The following factors will be used to evaluate proposals:

(1) Technical Factor:

The proposal will be evaluated on how the item proposed meets the technical requirements of the Statement of Work. Additionally, how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish ongoing contract requirements as outlined in the Statement of Work. The degree to which the proposal demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, as applicable.

Timeliness – Delivery or Performance

Responsiveness to problems and new/modified tasking

Quality of products or services provided

Compliance with past subcontracting plans/goals (if applicable)

The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.

(3) Price Factor:

Proposed prices will be evaluated but not scored. Supply and Services Contract for 4G - LTE Load Tester

In support of National Telecommunications and Information Administration (NTIA)

Institute for Telecommunication Sciences (ITS) Telecommunications and Information Technology Planning Division (ITS.P)

Background

ITS, on behalf of the Department of Homeland Security (DHS) Office of Emergency Communications (OEC), is conducting tests of Wireless Priority Services (WPS) of LTE cellular systems to improve access and reliability of cellular communications to emergency response personnel.

Objectives

The objectives of the procurement is to acquire a LTE RF Load Tester for ITS staff to test cellular 4G LTE basestations (LTE Load Tester) to evaluate their performance under WPS use cases.

Scope

The scope of this acquisition is for the purchase, installation, training, development of future features and support of an LTE Load Tester.

Tasks

All Completion Dates are in time after receipt of order (ARO) or after installation:

Task Number

Work Milestones

Projected Completion Date

1 LTE Load Tester Delivery and Installation 60 days ARO

2 LTE Load Tester Support 1 year after installation with subsequent option years.

3 LTE Load Tester training 30 days after installation

4 Option Years: LTE (4G) feature upgrades and 5G upgrade path (provide roadmaps for hardware and software changes)

Up to 4 years after installation

Task 1 – LTE Load Tester Delivery and Installation

One LTE Load Tester shall be delivered to ITS at its Boulder, CO laboratory. The vendor shall assist the government in equipment installation, configuration, and commissioning.

NTIA-ITS and DHS-OEC shall be the named owners on the licenses to this equipment.

PAGE 22 OF 29 1331L518R13350004

4G LTE Load Tester SOW

Task 2 – LTE Load Tester Support

A one-year support agreement to include SW upgrades (bug fixes to current features) shall be provided by the vendor; support agreements and new test features shall be renewed on a yearly basis. Support shall be available during normal US business hours (8am to 5pm MST) when necessary. It is preferred that support engineers be based in North America.

LTE Load Tester support shall include:

1. Software update and upgrade subscription

2. Remote technical support

3. Hardware care services

4. Spare hardware service

5. NTIA-ITS and DHS-OEC shall be the named owners on the licenses to this equipment.

Task 3 – LTE Load Tester training: See Section 8 of Technical Requirements

Task 4 – Option Years: Continuing LTE (4G) feature development and 5G upgrade plan

As it is anticipated that 4G will provide the initial control signalling backbone for initial 5G deployments and that 4G will remain deployed in the US for many years, the vendor shall not obsolete the product for a period of no less than 4 years which takes effect upon successful installation of the LTE Load Tester. New test features for 4G and eventually 5G shall continue to be developed for this product for no less than 4 years. Pricing for features developed during option years shall be negotiated each option year to include perpetual and or time limited subscription licensing.

An upgrade plan for 5G shall be submitted for review.

If vendor chooses to stop development of new features on the LTE Load Tester procured by NTIA within this 4-year time span, the vendor must replace the LTE Load Tester with an equivalent product which the vendor intends to continue development of new features, at no charge to NTIA nor any other US Federal Government Agency.

Technical Requirements

Description of Equipment

The product, as-shipped, will consist of an LTE Load Tester which shall simulate a minimum to 4000 UE’s in RRC Connected state, expandable by SW license to 6000 UE’s. These UE’s can be contained in multiple cells but must be capable of being summed (RF) to present 6000 UE’s to a single cell. The LTE Load Tester shall be capable of making Voice over LTE, Video over LTE, VoLTE - e911, and HTTP, FTP and UDP data calls to simulate real emergency traffic scenarios onto real eNodeB’s. The LTE Load Tester shall be capable of collecting and presenting KPI’s

PAGE 23 OF 29 1331L518R13350004

(Key Performance Indicators) of 4G LTE from layers 2-7 on a per IMSI/call basis as well as aggregated per traffic type. All applications shall be provided by the same single manufacturer.

The LTE Load Tester shall be supported by the manufacturer with continuing upgrade of features, bug fixes and software releases for a period of no less than 4 years upon the commencement of this contract.

The manufacturer must submit detailed future plans and roadmaps for the 4G LTE Load Tester to support Public Safety features such as MCPTT; additionally, upgrade plans for the 4G LTE Load Tester equipment to support 5G must also be submitted.

2.2.6. ProSe direct communications mode 1 (eNB scheduled resource allocation) and mode 2 (UE autonomous resource selection), direct communication (D2D) and UE-to-network relay, for one-to-many and one-to-one communications

2.3. Option Years: Additional features, (must present current support or upgrade roadmaps):

2.3.1. UE categories 7-16

2.3.2. Capability to generate MP4 and H.264 video streaming traffic

2.3.3. Capability of utilizing stream control transmission protocol (SCTP)

2.3.4. UE category 0 and M1

2.3.5. Support for e-Multimedia Broadcast Multicast Service (MBMS) bearers delivered

via the multimedia broadcast single frequency network (MBSFN) configuration, with a minimum of two MBSFN areas and synchronization areas.

2.3.6. Support for eMBMS bearers delivered via the single cell point-to-multipoint (SC- PTM) configuration.

2.3.7. Enhanced voice services (EVS) codec

3. The LTE load tester shall, at a minimum, be able to simulate UE in the following communication and loading scenarios:

3.1. Baseline delivery, minimum requirements:

3.1.1. Simultaneously simulate up to 2000 unique RRC connected UEs per cell/sector.

RF cards should be configurable to combine up to the theoretical minimum number of simulated 4000 unique RRC connected UEs in a chassis to a single cell/sector if required. All cells/sectors available on individual RF ports. Handovers between all sectors supported.

3.1.2. Simulate UEs (or UE groups) traveling a defined path (i.e., a "drive test") that includes a channel model (fading, path loss). Channel models should include EPA (Pedestrian), EVA (Vehicular), & ETU (Typical Urban).

3.1.3. Support for a minimum 32 groups of UEs that can be independently configured for number of UE in the group, type of application/traffic, status location or mobility path parameters (e.g. drive, pedestrian)

3.1.4. Support for up…
