SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

NEEB2000-18-00777

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants

Office (AGO), Office of Satellite Products and Operations(OSPO) and Wallops Command and Data Acquisition Station (WCDAS)

2. Description of supplies or services required to meet agency needs (including the estimated value).

In order to maintain warranty protection and reliability of the WCDAS General Electric Switchgear equipment, periodic preventative maintenance is required. The servicing of the Station’s General Electric (GE) electrical switchgear is required by the manufacturer in order to maintain the warranty of the system. This work must be performed by a General Electric trained qualified service provider with the demonstrated ability to perform this sort of work.

3. Identification of the single source or the brand name to be solicited.

General Electric Industrial Switchgear Systems

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Brand Name –The General Electric (GE) electrical switchgear system is the brand name system that is wholly responsible to ensure the reliable delivery of uninterrupted power to the station in the event of commercial power disruption. This system is required to ensure uninterrupted flow of electronic data generated by the critical weather data systems located at the Wallops CDA Station—for the nation. This system is part of a national security asset. Any selected contractor must have been trained and certified by General Electric and have shown prior qualification to work on the WCDAS GE industrial electoral switchgear system, to include the proprietary GE Entellisys computerized switchgear control system. They are required to have experience in providing specialized preventative maintenance work on these systems at satellite downlink ground stations. The experience and training is required so that they can complete the complex tasks set forth in the Statement of Need (SON) for the routine servicing of industrial grade electrical switchgear.

5. Market Research.

Market research consists of GSA Advantage, Small Business Dynamics, SAM.gov, FPDS.gov Past Performance, Open Market websites, and RFI Manufacturer questionnaire.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
