1.01 SUMMARY
A. This section includes information on sewer line cleaning, internal sewer pipe television inspection
1.02 RELATED WORK
Section 01530 – Temporary Bypass Pumping
1.03 REFERENCES
A. NASSCO- Specification for Television Inspection of Sewers
1.04 SUBMITTALS
A. Materials for sealing/repairing
1. Include manufacturer’s technical data and instructions for procedures and use.
B. Proposed procedures:
1. Video inspection log and recording (DVD format)
PART 2 – PRODUCTS
2.01 GENERAL (not applicable)
PART 3 – EXECUTION
3.01 SEWER CLEANING (as necessary)
A. Cleaning equipment
1. The Contractor’s cleaning equipment shall be capable of cleaning sewer pipe of the size and material present in the project site without the use of chemical additives.
2. The equipment and methods selected for cleaning by the Contractor shall be satisfactory to the Contracting Officer (CO) or the Contracting Officer’s
PO-10-L17 02530-1 - Sewer Inspection Page 2 of 4
Representative (COR).
3. The equipment shall be capable of removing dirt, grease, rocks, sand, and other materials and obstructions from the sewer lines and manholes.
B. Cleaning precautions
1. During sewer cleaning operations, satisfactory precautions shall be taken in the use of cleaning equipment so as to not damage the pipe.
C. Sewer cleaning
1. If cleaning of an entire section cannot be successfully performed from one manhole, the equipment shall be set up on the other manhole and cleaning again attempted.
2. If, again, successful cleaning cannot be performed or the equipment fails to traverse the entire pipeline segment, it will be assumed that a major blockage exists and the cleaning effort shall be abandoned.
D. Obstructions
In the event that obstructions such as roots, large debris, or protruding service lateral pipes prevent work from proceeding, a contract modification will be negotiated between the Contractor and the Contracting Officer.
E. Material removal
1. All sludge, dirt, sand, rocks, grease, and other solid or semisolid material resulting from the cleaning operation shall be removed at the downstream manhole of the segment being cleaned.
2. Passing material from pipeline segment to pipeline segment, which could cause line stoppages, accumulations of sand in wet wells, or damage pumping equipment, shall not be permitted.
F. Disposal of materials
1. All solids or semisolids resulting from the cleaning operations shall be removed from the site and disposed at a waste facility meeting local, state, and federal regulations for the type of material being disposed.
G. Final Acceptance
1. Acceptance of sewer line cleaning shall be made upon successful
PO-10-L17 02530-1 - Sewer Inspection Page 3 of 4 completion of the television inspection allowing pipe condition assessment.
2. If television inspection shows the cleaning to be unsatisfactory, the
Contractor shall be required to re-clean and re-inspect the sewer line until the cleaning is shown to be satisfactory.
3.02 INTERNAL SEWER PIPE VIDEO INSPECTION
A. Camera:
1. The television camera used for the inspection shall be one specifically designed and constructed for such inspection.
2. Lighting for the camera shall be suitable to allow a clear picture of the entire periphery of the pipe.
3. The camera, television monitor and other components of the video systems shall be capable of producing picture quality to the satisfaction of the Contracting Officer or the COR; and if unsatisfactory, equipment shall be removed and no payment will be made for an unsatisfactory inspection.
B. Execution:
1. The pipeline segments shall be visually inspected by means of closed-circuit television after cleaning.
2. A pipeline segment is the length of pipeline between two manholes.
3. Flow in the segment inspected will be suitably controlled.
4. The camera will move through the entire length of the sewer line segment.
a. The camera shall thoroughly document the condition of the sewer.
b. If the camera fails to pass through the entire pipeline segment after repeated attempts because of a blockage or submerged camera, The video inspection should be attempted from the opposite direction. The Contractor will not be compensated for the footage of pipe not inspected.
C. Documentation of television results:
1. Accurate distance measurements must be recorded for every feature and defect with those measurements shown on the footage.
PO-10-L17 02530-1 - Sewer Inspection Page 4 of 4
a. Features include location and direction of side sewer laterals as active or inactive, changes in pipe material, evidence of rodents, etc.
b. Defects include observations such as evidence of infiltration and inflow, broken pipe, cracked pipe, corrosion, ovaled pipe, joint separation, pipe sags, side sewer lateral defects, obstructions, pipe joint out of alignment, roots, etc.
2. Video Inspection Log:
a. Printed location records shall be kept by the Contractor and will clearly show the location in relation to an adjacent manhole (or entry point) of each infiltration point observed during inspection.
b. The video-inspection log sheets shall include the upstream and downstream manhole identification numbers, the direction of travel of the camera, the flow of sewage, the total pipe length, date, time, a marker with the linear footage where a defect or observation is made and documented, active/inactive sewer lateral, evidence of infiltration or inflow, unusual conditions, roots, storm sewer connections, broken pipe, presence of scale, corrosion, and other discernible features will be recorded and a copy of such records will be supplied to the Contracting Officer or the COR at any time during the work.
3. Video Inspection Recording:
a. The purpose of the recording shall be to supply a visual and audio record of problem areas in the pipes that may require repair.
b. The footage must include the upstream and downstream manhole identification numbers, pipe material, pipe diameter, date, time, current weather conditions, and the linear footage.
c. Video recording playback shall be at the same speed that it was recorded.
d. The Contractor shall supply to the Contracting Officer or the COR a copy of the DVDs at the completion of the project and the Contracting Officer or the COR reserves the right to make additional copies of the video recording.
e. The Contractor shall have all video recordings and necessary playback equipment readily accessible for review by the Contracting Officer or the COR during the project.
