Research Station provides both freshwater and saltwater research facilities, which are utilized by various research groups. This includes net pen facilities, a 1500 gpm pumped seawater system, freshwater and saltwater recirculation systems and effluent treatment with ozone. Currently the facility supports projects with ESA listed salmon and steelhead, and economically important marine fish species including sablefish, lingcod and rockfish. Facility maintenance and upgrades are continually needed to support these ongoing projects. Currently we are faced with maintenance and equipment replacement/upgrades to our seawater system. Sand filters, UV sterilizers and modifications in plumbing are needed.
Keeping these systems functioning properly requires maintenance and upgrades for the seawater system supplying our research projects with adequate water is very important. At this time we need a UV sterilizer capable of treating 450 gpm of seawater.
2.0 Deliverables/Specifications
2.1 We require a Ultraviolet sterilizer (UV) to be used at NOAA’s Manchester Research Station, capable of treating 450 gpm of seawater. The UV unit will be equipped with low-pressure lamps emitting light energy in the 250 to 260-nanometer range. In addition, the lamps will deliver an average 90-millijoules per second per square centimeter intensity dosage (90 mJ/s/cm2) at 90% ultraviolet transmittance (90 % UVT) for 450gpm seawater at start up. Lamps will be rated at a least 9,000-hour single use. All gaskets and O-rings will made of Fluoroelastomer (FKM) material. Lamps will be enclosed in quartz sleeves.
2.2 The unit will be constructed of PVC (schedule 80). No metal parts to be in contact with water. Unit chamber must be sized to meet or exceed minimum contact time of 5 seconds at 450 gpm. Chamber must be rated at 100 psig or greater. Inlet and outlet ports must be flanged to ANSI specifications.
2.3 Control cabinet must be water resistant with a 20-foot cable length for remote mounting.
2.4 PLC controller must have the following; Three-location start up switch HAND/AUTO/OFF, programmable digital & analog inputs/outputs, 4-20mA UV output signal, menu driven digital interface with lamp status, hour meter with reset and indicator lights, UV intensity meter with 4-20mA interface, contact chamber fitted with temperature safety control (high temp shutoff and alarm).
2.5 Provide a minimum of 90 mJ/cm2 dosage at 450 gallons per minute flow rate at 90 % UVT
2.6 Individual UV lamp indicators.
2.7 Main power ON/OFF disconnect switch.
2.8 Water temperature monitor to automatically protect against overheating.
2.9 Alarm output relay.
2.10 Minimum warranty of one year on equipment and parts.
2.11 To insure the UV unit meets our specifications the chosen unit and vendor must be reviewed by the point of contact listed below.
2.12 Shipping cost is included in the price: FOB Destination.
3.0 Additional parts to be included
3.1 Vendor will supply two copies of operation manuals.
3.2 Vendor will also supply two spare ballasts for UV lamps, one spare cooling fan.
